The family of Mr Oku Kaunya, who is Nyanza deputy PC, told The Standard On Saturday he has not been seen for three days. Kaunya was, until his posting in January as Deputy Provincial Commissioner for Nyanza Central, the Administration Police Deputy Commandant based at the formation’s training school in Embakasi, Nairobi. His wife on Friday recorded a statement with the Kisumu police over the disappearance of her husband. Mrs Millicent Kaunya first moved to the Nyanza Provincial Investigations Officer (PCIO) office where she had brief discussion with Sebastian Ndaru, the PCIO, before recording a statement. "I have not seen my husband for the last three days. His phones are off and nobody can tell his whereabouts. I have not received any communication from the Government and decided to report his disappearance to the police," she told The Standard on Saturday during an exclusive interview. But Mr Ndaru declined to talk to the Press and instead referred us to the PPO Njue Njagi and the PC Francis Mutie. Mr Mutie’s phone was not answered, even after trying to reach him several times. However, Njagi said the PC was in a better position to tell us about the disappearance of the administrator. "You should be asking me where the OCPD and my officers are and not the deputy PC or DC. That question you should refer to the PC," He said, in a telephone interview. Before Kaunya disappeared, security men at his residence in Kisumu and his official driver had received death threats from a senior Administration Police officer in the Rapid Deployment Unit, a special squad with no definite mandate. Mrs Kaunya, the driver, and the guard recorded statements at the Nyanza Provincial Police headquarters. She told The Standard On Saturday she last saw and spoke to her husband on Tuesday morning, when she travelled to Siaya from Kisumu, to arrange for her mother’s burial. When she returned to Kisumu, she was informed her husband had asked to be taken to the Kisumu Airport, but did not disclose his destination. What is intriguing, she says, is that there is no sign he left the airport because there is no evidence of it on flight manifests in Kisumu. She says a call was made to her husband by some sources that an offer of Sh3 million had been placed on his head. "I was at the mortuary to collect the body of my mother when my husband called me to come home urgently. When I arrived, I found him shaken and worried about his life. He told me that those people who want to kill him had placed Sh3 million for his head and do not know what to do," she said. Mission to kill Contacted, Kaunya’s lawyer Aja Olubayi said he spoke to his client on Wednesday from an undisclosed location. Mr Olubayi said he had been expecting the Deputy PC in Nairobi to discuss the statement he had recorded with the police about the threats to his life. "Lately, Kaunya has resorted to putting up with friends because he was constantly being trailed by people he suspected were on a mission to kill him," said the lawyer. He said the last time he met his client was on March 4, before he left for Kisumu the following day. He recorded a statement about the threats on his life and family, with PPO Western on March 8. The disappearance of Kaunya comes at a time potential witnesses in post-election violence trials at the International Criminal Court (ICC) have alleged torment and increased threats by potential suspects, forcing them into hiding for lack of State protection. Kaunya was the commandant of the AP Training School, where it is alleged the results of the presidential poll were manipulated. It is also widely believed the planners and financiers of post-election chaos fear the Deputy PC is a vital source of information ICC Chief Prosecutor Luis Moreno-Ocampo requires to build an incontrovertible case against post-election violence suspects. After months of dragging its feet, the Cabinet last month adopted amendments to the Witness Protection Act, which are awaiting passage by Parliament. Key among the revisions is a proposal for the formation of an independent agency to ensure safety of witnesses who seek State protection. Kaunya’s tribulations began when his boss AP Commandant Kinuthia Mbugua disapproved of his promotion, which placed them at par. The promotion precipitated an "insignia clash" with the AP chief alleging insubordination by his deputy. Mbugua tenures as AP boss expire on March 30. Kaunya was sent to Thailand on official duty when the Waki Commission was collecting information on post-election violence. On return, he was sent on study leave at the National Defence College (NDC) in Karen, Nairobi. He was redeployed in Kisumu as deputy PC, eight months before he could graduate at NDC. News of his ‘disappearance’ come two weeks after Kaunya deposited a comprehensive statement at the Kakamega provincial headquarters on March 8, in which he said his life was threatened. The statement raises serious questions about the AP command. Some of the threats were in the form of text messages, one of which warned of his imminent death and those of his driver and guard. In the statement, a copy of which was deposited with his lawyer and which The Standard on Saturday has, says on February 17, the missing civil servant had been informed of a squad of AP officers having been dispatched from Nairobi to Kisumu on unspecified "operation" duties. "The information indicated the undisclosed operation could involve life-threatening tasks. Neither the exact mission of the operation nor the names of the officers involved in this exercise was clear from available information," the statement says. Reached for comment, Internal Security Assistant Minister Orwa Ojode said he was not aware of the disappearance of the officer, but urged the missing officer’s wife to record a statement with the police. She had recorded the statement by the time Mr Ojode spoke. aLLEGED OPERATION In the statement, Kaunya further says the officers were also seen in Malaba, Kakamega, Teso, Kisumu and Eldoret towns. "I later learnt one of the officers involved in the alleged operation had on February 19 called my former driver based in Nairobi by name Thomas Lekalkul, enquiring where the school am patron was located in Malaba," the statement reads. The presence of the squad in western Kenya coincided with murders of businessmen in Kisumu, Busia and Kakamega. "I sought clarifications from the OCPD Teso, who confirmed the officers were indeed APs from APTC, but their duties were suspicious. The suspicions were based on various findings. Firstly, the officers on the initial interrogation at the Malaba Police Station alleged they were on bus escort duties, but on further interrogation by the DCIO Teso the following day, they changed and said they had been sent by Mr Omar Shurie to search for computers reportedly stolen from APTC," Kaunya says in the statement.

Back to Ouko and J.M Karuiki assassination style!! and guess what with the current coalition in place PNU controlling all the security apparatus in the country.. if this guy is dead!! nobody will be found guilty.. they will Pick a beggars from the streets and put the blame on them.... watch and see.. Assassinations have become the norm in Kenya and unless Kenyans themselves stand up against these leaders .. then it will continue.. by the way who gave the order for more than 1000 mungiki youths to be executed/ assassinated in cold blood??

I hope the ICC can see that 3m is pocket change to these guys who think of nothing about stealing billions from us, even our food. But if anything can speed up the process, maybe this will be a wake up call for the judges.

The disappearance of Oku Kaunya brings to memory the disappearance and murder of Rober Ouko and JM Kariuki many years ago. There is a disturbing similarity. For that reason, I am not optimistic about Kaunya being found alive because if he was, then his family, bodyguard and driver would definitely know where he is. But they do not.
We must therefore prepare ourselves for the worst! Mrs Kaunya will most likely and sadly be joining the club of unfortunate widows whose husbands have been systematically eliminated because their work in government made some of their more powerful colleagues uncomfortable and unsafe. How can a senior government officer, as high as a Deputy PC express fears about his life, then proceed to disappear for 4 days and the government says nothing and does nothing? Remember, provincial administrators are the eyes and ears of the president in the regions they operate. It means therefore, that the president's limb was threatened and has now disappeared; and there is no Dr. Mutua rushing to say anything!!!! Does he know something we do not? Or has Kaunya outlived his usefulness?
From the standard story it appears the only one person had the motive to get Kaunya out of the way. It is an open and shut case. Sample this.
Kaunya was a first hand witness to the participation of the AP in the election rigging, the PEV and the elimination of potential witnesses. He actually pointed fingers towards one direction. There is only one person who would fell uncomfortable with this!
Secondly, Kaunya has been repeatedly and without any reason at all been tossed all over the place (to study, to provincial admin, etc) so as to keep him out of contention as successor to take over as Commandant of the Administration Police.
Kenyan blogs and media must not let this go quietly. We must make the loudest noises and demand justice for the family, friends and colleagues of (the soon to be declared late) Kaunya. This justice must be delivered in such a way that it will deter those in government who still think that cold-blooded murder and impunity has a place in modern society. We must condemn these well known people in strongest possible terms.

So a man has not been home for 4 days and this has spawned all sorts of suggestions as to the cause?
The man is the Deputy PC of Nyanza Province...a very senior position in government. He wrote a statement sometime in February alleging threats on his life and that of his driver and guard. He has command over AP's in his province and could have beefed up his security but did not. He must have not thought much of the threats which is rather silly for one in the security forces as he did not bolster his security. All that he we know is that he was threatened with death, but in his statement, he does not say why he was to be killed, neither did he seem to offer a suggestion as to why anyone wanted to kill him
The wife gives her side of the story but still does not seem to know why anyone wants her husband down. Orwa Ojode the hard working internal security minister callously says she should report the matter to the police!!
Just how did PEV come into the saga here? For all intents and purposes, if this guy was in charge of the AP, then he is on the wrong side of the ICC and cannot be a witness for Ocampo! This is the first time I hear that Kibaki's votes were being stolen in Embakasi AP training school....and even this has found its way in the story. Now even "civilians" go to the NDC in Karen?? I cannot believe the ingenuity of some of these journalists!!
The disappearance of a man is traumatic for his wife, and embellishing a story is definitely wrong!

kamalet you are one senseless sadist Gema that little can be done about. not that i want to legitimise your comments by the response but i wonder wasn't many other prominent pple i.e. ouko, mbai etc not in a position to control their own security but it didn't stop being killed by the state
As phil points going past history of prominent pple missing its highly unlikely the outcome will be positive on this matter. my take is that the ICC is taking too long and should'nt have opened a pandora box they were unsure of, as it will put many more in danger

Nyanza central deputy PC Oku Kaunya, who was on Friday reported to have gone missing, has been found.
Mr Kaunya held a press conference on Saturday morning in Kakamega Town to allay fears of his disappearance.
He said he had been visiting a friend in the town for the past three days and had not gone missing, contrary to reports in the media.
“I want to dispel rumours and media reports that I have gone missing. I am on leave and I went to a place in Vihiga to visit a friend and there was poor mobile phone network that is why I have not been able to communicate with my family,” he said.
His wife, Millicent Kaunya, had on Friday recorded a statement at Kisumu police station saying she could not trace her husband, who had earlier told her that his life was in danger.
Mr Kaunya confirmed that he had received death threats and reported to the police who were now conducting investigations.
“I am safe and available and people should not worry about my security. It is true that I have received death threats but that is now with the police to investigate. I have been given extra security and now am comfortable,” he said.
PC Francis Mutie also confirmed that Mr Kaunya was on leave and was set to resume duty before the end of March.
“He asked for 15 days leave as from February 23 but later countersigned and changed it to 30 days leave,” the PC said at a press conference in Kisumu.

The media had framed the case and passed judgment based on no journalistic research whatsoever, but relying totally on speculation in angst to sell a story. This is the lousy job our media do over and over again, and when nothing exposes them, we move on believing we got served with information.

It's a relief that the guy is well. I wonder why his wife did not know his whereabouts. Remember one governer Sanford from South Carolina who had gone missing before it emerged that he had been having some good time with one Maria in Argentina? Well, he is now divorced. On the other hand I suspect that Kaunya deliberately made a sly move by making his death threat headline news. It will now be very hard for whoever to carry it out. Reminds me of Oloo Aringo boldly announcing that his life was in danger on the first anniversary of Ouko assassination after he had fallen out with Moi. That was a bold move then (in the early 90s at the height of Moi tyranny) that probably was what saved his life.

How Kaunya shook-off 'assasins' in Western Province
REGIONAL Commissioner for Nyanza Central Oku Kaunya who was reported to have gone missing for three days before resurfacing on Saturday spent Friday night at Western Provincial Commissioner Samuel Kilele's residence.
Multiple intelligence sources indicated that Kaunya sneaked into the PC's residence at the upmarket Milimani Estate in Kakamega after shaking off people he knew were tailing him.
Kaunya, the sources told the Star, shook off the trackers in Kisumu town on Friday by pretending to travel towards Kisumu airport and secretly found his way to Vihiga.
"The Commissioner managed to sneak out of Kisumu unnoticed without even telling his family. He first dropped at Vihiga District Commissioner William Kiprono's office and asked to be assisted to reach a certain bishop," said the source.
The DC, it is said, at first almost ordered his arrest because he looked terribly shaken and had a gun. He then consulted with Kilele who accepted that he be taken to him, the source said.
"He told the PC that he feared for his life as people known to him and who had issued threatsto kill him were tailing him and that his phone calls were being monitored," the source added.
It was at the PC's residence that a decision was made that Kaunya's wife Millicent reports to police that he had gone missing for three days, ostensibly to expose the scheme by his trackers.
The sources said Kaunya chose not to inform his family of his whereabouts to keep them out of his problems. While addressing the press at the PC's office on Saturday, Kaunya said he could not be reached by his family because there was, no network coverage in Vihiga where he had gone to visit a friend.
Police sources said that Kaunya had told them that 12 people believed to be Administration Police officers had been deployed in Western Province to track his movement.
The source said a similar number of trackers had been deployed in Rift Valley and Nyanza provinces.
On Saturday, Kaunya was driven to the PC's office at exactly 11.30am in a convoy of four vehicles - Deputy Western Provincial police boss William Thwere's car, Kilele's Land Rover, Deputy PCIO Musa Yego's saloon car and Sabatia DC William Kiprono's official car.
"Basically, I am on leave. Since I went on leave, I went to a friend's place in Vihiga where I have been putting up. It is true that it is about three days since I went to see my friend," Kaunya told a press conference.
He said he had received threats from known people and the Government had been given information. He added his security had been beefed up. Kaunya was on Saturday afternoon escorted by two armed CID, officers to his rural home in Malaba.
Yesterday, internal sources said Kaunya's problems began when he was promoted to the same rank as AP Commandant Kinuthia Mbugua. "The President ordered that he be given one rank after he did a good job at the AP Training College where he was commandant during the bungled December 2007 presidential election but he did not know that giving Kaunya one more rank will put him at par with Mbugua," said an intelligence source.
In February, two APs suspected to be on a hit mission in Teso district were held by police and later charged in a Kakamega court with extortion. The officers, a sergeant and a corporal stationed at Embakasi AP Training College (APTC), were tailed from Eldoret town where they visited a cyber cafe owned by Kaunya.
Intelligence sources said one of the people at the cyber cafe alerted Kaunya that some armed people were looking for him.
"People tailed them until they reached Malaba and crossed to Uganda briefly before they returned to Kenya. They then started inquiring from the locals at Kaunya's village of Kakemer how frequent he came home," said the source.
"It was at this point that those who had been trailing the two informed the public that they were bad people. The public confronted them and arrested them before frog matching them to Malaba police station," added the source.
On arrival at the station, they first told police they were Jua-kali artisans but on searching them, the two guns and job identity cards were recovered.
"When we asked them to record statements, they wrote that they had been sent to investigate a loss of computers at their Embakasi training college and which they suspected Kaunya had stolen," said a police source.
"The officers failed to explain who sent them for investigations in Western and why they informed nobody of their presence in the area as required by regulations. In addition, investigation is not Aps' work," the source added. Members, of the public who arrested the two said they had menacingly demanded for Sh2,000 from boda boda operators.
Kaunya has been touted as a possible replacement of Kinuthia Mbugua as AP Commandant when his contract expires next month.

Thinking about this episode a bit more, it seems that Kaunya was trying to drive a point home and, at the same time, protect himself. In other words, bring the countries , and at the same time the ICC's attention, on himself.
You see, I do think he was involved in the rigging of the 2007 elections and most likely the violent aftermath. Maybe he did not get a direct threat but he knows that some of the people involved were wasted on the direct orders from the powers that be. Trying to get rid of him at this point would be very dumb of the powers that be (as if they're not dumb enough already).
He's now headline news with the ICC firmly looking in his direction (he hopes).

[/i][/quote] Phil, What Multiple intelligence sources? What about the word from the man himself? Did he not say he was visiting a friend and unable to reach his family due to network connections? Should we disregard that for what undisclosed multiple intelligence sources say? Horth, It is difficult to make the case that this momentary disappearance has anything to do with PEV or any threats on Kaunya - especially not when he himself has given a different account of his "disappearance". So far it seems the media is unlucky on this one because the man resurfaced with a story that did not back the sensational journalism. While I may not know which position is right, allegations contrary to what the man says should present verified information with a good track of its origins. The multiple intelligence material on The Star is here say, at least in the way it appears here. It is nonsense unless it is substantiated.

That Kaunya is a marked man is no secret.
The question is how long he will stay alive. Will he make it to the ICC witness stand?
The screaming headlines, the blog discussions and facebook appeals probably saved Kaunya this time around.

I hve said before that this is a matter that is a non issue, but everyone seemsto have a view and the easiest seems to link him to PEV!! Even the KNHRC thinks that is the reason he is being targetted but do not offer any evidence and concede they did not have him in their radar!!
This is a man that had an argument with the commandant of his police formation trying to suggest that he could actually be an equal! At that time he was quick to call in the media to help him argue his case.
In the current circumstances, a lot seems to be said by undisclosed friends but the man in front ofthe media gave a story that cannot be corroborated with what everyone seems to suspect!!Kenyans may have been set up and theman managed to get himself back on the media limelight........is it just a coincident that Kaunya may have wanted to remind all those that matter that he was still around now that the AP force is under the spotlight after the Kawangware murders??

Kamalet, That is one way of looking at it. But if you remove that badge of partisanship for a minute and analyze the events, the apprearances and the company in which he chose to re-emerge, he is clearly a hunted man.

Why would the man fabricate a story to throw the public offtrack yet it was he who had earlier reported a threat on his life?
This makes no sense to me. ... but it could easily be like the HIV phenomenon, which is what I see Kamalet alluding to. By that phenomenon people stopped dying of anything else once HIV became common. Once a neighbour of mine was killed by bus back shacks, and the second person I heard talking about the death in Nairobi was reporting that the man had died of aids. Just like that, if you disappear for a day or two, the public knows who killed you. Gone are the days when investigation would be needed.
What a congressman of South Carolina can do, a government official in Kenya can do. But just like Ouko or JM was assisinated, so another person could be assasinated. There are too many possible reasons a man could miss in the public eye for a few days. Investigation remains a virtue even in this day when the government must be suspected.

The man used media to protect his life.. he was in danger and he made use of the media to alert Kenyans that his life was in danger !! kudos for his style of bringing attention to himself ! regardless of how he did it .. his life is still in danger ( whistle-blowers are in danger already) I hope he survives to tell Kenyans what really transpired..2007....... in light of reports such as these allafrica.com/stories/201001050912.htmlwww.capitalfm.co.ke/news/Kenyanews/Kenyan-NGO-burgled-7807.htmlthen surely any reasonable person would rather err on the side of caution. regarding the theft of records, backup is of no consequence, these guys were after data on events and witnesses. i think that office was extremely negligent, knowing the risk the witnesses face and in any other country that would not have fizzled out. not to cast aspersions but these witnesses need to be aware that they have no real friends and should treat everyone as a potential mole ready to to sell out if the price is right. i agree the sooner Ocampo gets underway the better for all these people and of course kenyans in general

Kamale, sometimes you trully amaze me. I do not know what you and Mank are defending. Dont you two have any value for human life? Dead men tell no tales. What more evidence do you need and yet we watched with shock and amazement as PNU rigging machinery began when KTN cameras captured hundreds of AP trainees leaving their Embakasi base in George Thuo's City Hoppa buses just a few days before the general elections; apparently being deployed to ODM strongholds to act as plain clothes (read civilian) returning officers whose mission was to influence results in favour of PNU? Are these not recorded facts or you want me to post youtube clips for you guys? Kaunya may have been having superiority wars with Mbugua, but it is Kibaki who promoted Kaunya knowing Mbugua was still commandant, and it is Mbugua who Kibaki was unable to sack or retire as the man has simply refused to budge! Instead the AP is now being armed even more than our regular police and the APs are now rivals with the military. Is someone systematically building a private army? The intentions are not clear but they are illegal as the 2007 election showed us. But all this is besides the point. Obviously Kaunya's frequent and unwarranted transfers meant he was the ODD MAN OUT and someone wanted him out of the way permanently. Moving further on, and to provide you even more evidence, after the general elections and the PEV, both the Kriegler and the Waki reports explicitly implicates the Administration police in (a) illegal participation in influencing election results and (b) in indiscriminate killings, rape and arson of ODM supporters and stronghold areas. This is not what the media is saying, but it is what the investigators have said. We had even the NSIS, AP and regular police testifying in camera to both commissions. In both cases, Kaunya emerges as a high profile witness because he presided over the special illegal training that these APs received before unleashing mayhem on democracy and civilians. Who exactly had the command control of Kaunya and these trainees? It is as simple as that. one plus one is not twelve. So what is this evidence you keep harping about? TESO LEADERS REJECT KAUNYA AP SECURITY

TESO leaders want Nyanza Central regional commissioner Oku Kaunya's AP security detail replaced with the regular police after the officer received threats allegedly from the AP top circles.
Amagoro MP Sospeter Ojaamong and seven Teso councillors challenged the government to state who in its top ranks wants Oku Kaunya dead.
Ojaamong promised to take up the issue in Parliament for Internal Security minister George Saitoti to respond comprehensively to the security scare to the regional commissioner who resurfaced in Kakamega after missing for three days. Kaunya appeared on Saturday to say that his life was in danger. His wife had reported to the police that he had been missing for three days.
Sources say Kaunya started receiving threats after he was promoted to the same rank as AP Commandant Kinuthia Mbugua.
Speaking in Malaba, the leaders said, "We know people who are state security agents who have been conducting surveillance missions targeting places .of interest to Kaunya — his home in Kakemer, business premises in Malaba and his Kisumu residence.
They wondered why two APs, a senior sergeant and a corporal, who were arrested by members of the public in Malaba for extorting money from boda boda operators have not been interdicted. The APs suspected to be on a hit mission in were held by police and later charged with extortion.
They said, "As leaders of a minority ethic group, we are worried that every time a leader of national stature emerges from our community, his life is cut short.
"To date we are still asking who killed Ojaama Ojaamong Senior, student leader Titus Adungosi and former assistant minister Achiya Echakara? Former MP Oduya Oprong is still living with a bullet lodged in his head."

They told us to prepare for the charred remains of this AP. Well, now they have been busy trying to remain relevant after the fellow reappeared and gave a weak story of how he was visiting a girlfriend friend with his phone switched off. Now they are posting photos of a very healthy fellow who thinks the current media bonanza will make him the automatic heir of the soon to be vacant commandant post. Eti PEV prime witness??? Kwani what have these fellows been smoking nowadays? Over 1000 Kenyans were killed by arsonists, poisoned arrows, matchetes, stones etc. Were the AP's using these crude methods? Why have we not heard this hulla baloo with the witnesses of these attrocities?? Someone is trying to divert attention from the real culprits to the AP's and it wont wash....Poor ODM!!!!
Only in Kenya do we see this kind of mediocrity. As Bob Marley used to sing “You can fool some people sometimes, and you can fool some people all the time, but you cannot fool all the people all the time”.

So the AP's were high profile in election rigging and PEV. Most of the dirty work was done at Embakasi where Kaunya was the commandant, hence he would be a key witness for the "other side" because he knows. To make it even more convincing, it is that he will tell Ocampo who was commanding him!!
The sillyness of your argument can be taken further to exonerate Ali as police commissioner as he then can claim that he was following orders just like your Kaunya!!! The same can be said of every police officer that raised a gun and shot a kenyan!!
I still stand by my argument that this man is nothing but a publicity seeker caught with his pants down!

What are you ON about Kamale? Why all the side shows? Am glad you agree Kaunya will be witness. Only that I have not specified on which side Kaunya will be witness as you are attempting to do. Neither have I exonerated former Police Commissioner Maj-Gen Ali who you introduce to this thread as a diversionary tactic. Maj-Gen Ali equally has his case to answer but this thread was never about that. All I have said is that Kaunya remains a high profile witness. I have also demonstrated how he is personally linked to the activities of the APs in election rigging and PEV. Why anyone wants him out of the way is a matter that is so open. You and I know the AP Commandant does not report to the Police Commissioner. That is a violation of the law and it is because apparently, Kibaki and Michuki irregularly changed all that and Mbugua now reports directly to "his commanders" whom he shares an office with at the Office of the President along Harambee Avenue. When they hatched this illegal specialized training for APs to impersonate ECK Returning Officers, Maj-Gen Ali was never consulted, parliament had already been dissolved. This is a silly plot that was cooked in State House and it has backfired on them badly! Sadly many Kenyans needlessly lost their lives because of the selfishness and the resolve of some to hold on to power regardless of what Kenyans decided in the election. Therefore Bw. Kamale, my arguments may seem silly to you, but the fact remains APs were implicated in election rigging and in the PEV. Everyone, including Justices Waki and Kriegler know that.
