There is information leaking from the corridors of power that President Kibaki and Prime Minister Odinga have held consultations and agreed on a mini-cabinet reshuffle that will be announced in the next few days, possibly while Raila is away on a visit to the USA.
One major casualty of this mini re-shuffle will be none other than Joshua Orwa Ojode, the fiercely independent ODM MP for Ndhiwa and loyal assistant minister for Assistant Minister for Internal Security.
Ojode has been deemed by most Kenyans as the defacto minister for internal security given that he has been answering most if not all questions of this sensitive docket in parliament for as long as the grand coalition has been in power. Ojode has done a good job of being loyal to his work in parliament and steering clear of deadly ODM politics in Luo Nyanza.
But recent events, more particularly the alleged assasination attempt of Prime Minister Raila Odinga and the alleged abduction of Gitobu Imanyara may have forced PM Odinga to consider effecting a change-of-guard in this sensitive docket. The PM has been asked to consider replacing Ojode as ODM's minister in this high profile docket that has raised Ojode's political and personal premium amongst his colleagues. President Kibaki, PM Odinga and most of senior cabinet ministers were in Ndhiwa to attend the funeral of Ojode's father but the President and most of his ministers totally snubbed President Museveni's visit to Kisumu in the same region.
That the PM's security had to be beefed following the revelations of Gem MP Jakoyo Midiwo, whether true, false or exaggerated, while the party has a ' resident representative' in the Internal Security Ministry wo kept his silence all along has raised serious doubts in the minds of some of the people working closely with the Prime Minister. His off-hand response to these issues have painted him as uncaring and insensitive to threats targetting ODM leaders and supporters.
Gitobu Imanyara appears to be set to play a critical role in Raila's 2012 presidential campaign especially in vote rich territory previously considered hostile to ODM but that which has had a change of mind with Kibaki's impending retirement.
Another likely victim of the impending cabinet reshuffle is said to be DPM Musalia Mudavadi, who was seen heartily chatting with his boss PM Odinga earlier in parliament today. Mudavadi, like Balala, has public announced that his political loyalties lay elsewhere and not within ODM. Rather than be accused of double standards when he took action to suspend Balala, Raila is now said to be keen to push Mudavadi out and appoint someone else whom will add value to ODM as a party and ultimately play a key role in the party's 47-county presidential campaign plan.
It is not clear if Mudavadi may use KKK adherents in parliament to cling to the DPM's post like his PNU colleague Uhuru has done, but one this is clear; It will be suicide for Raila to leave a potential presidential opponent Mudavadi to head the Local Government docket considering the proximity of this ministry to devolved governments that the new constitution has created.
One must remember the even when parliament is disolved in 2012, existing members of cabinet continue to undertake official work until the new elected cabinet is sworn in and an official handing over done. That may well be sometime in mid-2012 and having the right people in right positions during the forthcoming transition may make a difference.
But like we said, these are all in the grapevine and we have to wait and see if Kibaki will be willing to facilitate Raila's succession plan into the cabinet re-shuffle.

Mudavadi's political brains is a chap known as Kabatesi. I have seen him praised as a crack whip, razor sharp realist. The man to send Nyong'o into an early and discredited retirement. So I have been very expectant the last few days, anticipating a high-minded pitch from Mudavadi, as he bolts because of principle from ODM. How would the razor-sharp Kabatesi explain his refusal to resign his ODM-related perks? I am a connoisseur of the reasons top politicians give for not resigning in Kenya. Stranger than fiction. One more day of silence, and the much flaunted brains of Kabatesi will smell to me of things I have seen the morgue!

philI think you meant mid-2013 when the new cabinet will be sworn in. If Mudavadi's loyalties no longer lie with ODM then it makes perfect sense to let him go. I also do not see why he would want to hold on to his DPM post. Maybe its time for him to launch a real presidential campaign be it with a new vehicle or courtesy of the KKK.

Elections are not that far off; so Raila can avoid seeming "petty" and just let these guys continue in their posts, especially given that Mudavadi is clearly going nowhere. A born follower like Mudavadi should have realized that he peaked a long time ago and worked on maintaining his place, rather that getting carried away.

I could not agree more with otishotish on this. Picking fist fights with Mudavadi will be a dumb move by ODM to put it mildly. I opined before that if folks like Kabatesi were as sharp as Jakaswanga was hoping for they would have advised Mudavadi to do something William Ruto could not do. They should have advised Mudavadi on the day he announces his departure from ODM to resign all cabinet positions he was appointed to on account of being a member of ODM and part ways with ODM fair and clean. That would be different. That would try to set Mudavadi apart from the run of the mill noise makers like William Ruto who spent years announcing his departure from ODM and picking up fights with Raila. Basically Ruto had no other agenda and he maintained his relevance with the anti-Raila rants. Mudavadis is supposed to be sold as this new fresh guy who wants democracy and who has decided to quit ODM to show he will not compromise on his ideals. In reality Kenyans know who Mudavadi is and if he is to be packaged differently the time to do so is now. The Mudavadi brand has to be on the shelves ready for sale not fixed in Mululu behaving like the old Mudavadi who couldn't make any tough decisions, who always waited to be told what to do with legendary indecisiveness. You can't sell that Mudavadi very far. So these guys needed to act fast. They have not done so and they seem to be unable to move anything up the food chain. It would appear to me, and I wouldn't want to say anything bad about my buddy Kabatesi until I actually talk to him, that there are those in the Mudavadi camp including Kabatesi who are praying for a Mudavadi versus Raila and ODM brouhaha to keep the narrative of the great Mudavadi fighting Raila and to keep media and other elements jumping around with excitement. ODM would be handing the Mudavadi camp and those hoping for a waste of time fist fight, a gift if they were to pick up fights about cabinet positions etc. That would be a very foolish thing to do by ODM. The cabinet slots will be sorted out in due time. They are not such a big deal. In any event Mudavadi has not even formally resigned from ODM. So this kind of talk to me is reckless and destructive to ODM. Let Kajwang' and a few Luo ODM M.Ps keep that uselless fight going on in the fringes. Nobody in his right mind takes Kajwang' seriously and those M.Ps never have anything good to do. Raila should distance himself from that nonsense or better still tell Kajwang' to shut up and leave Mudavadi alone. There has to eb something else going on in Mbita. The big Mudavadi, Raila fight never took place and it has killed the story faster than when Mudavadi run back to Moi and ended up in the sidewalk of history. Why would anybody want to resurrect the dead fight. It never took place. Leave it there.

All it will take is a petition with evidence satisfying the requirements of the relevant provisions of the Elections Law, the Political Parties Act and the Public Officer Ethics Act that's why you saw Mudavadi carefully chose his words in Kakamega and even then, a case can be made that his own words and conduct thus far satisfy these provisions and more for Mudavadi to be booted as both MP and DPM. In other words, he has legally fired himself therefore no need for Raila to do so even if he could.

Other than being referred to as a DPM there is nothing there. Why would the ODM or anybody else waste their time picking fights about asking Mudavadi to remove a torn underwear. If he wants to prance around in it like Uhuru is doing who cares. Like I said in my post on this thread ODM needs to focus its attention elsewhere rather than having petty makelele with Mudavadi. Those advising ODM to pick that fight are not doing ODM any favours. Kenyan politicians have to grow up a little sometimes. Just because the other guy acts like an idiot doesn't mean everybody else has to do it. The race to the bottom is a very unproductive business.

I meant mid 2013. Raila will be judged by his current actions, policies and achievements. Making sound cabinet appointments from among ODM coalition members is one such. Its now emerging Mudavadi has been a subtle water melon and it would be suicidal to trust such a character with implementation of devolved structures according to the new constitution. For instance, what would be wrong handing the Local Govt docket to Oparanya and promoting young Ababu to Planning minister? Kibaki has done it with Eugene, so why not Raila who after all wants to make a statement that he is youth oriented? In Kenya, resignations on principle or as respect to rule of law are rare. Mudavadi should ideally resign these positions and save the PM the hassle. But the PM can also take decisive action as a coalition leader. It is shocking to read some call these petty. These are very lofty public positions which greatly impact on all spheres of our daily lives. The fact that Balala was relieved for pledging loyalty elsewhere makes it difficult for Mudavadi to continue serving as Local government minister, incidentally one of the biggest and most important dockets of all the ODM dockets.

No need to take the DPM post from him. mzee i think mudavadi had some issues with being slighted by some of ODM leaders at the stop, really a handful of arrogant sycophants i dont think mudavadi has taken the rabid approach that ruto, duale and the other mad crowd took even if he is for sale, there are some underlying principles that he cannot run away from. ruto and his cabal will try to reinvent their wheel a million times to be seen as the saviour of their people but the core issues surrounding land, etc remain the same as they will shortly find out i think mudavadi can still be a "friend of ODM" even if lukewarm certainly it makes sense to give min of local govt to a more seasoned politician since this is critical in laying foundation or at least for the transition to devolved govt as phil mentions, plus it helps return the balance where PNU sneaked in an extra post when they seperated DPM and Min of Finance. yikes 42 ministers, the cabinet is so bloated i bet you can see it all the way from Mars Isn't life amazing, when the new docs NARA and new constitution were crafted, the eye was on fallout between kibaki and odinga and all those clauses were put in there to safeguard the jobs of these two, but guess what its the deputies that have fallen out (one due to suspected crimes, the other due to internal strife) but now must be kept on their jobs due to NARA and New Constitution. at this rate, kibaki and odinga will walk hand in hand to the finish line, while their respective outfits disintegrate like confetti at a wedding. i think we need to build more roads ;D

Tnk, I agrre that musalia can be odms friend. Besides, in the event of à runoff odm might need him. He has served the party well and there is no need to punish him. This is one guy who has not talked badly in public about the pm. So there seen to be some respect between the two.

Kibisu Kabatesi poorly handled the PR assignment over Musalia Mudavadi's stance. His statements slowly metamorphed from calling for internal democracy - right to challenge the party leader in a primary contest - to threats of ethnic mobilization (the Kakamega Declaration that never was) and spewing of the tired Railaphobic rhetoric. No sooner had the tribal chieftaincy message started sinking to the rest of Kenyans, Musalia's handlers tried a brief acrobatic stunt to revert him back to nationalism, via a photo-op with Peter Kenneth, Balala et al...before flipping back to Kakamega to meet Luhya Councillors whom he has come to bond with through the Local Government Ministry that Agwambo entrusted him with. Musalia's promised deadline for 'major announcement' has passed. Still no formal resignation from ODM nor cabinet. No forthcoming announcement of "new" party, despite hobnobbing with the lone rangers at the tribal briefcase outfit called New Ford Kenya - where Eugene Wamalwa has asserted his first-come-first-served vantage. Where has all this left Kabatesi's boss in the eye of the public? Frankly, looking lost and confused! Looking suspect, ungrateful, half-hearted, timid, and still-undecided politician who wants to have his cake (ODM cabinet & DPM perks) and eat it at the same time. Certainly not good PR.

so we are looking at at least six permanent secretaries(including muthaura's slot) which kimemia is still acting.
this is tricky but my crystal ball tells me that ojode is surviving.as for wycliffe, the shifting overtone window, if to borrow our pm phrase, renders him a damaged good.
odm has acted first(according to the star briefing) to rout out officials that are deemed sympathetic to him, a move that confirms that his portfolios are dispensable.
i see upper eastern,western and coast and part of north rift as major odm sphere that are likely to benefit from the anticipated government shakeup with replacement of permanent secretaries and parastatal chiefs and cabinet appointments.
i may be wrong, as usual.
