The back and forth exchange between National Government and County Governments concerning the leasing of the medical equipment meant to ameliorate the suffering of patients who require services like X-Ray,Dialysis,surgical operations and cancer treatment points to the suspicion that is endemic between the National Government and the County Governments.This is not what should obtain if all due process was followed. The National Government has some good reasons why it decided to lease as opposed to buying.However,in the letter and spirit of the constitution,this ought to be done in consultation with County Government under article 189 (1) a,b,c.
What seems to be lacking was adequate consultation on the needs of each county,infrastructure already in place and what needed to be put in place before installation of the machines.
My view is that now that the machines have been leased already and the maintenance is the onus of the provider all the County Governments should ask the National Government to facilitate the construction of the necessary infrastructure to absorb the services procured.At the same time,the institutions tasked with audit of Government should do their work and tell us whether the procurement was above board,if not so those culpable carry their cross.It is simplistic for some Governors to argue that they should have been given the money to buy the equipment,first of all some of them have not done anything substantial to ease the pain of the common mwananchi attending local dispensaries.There is hue and cry from the medical personnel who were transferred to the counties and some even feel Health docket should not have been devolved.
Lastly let the National Government come clean on how the procurement was done whether competitive bidding was done and whether due process was followed before asking the Governors to sign the MOU on the use of the Equipment.
