AO, I can only say - O ma GOD - again??? This man Uhuru and the MKM are determined thieves. The problem is that the parliament is so easy to cheat because NOBODY scrutinizes the budget and the MKM is counting on this. Just ask them to make noise at funeral---they will do that full swing.

Do you know of any true productive activity going on in Kenya right now? Our economy cannot be sustained by services (banking, cell phones, tourism and government spending) alone...we must also add value in agriculture and manufacturing
Interesting things are about to happen once the housing bubble pops.

Then he claimed to have corrected the errors that amounted to Kshs10.6 billion. Strangely after he corrected the errors, the budget still ended up with the same overall amount. That is what the M.Ps needed to have focused on. How do you correct such a huge error and still retain the same amount? It is not mathematically possible. The budget was supposed to be reduced by Kshs 10.6 billion. The other thing is that the Treasury is under a lot of scrutiny. There has been a parliamentary order for a forensic audit and yet despite all that pressure this guys still just blatantly cook up figures. That is called impunity. The big boys are going to do what they want and the rest of the country be damned. I also think their is a failure of leadership on this matter from the Office of the Prime Minister as he tip toes around these fellas afraid of making them mad. The PM should have demanded an audience with the Finance Minister after his butt was exposed in parliament. Tell the guy to shape up and not mess up things again and demand that before the next budget is presented to parliament his office should be involved in ensuring the reliability of the budget. Secondly the PM should have followed up with Speaker to start working on the mechanisms for setting up the approved Parliamentary Budget Office. As it is it is going to be a group of M.Ps who probably have no clue about budgets. The Americans have a good Budget Office that provides analysis of the budget to members of congress who can then ask for changes. What we need is a functioning budget office staffed with the relevant experts to help the House Committee. Then set up the protocol on when the office receives the budget. They are going to need at least more than a month to eyeball the figures and make sense out of them. But trust the warthogs to have forgotten the whole budget brouhaha by now. They probably don't even remember that they passed a bill for Parliamentary Fiscal Management. Demand that the president signs the bill and set the ball rolling. Kibaki is going to sit on that bill until after the June budget. The third issue we need dealt with is the forensic audit of the budget that was approved by parliament. Who is going to do the audit? Parliament called for an "independent" audit. Is the Auditor General going to do it? That doesn't make sense to me. The same Auditor General is mandated by law to audit all budgets. Where has he been? How come he never picked up those problems. The audit should be done by an independent accounting firm and they have to report their findings to a committee of parliament not to the same Uhuru and his band of forty thieves. I think Kenyans ought to demand answers from the PM on this matter. We are sick and tired of Uhuru and the little toad is glued at State House. We need the PM to supervise the damn government for crying out loud. That is his job description. adongo

If indeed it is true that Uhuru has blundered yet again, then I the only solution ought to be a censure motion.
I am certain that Uhuru - Kibaki's guest in the coalition (to quote the PM) and heir apparent (to quote Karua) will not be asked to step aside even if his incompetence and/or attempted theft is proven.
Parliament ought to assert itself to ensure Uhuru is relieved of his duties. The PM is not yet the leader of government business, neither is he the Leader of PNU. For that reason I think it will be unfair to demand answers from him given that even the co-ordination and supervisiory role is still contested within government itself!

phil It looks like Kibaki's chief chef at the Treasury has cooked up the books again. The math doesn't add up again, and the Mars Group has given them the figures. Even assuming they don't have calculators at the Treasury and they are doing large numbers the kifua style, it seems the figures that don't match up are always inflated. May be they should mix them up with some line items being less, so they can blame the computers again. This Uhuru fella is just laughable. We need some intelligent thieves over there to help Kibaki do the job he is trying to do which is to free money from the Treasury for his boys. The whole country is becoming a laughing stock. Imagine what they are going to do with the real budget due next week. The other real deadly thing is that the country is spending 95% of the budget on recurrent expenditure and only 5% on development. That is another math that doesn't add up if the country is to address investment in fighting poverty. The nation is in big trouble folks. These power grabbers are corrupt, they are incompetent and they don't give a shit what Kenyans think. This is all rather amazing. The possibilities are a) quite possible that there is just gross incompetence at Treasury, perhaps someone who actually knew how to do the math was replaced by a crony or less competent person. Hence the figures are just jumbled up with no proper coordination
b) the amounts in the suppl. budget are correct and someone is not explaining them well (see a above)
c) or the amounts are covering up some corruption / have perhaps already been committed to some obscure activity and have to pushed through by hook or crook (impunity)
or perhaps all of the above.
The theory of sabotage was credible the first time, this second time it does not hold much water
Now lets suppose that these "errors" have not been there in previous budgets, then we have to conclude the incompetence can be attributed to recent changes affecting the ministry i.e new Minister and/or if there were other staff changes.
However if the forensic audit uncovers similar "errors" or mischief in previous budgets then I hope they will also disclose whether it was due to incompetence or theft/corruption.

It is now obviously clear that there is no parliamentary oversight on the budget and even incompetent folks like Uhuru may get away with crappy figure-cooking.
We have MPs with neither clue about the budgeting process nor even limited knowledge on financial allocation and appropriation.
Frankly speaking - even the joint Finance & Budget parliamentary committees did a shoddy job scrutinizing the last presentation by Uhuru - at least IN ADMITING their own limitations they recommended for FORENSIC AUDIT of the previous three budgets.
CAN I PREDICT RIGHT HERE THAT THIS REQUEST FOR FORENSIC AUDIT WILL EITHER NOT SEE THE LIGHT OF THE DAY, OR BE MANIPULATED THOUGH THICK AND THIN.
Now, coming to UHURU's REPEAT COMPUTER ERROR.
Let us agree that once you start cooking up figures, they will NEVER add up EASY AND QUICK.
Once some money has already been misappropriated, the figures will never add up seamlessly. There will be a lot of 'smoothening' necessary. Smoothening cooked-up figures doesn't seem to be one of Uhuru's strongest points.
The Mars figures are so far quite impressive - contradicting every final tally Uhuru comes with....hence necessitating fresh oversight.
We need forensic audit of these estimates/appropriations like yesterday.
BUT MY EYES ARE NOW SPECIFICALLY TRAINED IN THE EDUCATION MINISTRY ALLOCATIONS- specifically AT THE TSC.
It seems this is where Uhuru's greatest propensity for 'computer errors' is lodged.
This is for obvious reasons - the huge number of teachers offers fertile ground to inflate some big bucks without raising a lot of eyebrows.
This time, we are not only raising eyebrows with regard to allocations at TSC, but raising the entire cranium in protest.
If you remember before Uhuru first admitted errors in the Supplementary Budget, he mounted a spirited defence of his totals - including education allocations, specifically personal allowances for teachers.
Gitobu told him that 'dude, your total for education (including house, medical and personal allowances for teachers)should be Kshs 21.39 billion'...but Uhuru insisted through tortuous, incoherrent explanations that the actual total was Kshs 29.23 billion.
Uhuru is claiming that 'personal allowances' for teachers is singularly responsible for the 'difference' but Mars group insists personal allowances have already been included in the Kshs 21 billion figure, with Uhuru BLATANTLY INFLATING the EDUCATION ALLOCATION BY Kshs 8.2 BILLION SHILLINGS.
Obviously looking at the tables Mars provides, it is clear that Uhuru has yet again completely misled Parliament in what is turning out to be the worst failure in budget making in Kenya's history.
Where is the Kshs 8.2 billion going to? Certainly, it seems it has completely nothing to do with personal allowances for teachers. In fact it has nothing to do with teachers but everything to do with Treasury architects of 'computer errors'.
All Uhuru did in his statement was to mislead parliament through the approved estimates and the supplementary estimates for the Ministry of Education item 2110300 – which reads 'Personal Allowance paid as part of salary'. Uhuru has even made further changes on this line after the “computer error” but no one will buy this crap.
Top that with another Kshs 2 billion spread across other Ministries, and there's Kshs 10 billion plus he has to explain clearly the whereabouts.

I can remember the days of kipkorios when the likes of Mr 'ngo srow', and martha and her crooked teeth, were foaming in the mouth with with venom at every ill that Govt visited upon us. Wako wapi sasa hivi? Muthengi wa Kajiado via kiambu stole. Daudi ka-shortie wa embu or is it meru, stole. Kameme or what ever that inept idiot of 'NSE is not a fish market' infamy psuedo-accountant from laikipia stole before he was sacked as MoF Na sasa huyu jamaa wa juja kiambu pia is stealing right under our collective noses. Its not ineptness, its stealing with the impunity of 'Na mta do'? Stealing is in their genes hawa leaders, we need to know the ID of that partuicular chromosome and get a test for it, and test these thugs and only allow the untainted to serve.

I am waiting to see what comes out of parliament today. The trouble is in as much as we all want to hang Uhuru at Uhuru Park, any action to sort out this mess has to originate from parliament. So I am hoping some M.P actually went through the figures and will raise the questions in the floor of the house. So far there are two M.Ps who seem to have a grip on this budget nightmare. Imanyara and the Ogingo guy from Nyatike are our hope.
In terms of the budget the Mars Group numbers look very credible. I am waiting to see how Uhuru is going to try and dodge the obvious, the numbers have been cooked again.
One of the things that should worry us is that this is a one month budget. The budget covers the period ending June 30, 2009. The important thing here is that as soon as this budget is approved the full amount of money approved will be withdrawn from the Consolidated Fund right away. This is money they already have in the Treasury all they want to do is release it.
The regular budget covers 12 months and the money is stretched over that period. In fact in the regular budget most of the money is what the government expects to receive and not what they already have. In fact in many instances a good bunch of that money is never available and the projects they are allocated for are simply not done.
So in the 12 month budget Uhuru could invent an argument that any "errors" could be sorted out over time as the money is withdrawn from the Consolidated Fund. Even that I would not believe but this is a very unique budget. The government has run out of money from the previous budget, which is in itself another story, so they want a short gap load of cash to finance things they were actually supposed to have money for from the previous budget.
This Supplementary Budget is a certified chaque for the government to simply go to the bank and collect money. Anybody will tell you if you give a certified chaque it is as good as giving cash. The money is gone.
So if you want compare the two budgets, the 12 month budget is like giving a series of postdated chaques covering 12 months. If you have a problem after you have given post dated chaques you can cancel them and sort things out. Now if you give a certified chaque as Uhuru is asking for, once the the chaque is presented at the bank, the money is gone and you can cry all you want later after realizing you were conned but you are not getting it back.
The other issue we will have to address in this Ministry of Education nightmare. Kenyans spends 30% of its GDP on education, making it the highest percentage wise in the whole world. That could be a good thing but it also tells you if you want to rob the Treasury that is where you have to go.
The double allocation on personal allowances for teachers could be a very lucrative area to harvest some cash for the thieves.
In terms of the forensic audit, I think Kenyans have to demand that the Prime Minister can assure them that it will be an independent audit and not a con job from some Uhuru hatchet men at the Treasury. The authority for this audit was given by the parliament to protect the Kenyan taxpayer.
The PM is accountable to parliament and to the Kenya people on the functioning of the government. The PM does not have to appoint the audit team, because he is part of the government anyway and theoritically he too could be part of the Uhuru con job. The job of the PM is to assure the public that the process of getting the auditors and carrying out the audit are completely independent from any interference by the accused and the rest of government mandarins at the Treasury.
Anyway we will see how the story develops today.

I think the fellows currently "investigating" the numbers at treasury have a mission to identify potential trouble spots and alert the big boys in advance so that rough edges can be smoothed out before the "forensic audit". And i bet the forensic audit will return a "clean bill of health". I think MARS group is unwittingly being used to zero in on the errors. The loud silence from parliament should be an indicator that a no confidence vote may not be on the cards. Whats interesting is the growing public apathy. People appear to be so tired of waking up every morning to a new scandal and by the same players. As always we should anticipate a diversionary "scandal/smokescreen" to give the boy some room to breath. Where is Mututho?

tnkI saw that weird move by the Nation. The Nation's Internal Auditors are now into the business of reporting news. But fair enough let's say the Nation has idle internal auditors whom they think can audit Uhuru's faulty budget, I think it is very unprofessional on their part to then release a faulty conclusion based on an incomplete audit. The Mars Group had issues with the line items which they said do not match with the gross amounts, then the Nation auditors says their are no errors and they include a disclaimer later that they have not audited the line items. Isn't that what they are supposed to audit. If they have not audited the line items, wouldn't it make sense to wait till they complete the process to tell us what they found? Is the Nation going to give us the complete audit when they finish? My sense is that the Daily Nation would serve the country better by following the story up with members of the Budget Committee and the Minister of Finance and his staff to tell Kenyans what those public officials are doing. That is the job of the media. It is fine do their own audit, provided it is complete and credible, but the purpose of that is to confront the officials and seek their views. It is often said that the role of the media is to report news not to make news. But then again we are dealing with very interwoven interests. adongo

Ati Daily Nation Auditors are now 'scrutinizing the budget' - and finding it just OK, and yet the contradiction is that the 'audit' is incomplete.
Must Daily Nation go all this far in a bid to protect the royal boy Uhuru?
On whose behalf is this media house serving? Your guess is as good as mine.
Why say there is NO PROBLEM with Uhuru's revised estimates when the so called 'audit' is INCOMPLETE?

On one hand they are dismissing Mars group (just like Uhuru did)....on the other hand...they claim CID have found some discrepancies and are trying to find out whether they were 'mistakes' or deliberate. Bure Kabisa - useless paper.
Let us see whether there is any MP in Parliament to follow this up. This is serious and unprecedented.

Mars Group held another Press Conference today with their colleagues and they had both copies of the Supplementary Budgets explaining what is wrong. The Press Conference is carried out in the NTV but I think their sound system is messed so I can't hear what they are saying. May be it is my computer which is acting up. Check it out.
I find it odd that the Daily Nation saw no need to report what transpired at the press conference in their print media and instead are giving as a distorted and incomplete audit as some kind of news.
And then the conspiracy of silence from the M.Ps is deafening as tnk said. Remember it took the stubborn insistence from only one M.P Mr. Imanyara to throw out a 10 billion con move. Most M.Ps had no clue and others simply didn't care. You have no idea how mad the thieves are with Imanyara and I wouldn't blame him if he passes on this one. I also wouldn't be surprised if Imanyara has not been warned to watch out. These guys have many ways of destroying people. Sometimes you have to decide between your life, your family and the Kenyan taxpayer.
It takes the courage of the Mwalimu Matis and co to take the big risks and let the chips fall where they may and remember how they whacked him and his friends when they actually got him. Some folks are living on borrowed time down there my friend. Others are busy eating.
We will see how this comes down. It is not going away despite the desperate moves. Like President Obama said about Sarah Palin. You can put lipstick on a pig but it is still a pig. Then try washing them and they will run right back into the mud.

Oh yeah, the NTV clip has Mati and his partner clearly explaining the discrepancy of Kshs 10 billion plus.
Interesting Ms Mati also highlights the fallacy of Uhuru's earlier brouhaha about 'cutting government spending' by showing how at Treasury alone, over Kshs 900,000 (close to 1 million shillings) is being spent EVERY SINGLE DAY on hospitality items like Tea, Samosas and flowers. That's more than Kshs 20 million per month 'thrown away' (or is it, 'taken in') by a few Treasury officials.

AO and JOB, Uhuru should do the right thing and resign but since resignation is not something that easily happens in kenya I guess he will limba on.
Anyways, I was also shocked at the revelation of 20 million/month hospitality budget for the treasury. I wonder how long this has been going on and I also wonder which other ministries have such hospitality allowances.
I think that if the parliament has only numbskull's who cannot even understand leave alone scrutinize the budget then Mwalimu Mati should be given the job as he seems to be the only one who actually reads the thing line by line.
Its so embarrassing that a whole treasury with its so called financial experts keep trying to throw in ERRORS in the budget while drinking their 100 000 shilling/cup of tea. Why do some people believe that STEALING is part of the job. This madness must stop forthwith.

4 out of 11 parliamentary budget committee members led by Vice Chairman Julius Kones have disputed Mars Groups figures, standing with Uhuru.
None of these 'budget watchdogs' have questioned the Sh 1 million a day 'tea party' at Treasury right at the heels of Uhuru's own proclamation that he will cut government spending.
It sends a clear message that besides the possibility of palm-greasing going on within these committees, there could also be general incompetence (members not being conversant with the budgeting process), and an attitudinal problem ('kwani amekula mbuzi ya nani' attitude).
I am very disappointed at these MPs. There is virtually no parliamentary oversight on the budget. Bure Kabisa!
Let us now see who follows up on the FORENSIC AUDIT requirement by the joint financial/budget committee.

jobIt seems this is a different committee from the one who did the previous budget. The other was the Finance Committee headed by Chris Okemo and Mr. Ogingo. Only four of the seven members of the committee addressed the press confence but that could just be because the others were busy. But the real odd thing is that the committee chose to hold a press conference to clear Uhuru instead of taking their report to parliament where the other M.Ps would debate it and approve of it. That is how parliamentary committees are supposed to work. The Speaker has told them as much. You cannot report parliamentary committee findings in self serving press conferences or engage in bar talk the Mututho style. So I think the Speaker should demand the report be tabled in parliament and repremand the committee members for abusing the dignity of parliament. Second, the 4 members while addressing this press conference expressed their confidence in Uhuru as the minister of finance. That was not part of their mandate. If they want to support Uhuru they can join the Othaya rallies and do so. In fact by making that particular statement these committee members exposed their political agenda probably without even knowing. I always say we have too many morons in that parliament. They open their mouths and think later. Not a very smart way of doing things. Now the good news. The Committee probably realizing the futility of being hostile to the Mars Group has asked them to contact them and go through the numbers with the committee members. This is a backward way of doing things. This committee should have done what the other committee did. Invite those complaining, in this case Mars Group and get their input as you go through the budget. Nonetheless, since the committee has publicly invited Mars Group they should take up the offer and demand a meeting as soon as possible. My suspicion is that the committee is going to do a hide and seek with the Mars Group and make it impossible for any such meeting. Mars Group are media savvy and if the committee engages in hide and seeks after inviting them take it to the public and back yo Imanyara and other M.Ps to take the matter to parliament. Also the committee has said they are waiting for the independent forensic audit. I said before that this is now under the PM's docket. His silence is deafening. Could be for strategic reasons but that is neither here nor there. He has a job to do. We need him to help get this audit going. We do not want Uhuru auditing himself. We need a truly independent forensic audit not the one done by the Nation Internal Auditors or Uhuru's chosen friends. adongo

If they could have mentioned or even questioned the 900 000 shilling a day allowance then I would have given the benefit of doubt. As things stand, it is apparent that they have not read the document. I would like to see the facts on which they are basing their support for Uhuru. It will not suffice to say that Mars Group is not being truthful. What is necessary is to counter Mars Groups facts with facts. This will probably not happen because on obvious reasons. The palm greasing went full gear the moment Uhuru was caught with both hands inside the jar. Trouble for him is that he is dealing with figures which can be easily counter checked. In order for the lies to go through he must have guys who are ready to bluntly lie for him and that’s where Kones and co come in. As you mentioned there is forensic audit going on but how in hell do you actually ascertain the truth if it’s the same corrupt MP`s involved in auditing? Palms will be greased with even more grease and we will see Uhuru given a clean bill of health. Uhuru`s attempt to STEAL has been thwarted for a second time but as a determined thief he will never give up the loot. OBS! I would like to know how many samosas and cups of tea the people at treasury drink everyday.

Parliament ordered for an independent forensic audit. They did not specifically ask the PM to do it. Infact it would be improper for the PM to do it because he could very well also be involved in the scam. We do not know.
But as I said earlier the PM is the supervisor of all functions of government. His most important duty is to ensure that taxpayer's money is not misused. Also the PM is directly answerable to parliament and even has a question time once every week.
Under the circumstances the PM has to assure Kenyans that the government he is supervising is not robbing Kenyans. Due to the political climate in the country with this foolish idea of a GCG, it would have been translated as witch hunt had the PM gone after Uhuru to demand that he knows what is going on even before it reaches parliament. Luckily for the PM, it is Uhuru's own incompetence and attempted scams that forced Parliament to order a forensic audit.
The duty of the PM now is to assure parliament and the Kenyan public that the audit ordered by parliament will be independent from him, from the Finance Minister and from any other branch of government and that it will be credible and will report to parliament. That is a statement the PM should have made to Kenyans by now. Then the PM can work with parliament and the relevant committees to set up the mechanism to appoint an audit team make sure things are done in a transparent manner and get the work done.
The trouble I see is that Treasury will constitute its own crooks to do the forensic audit then the PM and others will start whining or simply fall in line. The PM has to be pro-active and not to react after the fact.
He can not ask for any more mandate to clean this mess than what was handed to him by parliament. That is the way I see it.

Did Uhuru make a mistake in his previous presentation? Yes he did and just about admitted it.
The Okemo committee also found fault in the totals given my Mars. Did Mars actually acknowledge their error? No!
I think we are perhaps giving credence to some dodgy outfit of one angry man and his wife who may have been too overzealous to make mistakes along the way!!
I cannot comprehend the connivance of all MPs least of all Imanyara as to why he is this quiet in the face of what Jukwaa calls a grand scheme to steal from Kenyans!
But luckily, when this matter is finally blown as a big mistake by Mati and his wife, none of these thief calling members of Jukwaa will be brave enough to write their apologies here. If I am wrong, hold me to it that I shall apologise to you all!
