When the constitution was promulgated in August 2010 it was billed as a panacea to all our problems.It has however,come to dawn on us that we were the problem and not the existing constitution then,a constitution is just supposed to provide broad guidelines that are then operationalised by the different ACTS of parliament.The only problem then is that parliament is full of individuals whose ego is way into the roofs of the very house they preside over.One case in point is the glamour to have Cabinet Secretaries,who we all agreed must be technocrats and selected from outside parliament,to appear before parliament which is couched carefully as a committee of parliament that comprises all MPs,to answer questions on set dates,on the surface it looks all neat and proper,until you hear what the MPs have to say about their supremacy to oversight any institution.Whereas it is their mandate to oversight other Government Institutions,this must be done within the framework of the constitution,they amended the standing orders to allow them to call CSs for grilling on matters of national concern,however,this beggars the question whether the standing orders are superior to the constitution?
It was interesting to hear an MP say that he wants to move a motion to have the position of Assistant Cabinet Secretaries to be appointed from MPS,this is pure greed from the MPs who seem to represent their interests in parliament and have abdicated their role as the peoples' representatives.With parliament being presided over by the current mediocre leadership that we see,this can be equated to a runaway train headed to oblivion.The vilification of the AG and the CIC Chair for opposing the appearance of CSs was in bad faith and their argument was shallow.
