The rusty and hollow mkebe coated with fresh paint is no naval ship! It has no armory or ship-gun. Neither is it an oceanographic vessel because it doesn’t even have satellite communication. The Daily Nation editors are deliberately trying to mislead readers with a captioned photograph of a completely different naval ship. The Kenyan people are being taken for a ride by these impunity merchants who now calculate that collective amnesia has probably set in; ever since John Githongo triggered stoppage of these bogus Anglo-Leasing deals. The timing (of the hoodwinking) is important for two reasons. First obviously has to do with an attempt to clean-up legacy at this Kibaki-sun-set period. Since former Internal Security Minister Chris Murungaru revealed that this specific deal was actually Kibaki’s own Anglo-Leasing baby – by the fact that ONLY the President (by virtue of being the substantive principal who authorizes all military procurement deals in the Defense Ministry) could order this ship. Thus, a choreographed attempt is being made to wash off the President's hands from this albatross. Secondly, this is supposed to justify the outrageous Shs 1.8 billion payment that Uhuru Kenyatta allocated in the last budget; and a further Shs 2.8 billion being planned for the next budget towards this rusty and beat-up can. This hoodwinking in itself is an expensive exercise (at taxpayer cost). A Parliamentary committee had to be first used to try cleaning up this phantom contract. A fake probe by Justice Ringera tried to cover this up; followed by numerous laundry efforts by the Attorney General's office. This is now supposed to culminate in people (crowds) being asked (or paid) to go and line up by the ocean-shore clapping for the "arrival" of a phantom mkebe in the name of naval ship. Wacheni upuzi, Kenyans aren't idiots! Someone will have to pay back for all this looting.

It is more of an old fishing trawler, fitted with aerials and painted with navy colours. But guess what, this photo splashed by the Daily Nation, is not even the Anglo-Leasing 'vessel' being reported in that story; which is yet to arrive. This is the one they sent for Somalia anti-piracy operations. On these Anglo-Leasing matters, there's gross deception everywhere; even the media.

Of the amount, Sh676 million was the principal and interest of Sh53.7 million, according to the 2011-2012 Budget Implementation Review Report by the office of Controller of Budget. Analysts argue that the KenRen project, given the exchange rates of those days, was of the magnitude of the Anglo Leasing and Goldenberg scandals over the last two decades.
The figures are, however, only part payments for the dubious KenRen project, which parliamentary watchdog reports indicate will gobble in excess of Sh4 billion, most of it guzzled by interests over the last 34 years.

A post I made a few months ago... Nothing really extra to add other than a possible Nigerian purchase of this floating scrap heap, but I'll paste it here to fatten up the thread. A payment of Sh3.6Billion to Euromarine Industries* has recently been approved to finalize the delivery of "KNS Jasiri".
The total amount paid for this 2nd hand piece of junk so far is Sh5.15Billion ($60million USD).
Due to this ship being docked in Spain (for seven years), I decided to browse a few Spanish websites and found that it has become quite the tourist attraction in the town it's currently sitting in. They call it the "Ghost Ship", and many photos of this mysterious vessel can be found throughout the Spanish internet.
One Spanish website claimed that it's worth around $22million USD.
Since it has been idle for so long, the Spanish government allegedly considered buying it for scrap material.
The Nigerian government also had their eye on it very recently.
According to the Star:
"The investigative website Pointblanknews.com reported that since completion of the naval ship in 2005 it has developed technical malfunction with Z-drive lower unit gear, major rust underneath, a rusting exhaust pipe, and parts of the hull do no fulfil military requirements as a research vessel. “Much of the equipment on board is outdated and not functioning any more. It is full of rust and other possible defects as the vessel has not been operating since it was manufactured in 2005,” the website quotes a source in Spain."

Na isitoshe; it ain't no naval ship - it's a freaking fishing boat (trawler). By the time Kibaki recieves it with pomp, color and vigelegele in Mombasa, expect all the rust covered with a fresh coat of paint. Aboard will be some silly-looking officers in naval uniform accompanied by a couple of Spanish Amigos. These idiots take Kenyans for big fools. We need to be extra vigilant in these last days of the Kibaki government as the thieves will try to engorge themselves before jumping off the sinking ship. They are also trying to 'fundraise' in order to steal the elections.
The flurry of activities is instructive: the 'greenfield project', the IEBC biometric voter registration kit tender, the angloleasing payments etc reflect renewed and vicious efforts by the mafia that coalesce around Kibaki to make 'one last kill'
I cannot help observing that the delayed reform of the police service, the recruitment of an integrity-challenged leadership at the anti-corruption authority and the installation of Eugene Wamalwa as Justice Minister all fall into a pattern of moves designed to create an environment that facilitates corruption.
They must be stopped. The offices charged with checks and balances must swing into action. Further, Kenyans are free to use courts to stop suspicious processes and payments. We must be eternally vigilant.

Actually for the price mentioned, it should be a boat with two chopper pads. Even coat-guard vessels have chopper pad. It is only fishing vessels, converted or otherwises, which look like this. But truth be said, Nigerian river police and army battling rebels in the delta use this kind boat! ---not that they actually sail!
