ANNE THE SINKING MATRIARCHI was thinking the tabloid angle would be left for what it is. Juice for the RAGS. But now there are arrests demanded and lawsuits threatened, and it is the national soap number one. The loose tongue from Ukambani, whose trouser was ripped open by Jubilee gropers during the security debate at which Parliament had a meltdown, convulsed the whole nation by announcing Anne Waiguru is Uhuru Kenyatta's real passion. A passion second to none. Margaret Kenyatta, the official first lady, is allegedly resigned to her second lady position in the president's bed! But that is neither here nor there. Here and there, is the emerging picture of an ordinary thief. There is a James Bond film in which a sexy agent (Onnatop)traps men between her vice-like knees during the act and crushes them to death as they come. That is her thrill. Well, not literally in our case of course, but you could say the son of Jomo is trapped between the thighs of a woman! There are worse places to be trapped thinkable, methinks!

When I read about the what people say of this saga and the accusations against Waiguru, I keep realising what Ringeera used to say about corruption fighting back.
We have a situation that is unprecedented when a CS calls a presser and announces that there was attempted theft of funds and calls on the CID to investigate and recommend for prosecution the culpable people. Immediately some politicians call for her head to be placed on the chopping board with accusations of how corrupt she is or that she watched over the corruption in her ministry! Unlike her counterparts who were suspended for being in the list of shame and some have been arraigned in court, Waiguru was not in that list, has no charges against her so why so much bile against her?
There are a couple of reasons for this. If you take the Keter impeachment move, it is driven by tribal considerations as opposed to a true fight against corruption. The fact that Chirchir and Kosgey (is that his name?) are seen as representing the kalenjin community suggests that they should either be back in cabinet or Waiguru should join them! I do not agree as the accusations by EACC were directly against them. Strangely the EACC was not even aware of the NYS saga until the matter was reported in the media by the Matriarch herself! ODM characters after her neck are not interested in getting rid of corrupt public officials, but they have this deluded view that getting her hurts her boss Uhuru. What these characters are not telling you is that they actually asked ODM/CORD governors mentioned in corruption to stay put and not step aside! So what moral authority do they have to go for someone that has not been directly linked with any theft of public funds?

You step aside so that you do not interfere with investigations because YOU are being investigated. As far as I am aware she IS NOT being investigated so why should she step aside? The 'second' presser announcing that money had been stolen was a brave act and whilst the stolen money is NOT the same as the one she had announced had nearly been stolen - the fact that the culprits have been identified by the investigators suggests that she has done Kenya a great service!

On matters development and attendant efforts, many parameters come into play. It is not enough to say that since county so and so is poor, it needs more and urgent development than county so and so. We have to look at the risk factors associated with such underdevelopment given the population make-up of the region viz another region, the comparative potential of the region to significantly contribute to the larger society etc (investability quotient). That is not to say however, we cannot invest in Turkana, but the fact that we have Turkana and Mandera cannot be a reason not to invest in Kisumu and Nairobi.

Kinyua is like a monstrous crocodile; he is out of sight, but all your instincts will tell you, step in that placid-looking water to cross or swim a drink, and you are a meal! And many tears shall the crocodile shed, if you remember your folklore.
Joseph Kinyua is different from the rest. He is a state antic, a historical at the treasury. There is nobody currently in government whose roots outdeepen those of Joseph Kinyua at Finance. Howbeit in that period of time we have had mega scandals whose cumulative bill -charged as Wanjiku's loss, is better expressed as a percentage of a decade's GDP, than straightway dollar- or Eurocount! Yet the name of Joseph Kinyua appears and has never appeared on any scandal sheet.

That is extraordinary calibre. I can just imagine the dead reptillian eyes of Paul Kagame showing something akin to human interest at the sight of Joseph Kinyua, even ghosts leave a trace of their theft, the emptied pocket!
No, Joseph is not Teflon, nor slippery, nay, he is a single-minded ideologue! Take a look. Uhuru Kenyatta was finance minister, and within one financial year he had made errors past 30 billion. That is a cheap fool. Amos Kimunya too went under due to cheap greed -he even managed to land in jail for stealing a few acres of land as Land's minister. That is a cheap fool.
Mudavadi and Saitoti are synonymous with the twin scandals Goldenberg and Anglo-Leasing, greedy simpletons as Moi called them. Anne Waiguru is a queen and a matriarch, and reputedly the most powerful cabinet minister. But there she is, nothing but a cheap-shot presiding over theft and malfeasance. And, all be told, at the treasury where she worked, she wouldn't open her mouth in the presence of Joseph Kinyua -unless to swallow his d.ick I suppose. When the press dubs her the high performer, I would like to see the look on Old Joseph's face as he leafs through the rags!
I think you, dear reader, now gets the idea of the calibre of this man Joseph. This is no greedy hyena like Michael Kamau of transport whose insatiable appetite for graft shocked his old, proud mother to death, literally. Nor is Kinyua of the pathological greed which makes William Ruto's nicknames be The Hustler-Singh.
Hint: where would Equity Bank be without Joseph Kinyua? And he did not do it for personal gain. Kinyua has some traits outside the mental conception of many Kenyans. An enigma whose political science nevertheless we shall piece together, time allowing.
SO WHAT IS THE BIG DEAL TODAY?
Water and electricity supply to Parliament was cut some days ago. Compounding the irritation of the Mpigs were the late-coming salaries. To reconnect the water and power -the August House had started to smell like an unattended public loo at country bus station (Machakos Airport) Muthurwa, reports indicate it took direct action by the Prime Minister himself, Joseph Kinyua. That is politically very significant. All these powerful and influential people in Nairobi did not posses enough rank to pull. Neither to brow-beat and intimidate, nor to trade off in futures.
Who you gonna call then? No, not ghostbusters, that one is in the movie soundtracks. In real life in real time you call The Fixer.
But that is not the whole story as I have pieced it together. The story was an unexpected emergence of a cross-party Mpig consensus that the MoF (cabinet secretary for Finance) needed to be reminded Mpigs are not KUPPET nor KNUT teachers whose salaries can be dilly-dallied ad-hoc. Instead of Waiguru going, Rotich would be beheaded. Duale was caught wrong footed and panicked.
Who you gonna call?
A man who can put out the dual fires with a single blow. An efficient killer monster who works in the shadows and knows all the levers -owns most of the men and women who -publicly-- matter but are, privately, just the cogs and pawns of deeper puppet-masters.
So in this emergency the killer submarine surfaced. I don't think his care was parliament smelling of sh!t, I think he came out to save Rotich. That pawn is still too useful to be let discarded by stupidly greedy politicians aka Mpigs. That ties with the calibre of Joseph Kinyua in the books of political economy.

You step aside so that you do not interfere with investigations because YOU are being investigated. As far as I am aware she IS NOT being investigated so why should she step aside? The 'second' presser announcing that money had been stolen was a brave act and whilst the stolen money is NOT the same as the one she had announced had nearly been stolen - the fact that the culprits have been identified by the investigators suggests that she has done Kenya a great service! Kamale, if she is NOT being investigated then that's an oversight by our investigative authorities. Of course she needs to be investigated. What's all this about the stolen money not being the same as the money she thought was stolen? The whole NYS saga stinks to high heaven. Now that we know money was stolen, Waiguru must step aside as her presence there looks like theft by sleight of hand. She should never have given the all clear that nothing was stolen until she was absolutely sure nothing was stolen. Now that it was stolen even after she ought to have been on high alert following an alleged near theft proves she's incompetent and has to go.

B6KThe only difference between the first and second pressers by Waiguru is that in the former she denied that any money was lost while in the latter she says indeed some money had been stolen. We need to remember that her initial reaction was based on the information available then. The thinking at that time was that the theft had been detected before it really happened, but she went ahead and brought in investigators at her own volition. Upon completion of investigation, it became apparent that some money had already been stolen before the detection she spoke about earlier. As soon as the investigators were done with their work and handed her their findings, she honestly came to us and told us so and even named the fellows suspected to be behind the racket. How then does she become culpable? Is it for the mere fact that other CSs have stepped aside? Is it because she outsmarted Kaitany? Or is it because she has brought development to Kibera and Kisumu and employment to their youths? ~~ Mwalimumkuu @nyumbakubwa ~~ Mwalimumkuu, I'm afraid I don't buy your argument of the first presser being based on information that was available then. When not a single allegation of wrong is attributed to her directly and her only sin is being one of responsibility, then we have a problem! When staff decide to steal and the matter is not known to the minister - because it is not in her docket to know - then it is unfair to her as the person they should be going for would be the accounting officer.
Asking Waiguru to step aside for investigation completely misses the point on why one needs to be away from office - and that is to allow for independent investigations against the person. As said above no allegation has been made against her so why should she step aside?
Parliament needs to craft a responsibility law where someone like Waiguru can be charged for failing to take responsibility for ills done by others. I am sure the constitution would bail her out under the Bill of Rights!
