The recent scandal involving NHIF and two private providers of services to the Civil Service Medical Scheme was a predictable event. Whether or not there was corruption involved in the awarding of contracts to various providers, this scenario was inevitable for two reasons.
First, the infrastructure was not in place for services NHIF promised, and second, NHIF was not straightforward about what they could and could not accomplish within their unrealistic budget.
The private sector has been repeating since 2004 that the capacity to introduce National Social Health Insurance to 40 million Kenyans does not exist. The Minister for Medical Services refused to see this as a stumbling block, and the management of NHIF agreed to go along with this delusional view. To bolster their position, NHIF did a “pilot study”, the results and methodology of which they refused to release to the public. Yet they declared it a success.
NHIF’s current problems are for a population of only around 800,000 people, but having already deluded themselves into believing they could manage the 40 million, they thought 800,000 would be a walk in the park.
We in the private health sector did not believe them. Knowing the costs of providing even basic medical care, the capital requirements and mind boggling logistics of setting up the infrastructure required, recruiting and training qualified staff, and putting systems in place to monitor services and supplies, there was clearly no way it could be done. Late last year, NHIF offered to pay Kshs.2,800/= per person per year for unlimited outpatient services to the Civil Service Scheme, including specialists, radiological examinations, laboratory tests, drugs, treatment of chronic conditions, and even family planning. They did offer to involve all providers, not only Clinix and Meridian, but most of us refused, knowing that to genuinely offer those services for that price, we would be bankrupt within a few months. The only way it could be done would be to take the money and forget about providing the services.
NHIF and the Ministry of Medical Services have now been shown to be wrong, and the private sector’s predictions are coming true.
Civil Servants are not getting the services they were promised. When they could not get drugs at the government hospitals to which they were initially assigned, NHIF kindly obliged by telling them they could have choice. Some private providers quickly offered to create more clinics and service points. Neither they nor NHIF wanted to admit that this would take time, or to be honest about what they could
and could not do. To maintain the Big Lie, they had to pay the millions, failing to consider the consequences if the story got out.
And now the story is out.
Interestingly, this has not dampened the NHIF’s enthusiasm to roll out their enhanced scheme for all, and they have proceeded to declare an increase in “contributions” from the employed population. The fact that the unions are against it, that employers are against it, and private health providers are still against it has not changed their view. They are marching ahead oblivious or uncaring about the permanent damage they will do to the health sector and to the lives of Kenyans. We all have our opinions as to why, ranging from campaign fundraising to mere power grabbing, but whatever is the truth of the matter, it is clear that NHIF must be stopped.
It is now time to re-think the Ministry’s Healthcare Financing Strategy. Healthcare for all Kenyans is a great idea, but we are not ready. It will take time, resources, planning hard work, and most of all, honesty. The current approach of denying reality will not do anybody any good, and the consequences of failure will be devastating.

The new National Hospital Insurance Fund proposal is the brainchild of Cabinet Minister Anyang' Nyong'o. NHIF recently gazzetted new contributory rates that have moved away from the Sh320 flat-rate to a progressive rate that goes into effect next month. The lowest contributor will now pay Sh150 which applies to those earning less than Sh6,000, and Sh2,000 for those earning more than Sh100,000. "Simulated implementation of this programme need to be broader and not just relying on a pilot programme to be based in Nairobi," Otieno said. He warned that though the idea of creating a universal medical cover is noble, the one proposed by the NHIF will fail as it is selective in approach. The acting minister gave an example of an expenditure limit of Sh4,000 per patient as untenable warning that the set expenditure by the NHIF will be overrun by demands for medical services from members. "Consultations on this matter should be enhanced when the substantive minister comes back I will advice him to give this matter a relook," the minister said. Anyang Nyongo is recuperating in US where he went for treatment for prostrate cancer. Otieno was speaking when he appeared before the Parliamentary Committee on Health chaired by Nyaribari Chache MP Dr Richard Monda. NHIF CEO Dr Richard Kerich watched in amazement as Otieno trashed his proposal. The minister also confirmed that he will today meet officials from the Federation of Kenya Employees and Cotu to discuss the matter. Otieno also told the committee he will reserve the appointment of the new members of the Kenya Medical Laboratory Technicians and Technologist Board if Nyong'o is found to have violated the law in naming the board. Monda praised the minister for exposing the loopholes that may have hindered the implementation of the scheme. "We are happy with you minister for being able to honestly raise some of this concerns. We believe that you are to address this matter in the manner acceptable to all stakeholders," Monda said.

I have been follwing this thread. It is disappointing. Mr. know-it all Kamale was as evasive as ever when asked to substantiate his allegations. Right now, Kenyans are being treated to a boring political supremacy tug of war between ODM and PNU. The in comes Kimemia, clearly overstepping his mandate and lying to Kenyans on imaginary consultations with the Justice ministry. Other than what's sensationally reported in the creditless media, no one has tabled facts and figures. Mudavadi's new buddy Khalwale is threatening a motion of no confidence on Nyongo, which may be taken to mean he already has subtantive evidence incriminating Nyongo on the scam. It the same Khalwale who after being bailed out financially by Ruto, later apologised claiming he was misled to introduce a censure motion on William Ruto on the maize scam. Shameless hypocrite, Khalwale now embraces Mudavadi as if this is not the same Mudavadi he accused of demanding bribes and masterminding the quarter of a billion shillings cemetery scam. A coincidental threat of fire at the NHIF building is quickly concluded to be an ODM conspiracy to eliminated records at the NHIF vaults. There's not a single investigative report on the scam other than finger pointing and demands for resignations. Sigh!!!!

Whereas the minister may be asked to take political responsibility if it is true funds have been misappropriated, we have to appreciate he is not directly in charge of the management decisions of the NHIF board nor its management. The zeal at which this thing is moving, the unilateral and illegal suspensions and counter suspensions by Ag. PS Kimemia tells me something is not right. Until we get substantive facts and figures we can just continue to speculate and trend whatever we want on twitter.

I am ashamed of being a Kenyan If my memory serves me right, William Ruto was asked to take political responsibility after audit reports by KACC and PricewaterhouseCoopers (PWC) implicated his ministry officers in the scam, and also himself and his companies directly. He was suspended by the PM, a suspension which was promptly blocked by the President. Here Anyang Nyongo is inviting multiple indepent probes and suspending key officials of the NHIF, but someone somewhere is hell bent on playing politics at the expense of Kenyans. Moreover, thesome of the medical institutions being mentioned here belong to persons known to be very close to President Kibaki and his PNU party. Mr Toddi Madahana, previously interdicted and eventually sacked from NSIS, is now masqueradingCEO of the biggest beneficiary of the NHIF scam. For you to be proud of your country, me thinks you must support and stand by the rule of law. Demands for Nyongo's resignation on the basis of 'political responsibilty' when the scam is not clear to us yet and the minister's efforts to get to the bottom of it are being openly frustrated by ag Head of Civil Service Francis Kimemia. Kimemia directly responds to Kibaki. Rather than use Kimemia to fight political wars with ODM, why cant the president exercise his constitutional powers to put an end to all this madness? He has many options but none of them are being employed.

I just wonder how it must feel to be acting the position you hold re ODM and its ‘owners’. A significant few here like to accuse Kamale of being a part of some PNU conspiracy, or that he is a mole planted in Jukwaa by the NSIS, etc. But I think when it comes to ODM, Kamale appears so pale or even a ghost is shades darker compared to you!
The accusations Nyong’o is facing right now are enough to compel his resignation. Do not let his calm but patronising demeanour when addressing Press Conferences deceive you. Or unless you are doing what is expected of you in your role, then I can understand.
The man has at least two representatives in the Board and yet he does not have a clue as to how and where those millions have been spent on?
Calling in the accountants or auditors for that matter is not enough to investigate corruption in a ministry such as Health. But then I suppose MoH belongs to other side of the "Nusu Mkate" and must not be touched!

I am neither ODM nor NSIS mole. A few of the Jukwaa members have met me and do know who I am, a common Kenyan present in Jukwaa and elsewhere to freely debate topical issues. And I yes, I am not embarrassed to say I support ODM from among the political parties in Kenya. I want to defend the need for due process and respect for rule of law. Nyongo's resignation will earn a few political points but how will it benefit NHIF and Kenyans at large? I will ask you the same thing I asked Kamale, and that is care to substantiate so we can see some justification for your demands? If ministers were to resign on the basis of their line parastatals misappropriating funds then I doubt if we would have any minister or president.The auditor general reports loses of public funds in all spheres of government but government does not resign. See your double standards? It is upon us citizens to see how we can seal these loopholes and explore how culprits can be brought to account. I hold no brief for Nyongo, but I certainly will not demand his resignation on basis of what is reported in the media - knowing what Kenya media is. I have twice challenged Kamale and Kaburwo to table substantive facts that would warrant the disolution of the NHIF board and the stepping aside of the Health minister, but none of the have been brave enough to table evidence. I take it they are acting on emotion and disregarding rule of law. On the contrary, I abhor corruption in any form and from any quarters. There are state and none-state structures in place that are expected to deal with corruption. Do you remember the accusations and counter accusations inthe ministry of water and the demands for Ngilu to step aside? One member was so obsessed with the relevant thread that I feared for his well being when Ngilu was found innocent of the accusations. The man may well have been put on suicide watch given his bizzare obsession with that thread. This NHIF saga is playing out in similar context as the Water saga. Politicizing these issues only makes a bad situation worse. The contradiction is intentional to demonstrate the political angle to this saga. If Kibaki is empowered to put an end to this big loss of public funds, why is he not ending it? I repeat, I do not work for ODM nor for OPM. Perhaps next time you are in Mombasa, we can arrange a coffee meeting so you can put a face to this handle. Am told the PM Raila Odinga has since suspended entire NHIF board for 3 months and appointed Deputy Secretary in the Ministry of Medical Services one Mr. Aden Keynan as Acting CEO of NHIF. If and when investigations prove the minister was involved this sad saga, then he should not only be sacked, he should also be charged in an anti-corruption court for his crimes.

On NHIF scam and other scandals - my 2 cents! - There is a clear case of “eating” at the high table with one coalition partner eating big gobbles more covertly while the other partner easily baited into picking small crumbs cantankerously.
- As we approach the elections, expect the coalition partners to intensify telling on each other – with such random exposés.
- It is uncontestable that the PNU (aided by the NSIS) has successfully mounted a tell-on-ODM-allied-Ministers strategy which has so far seen the tainting (on allegations of corruption); the PM’s office (maize scam), the Water Minister Charity Ngilu (tendering scam), ODM Chairman & former Industry Minister Henry Kosgey (vehicle importation scam), former Deputy ODM Leader Musalia Mudavadi (Cemetery scam), and others now targeting the Immigration Minister, Health Minister, and Regional Development Minister.

[/b] Almost invariably, it is the PNU allied Assistant Minister or PS who first initiates ‘whiste-blowing’ then the OP (Head of Civil Service) jumps in to call for KACC (formerly under PLO Lumumba, now under caretaker guidance of Jane Muthaura). [/li][li] Corrupt PNU Ministers are easily getting away politically unscathed with mega scams running billions, from Grand Regency (Amos Kimunya), FPE (Sam Ongeri), Oil (Kiraitu Murungi), IDP cash theft (Naomi Shaban & Esther Murugi), procurement of Energy equipment (KENGEN MD Eddy Njoroge & Kiraitu Murungi) and Privatization deals (Uhuru Kenyatta, Amos Kimunya, Kiraitu Murungi, et al), budget typos and misappropriations (Uhuru Kenyatta).[/b] [/li][li] Wananchi are meanwhile kept busy ratcheting rhetoric on small scams as the mega ones are given a wide berth. The moral equivalency theory of ODM and PNU eating together is meanwhile sinking. PNU is using their big loot to either politically sink defiant ODM opponents (like Kosgey) or buy-into-submission weakling rivals like Musalia Mudavadi.[/li][li] The Office of the President is currently silent on raised PNU scams. If it acts, it is reinstating corrupt Ministers the PM tried to fire, or trying to play to the gallery like Kimemia just did with the NHIF scam. When it is multi-billion worth Anglo-Leasing scam the President tells Githongo - 'it's too late to recover the funds'...when it’ an ally caught... 'kwani alikula mbuzi ya nani'... [/li][li] The point it – wa Kenya! A lot of gullible wananchi have been spun into confusion by these greedy bastards! The mudslinging festival has virtually left all players dirty, it’s hard to recognize any player's jersey. THE NHIF SCAM[/li][li] As a prelude to implementing a countrywide public healthcare system, the NHIF scheme for civil servants and the military is a good case study to test possible viability of a future comprehensive public program. [/li][li] We are starting to see the weaknesses of this program’s design and administration. [/li][li] Corruption will continue to be the number one killer of any program meant to benefit the public. Yes, there appears to be rampant and open corruption that has already infiltrated this NHIF program, where even head-band musketeers (spies-turned-crooks) are reaping from public coffers as the Minister waxes unending political lyrics.[/li][li] Clear ideological rifts (socialist leaning versus capitalist leaning) within this coalition are partly responsible for creating these capricious mongrels baptized “public programs”. When you start a social program to benefit civil servants then partner with hitherto unknown capitalist crooks like Clinix & Meridian Clinics ‘winning’ tenders - you will reap a lot of corruption. Payments will be made to non-existent clinics – which would then be hastily created using the same NHIF funds. Funds will be paid to clinics which don’t even see patients. That’s exactly how Meridian for instance, is getting Sh 116 million in the first quarter of this year. A phone call from an insider has told me this program stinks to the heavens. [/li][li] Even if the Minister Nyong’o himself wasn’t involved in the corruption, he is guilty of mismanaging this premier scheme. [/b]As a social democrat he needed to have grasped the paramount need to successfully deliver this scheme as a case study for a future comprehensive public healthcare program. This thing is being botched under his watch. The alternative we are left looking at is – total private healthcare which millions of Kenyans won’t afford. If public hospitals (including referral and teaching hospitals) are decayed to the ground; a pilot social program for civil servant botched at take-off; isn’t it time to admit failure! I have a feeling Nyongo and Raila are playing politics with this saga. Nyongo acted in the manner he did because he wanted to appease/avoid antagonising the Kalenjin by being seen as defending one of their own, Mr. Kerich. It is very telling how Ruto and Co. have been conspicuously silent on this issue. It should also not escape our attention to the fact that Mr. Sosion, the vice chairman was the first to openly disagree with Prof. Richard Muga when the latter purported to suspend Mr. Kerich.
Raila, with an eye on protecting his 'non-corruption' image suspends the NHIF the board after Kimemia had already done the same. At least this time he'll not be accused of targeting 'our' people but it will be telling how Ruto and Co. react from now henceforth.
Caught in these turf wars are the poor contributors.

I have been following this story and some things are just so bizzare. Of course like in all alleged wars against corruption the whole thing has been politicised for specific targets for political gain. That is what kills every attempt to tackle corruption in Kenya. Quite shameful. But let's try to dig this mess up.
A few things I wouls to know.
1. Is Anyang' Nyong'o eating money from the NHIF? That is what the cheapstars are alleging and hanging on to? Is he eating, really?
2. Who is behind Clinix Healthcare? Who is that shaddy guy Madan who used to work with NSIS? Who is he working for? Is he working with and for Nyong'o to fleece the NHIF? If not who the heck is he working for?
3. Has the cabinet, the minsitry of health services and the relevant stakeholders developed a transparent system of distributing funds from the NHIF to the appropriate health care providers? If so where is it? To me that is where Ayang' Nyong'o's responsibility as the minister in question lies.
It is ridiculous that Ayang' Nyong'o does not even seem to know how the system is supposed to work. What do Kenyans pay him for? He should have been at the fore front of designing that system and making sure it is fair and corruption proof. He does not need to wait until there is chaos and then act haphazardly looking for who to blame. He is the minister in charge. He may have eaten nothing but if the ministry is screwing things up he has to be held accountable.
I live in acountry where every citizen has access to full and comprehensive healthcare. We pay for it through our taxes but I can get access to the most expensive health service I need. The formula for funding healthcare in Canada is extremely complicated.
The provinces are responsible for providing health care services but the federal government pays most of the money. To make sure there are no screw ups Canada has developed one of the world's most complex funding formula with many of us who are employed getting some health services through our insurance companies and the rest from tax payer funded health institutions including hospitals. The funding formula is well structured and very efficient. I cannot understand how Ayang' Nyong'o and the rest of the players expected to run a public health funding scheme with such shoddy and almost none existent rules.
4. When all is said and done, we want to know who is pocketing the money. That is the bottom line. Nyong'o needs to be pro-active and provide all the information he has and knows. The political games don't matter to us. We know them and we can handle them. Just tell who the thieves are.

someone should tell Nyongo that he is the archetypal small minded village idiot who spent many years at some cheap American college on a scholarship,reading tomes on political science..someone should tell him that academic credentials will never replace the need for decorum and common sense.

Hannali! I think I will leave it at he has disgraced himself and is incompetent to run the ministry. He has been compromised. Must tell the truth and the whole truth as he prepares for retirement from public office. Better resign now, and save himself the hounding as was done to Uhuru, Mudavadi, Baraza! The tonnes of political science read can still come in handy: Emeritus Professor at the Great Lakes Campuses!

Nyongo's Almer Mater is UNIVERSITY OF CHICAGO....and it ranks top 10 of Americs's top colleges! Research output of UoC is equivalent to whole of African Universities combined....and remember, Nyongo received Chancellors award in Makerere for a First Class, and President's award at UoC for best Doctoral Dissertation...
That said, UoC Alumni include community organizer Saul Alinsky, Obama campaign advisor David Axelrod, Former Governor of New Jersey & former CEO of Goldman Sachs Jon Corzine,Supreme Court Justice John Paul Stevens, and former World Bank President Paul Wolfowitz.
In matters corruption, Education should not be so demeaned....
So, which River Rd. college did Hannali attend??? Kiandutu Engineering Institute of Science and Technology???

I dont know what he learnt in Makerere- one of the greatest african Universities or the University of Chicago if this is the kind of behaviour he exhibits, He is embarassing his alumni then. Kwani RAO hawezi ambia Nyong'o kupumzika. He actually needs to retire and rest to recover from his illness. He looks tired,dehydrated and exhausted to me.
Just see how he is struggling to keep awake and is almost fallng over in public, He has fought doctors, frustrated the development of healthcare in Kenya. The man needs a break to recover from the effects of radiation therapy he got whilst in Mt Zion UCSF for his prostate cancer
Kenya has many people who can be ministers of health . What stopping RAO and Kibaki?

Should not Nyong'o resign after the clear lack of confidence displayed by the PM in him? If the minister thought that reinstating the board was the right thing and now Kibaki and Raila think otherwise......does it take a college degree to realise what has been done?
Of course unless the reinstatement decision was driven a lot more by ego rather than defend the theft, the good professor should be cooling his heels at home.
