Some interesting developments on stages that the parliamentary vetting commission already passed. There was no coordination, such that some documents pertaining the candidates which were in the possession of the ETHICS AND ANTI CORRUPTION COMMISSION [EAACC], were not availed to the parliamentary body. ---Very funny, but perhaps the famous 'teething' problems!

FOUR serving Permanent Secretaries and a number of parastatal managing directors who have been shortlisted for principal secretaries are being actively investigated by the Ethics and Anti Corruption Commission.

Consumer Federation of Kenya (Cofek) went to court on Tuesday to stop the appointment of PSs claiming the Public Service Commission recruitment process was flawed.

Documents filed in court reveal that the Ethics and Anti Corruption Commission has named PSs including Bitange Ndemo, Gideon Mulyungi, Tirop Kosgey, and David Stower as being under investigation.

Others named from the first PSC short list of 155 names are Caroli Omondi, Bernice Gachegu, William Kirwa, Richard Lesiyampe, Prof Shaukat Abdulrazak, Ezekiel Mutua and Joseph Nduva Muli.

The names are contained in two letters by EACC to the Public Service Commission dated 29 and 30 April.

The fact that individuals are under investigation is not proof of wrongdoing. If the EACC finds evidence, it would then have to go to court to determine the guilt or innocence of the individual

Nairobi, Kenya: The fate of Francis Kimemia’s nomination as Secretary to the Cabinet hangs on the balance after the Ethics and Anti-Corruption Commission (EACC) presented a petition to block his appointment.

The EACC has submitted to the Parliamentary Committee on Administration and National Security evidence to question Kimemia’s integrity to serve in a public office.

The Committee was Monday forced to recall him to respond to the accusations after the anti-corruption body presented to parliament the dossier, following his public vetting on Friday.

EACC officials led by CEO Halakhe Waqopresented to MPs detailed information on the allegations facing Kimemia at parliament buildings Monday morning in a session where journilists were locked out.

Chairman Asman Kamama told journalists main issues raised by EACC include alleged involvement in corruption, political bias, favouritism and nepotism

"This morning we started with Halakhe on the allegations contained in his letter, and I think he gave us a very comprehensive brief and after that we met Kimemia to also respond on the contents of the letter,” said Kamama.

Kamama said all allegations raised will be investigated before the committee prepares its final report for presentation in Parliament, but did not disclose the nature of allegations.

Sources indicate that the EACC dossier touches on the multibillion expansion JKIA project, the controversial purchase of Kenya embassy in Tokyo and the purchase of land for IDPs during his tenure as PS Internal security.
