How CORD and Jubilee would conduct a Referendum

The Political outfits are both committed to conducting a referendum,they both love Kenyans so much that they want to resolve the issues bedeviling us.The only point of departure is in how they would do this.I will try to envision how CORD would want us to conduct the referendum.Call a public rally preferably at Uhuru Park,have carton boxes and plain papers from a 32-page Kasuku book,ask the people to vote,once they realise the vote is not going in their favour,ask the "MEN IN BLACK" to tear the boxes,kick them helter skelter and declare the referendum null and void,the party honchos then immediately hold a press conference and say that they are forming a caretaker committee to set new dates for the referendum.The Committee to be Chaired this time by the venerable Kethi Kilonzo.

Jubilee would conduct it abit differently and in a digital manner.They would wait until the last month of the date of the referendum,procure referendum materials from China,including setting up a data centre at Tharaka Nithi,have a cable come from Tharaka Nithi all the way to Sugoi in Eldoret where the results would be monitored from as they come in.However,on the day of the referendum,some hitches would arise with the kits and the transmission of the results leading to reverting to a manual system,that takes about 7 days.Meanwhile at the Tallying centre a voice speaking in Dholuo would be heard talking about how results are being manipulated,the voice on the other end would however not be deciphered as it is distorted to resemble an ICC witness's.After 7 days before the announcement an Angela Chibalonza song "Ebenezzer"would be heard then shortly after,the results are announced by UN officials who shall have conducted the referendum because CORD insisted that the IEBC has no legitimacy to conduct the referendum.

Your guess is as good as mine on the outcome of the referendum!In the meantime social media would be awash with messages with a hash tag #WEARENOTONE!

So far I know, CORD is governing half the country, or just above half of the counties! the idea that Uhuruto is the big bad rogue black cat scavenging all the chicks in the homestead in the stills of the nights is a bit lame to me.

Kisumu, Mombasa, Nairobi and Machakos are spectacular counties coinciding with cities! Unless CORD can prove it has turned this in one year into show-cases of visions of paradise, then they will have to obey the Njuguna, Miguna, and let Ouru reign in peace!

NB: By the way, may be you know something about civil engineering: the Wiper governor of Machakos is in a bit of a spot about a ksh. 650M tarmac road that peeled off in 2 months! was Dr. Goebbels taken for a ride at his own game, or it is just Kenyan engineers did not go to schools where grades mean knowledge?

I mean a bit of a sensible adminstrator would have all the leading engineers executed extra-judicially, unless it were a joint fraudulent enterprise!

He, he, he, ... I read somewhere that there is a Grave Misunderstanding in this matter: The governor was not trying to build a tarmac road. His is a tarram road, which I understand to be murram with a 0.1-millimetre thickness of tar painted on top. (Shoe polish will do in a pinch.)

Still, it is to Governor Mutua's credit that he has been trying to evolve from Comical Ali into someone that men respect and women yearn for. So it is a pity that he still seems unable to shake off some smoke-and-mirrors habits.

Civil engineering is something I know very little of; so perhaps some expert will be able to explain the "explanation" given by Machakos County Chief Engineer Tom Omae [on the advantages of using 11 contractors, 3km apiece]:

"A single contractor would have taken 44 months to complete it."

What if the single contractor put to work as many as (or more than) the total number of people from the 11 contractors, as much as (or more than) the same amount of equipment, ...  ... ? (I have certainly seen a single contractor do much more and with better results.)

Ah, yes. The referendum. This one is ... interesting? Maybe even entertaining.

Which comes first, the chicken or the egg?

My view on such things is that there is a basic "norm", which consists of two parts: (a) determine that there is a burning issue, on which the citizens must have direct and immediate say; (b) work on getting a referendum. So I have some difficulty in following a plan that says (a) decide that there should be a referendum on Something and (b) form a committee to find an Appropriate Something. But, perhaps, I just lack imagination, and this could well be the start of a Revolutionary Trend.
