...& here I was thinking that KBC is owned by the people of Kenya. So taking your grandfather/child analogy to its logical conclusion, Signet & KBC are OWNED by the PS of the Treasury, who in turn is OWNED by his appointing authority, aka the President of Kenya. Got it!

From the number of parastatals that went under under the Treasury's watch, managerial acumen, even under custodial receiverships, is not the department's selling point. The. Ministry of Information! There would be the know how! And the logical nationalisation agent. This is insider dealing of sorts, a cross transfer of shares in baf short circuit.

Jakaswanga How else does the government's interest in the parastatals get represented? Can only be done by the person that releases the money to set up the PS Treasury who sits on all parastatal boards. When the companies were falling left right and centre we all know why! Perhaps one of the things you should thank Kibaki for working to make them profitable once again....

Kamalet, I was thinking there are too many parastatals and govt commercial interests around the economy, for the treasury to keep a daily eye on them. So its delegated first to the relevant ministries. So it would be the ministry of agriculture for instance to annex and transfer NCPB shares to a new organisation. Yes, the first 5 years of Kibaki when he still had a dynamic relationship with aRaila, were meteoric. Thereafter he had to seek allies in the old Moi oligarchy, which diminished him, his achievements and legacy. But given the zero. Performance rate of the Uhuruto tandem, regardless of teething problems, Kibaki qualifies light years ahead. Had Kibaki kept the begin. Pace for 10 years! Wewe!
