CONTROVERSY has emerged in the Kisumu county government following the signing of a Sh18 billion contract for solid waste management with a private company.
The Kisumu county government on Tuesday distanced itself from the contract reportedly signed with Madam R Enterprises by the Treasury executive Joseph Omulo .
A certificate of registration of Madam R Enterprises bears the name of Renish Omulo of post office box 15, Katito in Nyakach sub county.
A letter dated September 13 signed by Omulo, which has been seen by the Star states that the contract will run for 15 years beginning 2013. It will cost Sh 1.2 billion per year.
“We wish to advise that after a careful evaluation of your bid alongside others, we found it substantially responsive to our needs and requirements,” states the letter.
On behalf of the County Government of Kisumu, I am pleased to inform you that your bid has been accepted and you are required to sign the contract award agreement from on or before October 20, 2013, adds the letter.
Eric Okeyo, a Kisumu resident and a politician on Monday threatened to seek legal redress in court over the matter.
“It is quite unfortunate that somebody committed this county to such a contract yet the county government cannot even generate Sh1 billion in a year,” Okeyo said.
He said legal procurement procedures were massively flouted in the awarding of the contract. Okeyo said he does not understand how a private company based at Katito in Nyakach subcounty could be committed to such a huge project.
County director of communication Merita Ombuor said due process was not followed. He said the contract was never discussed at a cabinet meeting as required by law.
“I want to tell the public that even the Governor was kept in the dark and due process was not followed in awarding such a contract,” she said on the phone on Monday.
Omulo could not be reached for comment as his phone was switched off. Last Week, six MPs and 11 representatives from Kisumu returned from a four-day waste management trip to Germany.

Bwana H.E the Gov should not plead the 5th here, the buck stops with him.
Makosa sana, that this Hon. Omulo being just another pesky bureaucrat figures out he and his family can become "B"illionaires overnight at the expense of Kisumu county residents? and yet every other day we hear of our nurses striking, teachers not paid etc.
