Mr. Kenyatta is a conservative American-trained adventurer, and a very rich man who appreciates the ideology of the protection of home and personal property, however ill-gained. That is the constituency in the United States which sustains one of the most unique constructions in the history of mature bourgeoisie societies. –-THE RIGHT TO GUN OWNERSHIP BY ALL CITIZENS. (To defend themselves,
even against the intrusive state herself1)Only the USA of all mature industrialised countries, in fact of all countries on earth, takes this statement seriously. In fact, until recently, the FBI and police did not keep an inventory of guns in circulation in the USA, that was the duty of shopkeepers and manufacturers. Police only registered weapons used in felonies!
Every lunatic could move to the nearest gun-store and buy as many guns as his pocket allowed! even assault-rifle battlefield class.
Whether this self-armament keeps the USA safe is another debate; but what is important, is that it gave ordinary Americans the feeling of security, and has been of such historical popularity, such that resistance to tightening gun controls has been an uphill task. –-

Kenyatta barked at Kenyans to stop lambasting him for security lapses, he could just be honestly expressing his inner values as, Onyango Oloo would say, dyed-in-the-wool conservative: THE STATE IS NOT MAMA NA BABA! you creepy citizens! Show some initiative, do it yourselves!
Demand tax refund if you wish! the state is anyway too big as it is now, don't you sheep see the unsustainable public wage bill as a % of the GDP?That is .. he he he!

vigilantes in your
estates, and take the battle to Mungiki or Talibhan or whatever crime syndicate is running your area.
2. Form
homeguards in your
local bush, say
Nyakach in Kisumu county where cattle rustlers come in broad daylight to butcher the Mpig's parents, catch a few of them and string them up like in the
Old Wild West. (How do you think livestock theft was ended in the Wild West? Central government action?)
3. What are
county governments doing? The governors all know

Community self-policing. Every Kenyan knows the police force is hideous den of corruption, and the courts of law are as

Uhuru Kenyatta, recognising this quagmire and impasse,
has told us off in plain language: DO IT YOURSELF, OR FALL DEAD! ME? I AM SAFE! SEE ME BEHIND MY ARMOUR-PLATED LANDROVER ON OFFICIAL DAYS!

Translation: "Yes, you pay taxes. Yes, security is one of the most basic things a citizen may expect of his or her government. But let's be realistic: a large chunk of the police force is busy, guarding those security is actually worthwhile. Many more are busy on the roads, doing ... never mind.
