kathure kabara, Visited the website and this was the opening sentence 'Minute's silence held to remember more than 19,000 lost in twin disasters that unleashed unprecedented nuclear crisis.' Very scary as one not conversant with what occurred may imagine the 19,000 lives lost were due to nuclear! Was reading the Journal of Radiation Protection invited editorial where they note that 'the population near Fukushima, workers in the nuclear power plants, pregnant women and any person likely to be at risk (of radiation exposure) should be properly informed without alarmism or exaggeration. Pregnant women were worried about the potential effects on their foetus and some feared a high percentage would develop cancer or be born with malformations! Given the small and relatively short-term potential exposure to radiation doses around Fukushima, these outcomes seem highly improbable. Following a minor potential contamination or irradiation, some patients went to their doctors asking for the type of cancer they would develop and how many months they would have to wait until the 'cancer occurred'. Unfortunately, many doctors were not able to give the correct answer because they lacked information and understanding regarding the effects of low level radiation and the stochastic nature of cancer induction. The level of radiation around Fukushima is being manipulated…according to independent people measuring on their own…see for example Fukushima Diaries And The doctors can’t lie their patients - as you suggest they do - or put them in panic by telling pregnant women that they are in danger, for they don’t know the impact of the radiation right now. On another note, as i asked here before (and havent gotten an answer till now) and as you are very much involved in promoting Nuclear power for Kenya; What do you say about those allegations that in North East Kenya, the government allowed Nuclear waste from a USA firm to be buried there and the area has an unusually higher case of throat and other kind of cancers?

kasuku, If you are a Kenyan citizen why don't you ask the Kenyan Government to give you an answer on your allegations? If you are not a Kenyan citizen but are an USA citizen why don't you ask USA Government? If you are neither of Kenya nor USA why don't you ask the International Atomic Energy Agency to investigate your allegations? Or better still ask all those authorities instead of relying on yours truly! There are clear cut ways that nuclear materials are regulated all over the world. A State System of Accounting and Control exists. Using forensic science one can even find out 'finger print style' the origin of nuclear material, who dealt with it and ought to be responsible (from when it was mined to final storage after use)! On Fukushima as much as you like the sensational news reports on possible severe health effects for those working in the nuclear power plant (something that causes the workers and their families great anxiety) always balance with an antidote of factual news e.g. www.iaea.org/newscenter/news/2012/lessons-learned.htmlA balanced diet is always the best for nourishment

On cancer of the throat....
from Fukushima, some people went to health centres asking for the adminstration of intravenous radiological contrast medium, as they knew that this contains iodine, and consequently thought that it could protect them from thyroid cancer. Others gargled and drank significant amounts of iodine compounds that are only to be used to treat minor mouth infections, and these maladministration resulted in illness. In the event that radioactive iodine is released during an accident (or as you allege happened in Kenya - and this you can also send a medical doctor to verify your concerns), the medical authorities might recommend taking potassium iodide pills or syrup (for children) to block the uptake of radioactive iodine.
However, if the exposure potential to radioactive iodine is low the adverse effects from taking even these relatively benign agents might outweigh the potential benefit. Furthermore potassium iodide is not recommended for persons over the age of 40 years since such adults are less susceptible to radiation induced thyroid cancer than very young children.
The risk of thyroid cancer after potential internal contamination with radioactive iodine following the release into the atmosphere and sea during the Fukushima accident was one of the main concerns of the population. Measurements of potential contamination woth radioactive iodine in the thyroid carried out on more than 1,000 children showed that only minimal intake had occurred.

Mhm…does that mean that till 2022 they will still pay the secretariat the sh500 (plus 25% annually) inclusive another 25% every 3 years, or so, for the Nuclear agency consultation...not to mention the costs of the Nuclear powerplant turnkey, Experts from the International nuclear plant Agency and for the costs of building nuclear waste plants, etc.? “The additional funds will go into various training institutions like University of Nairobi to increase scholarships for those to be trained in various aspects of operating nuclear plants,” the Nuclear committee chairman, Mr. Ochilo Ayako, told the Parliamentary Committee on Energy, Transport and Communications on Thursday. Why do they need more funding for education when we (as stated below) already have so many MASTERS and EXPERTS trained with the money already allocated to them?
The MPs had summoned the nuclear committee to interrogate them on their workings, funding, and safety in light of the developed countries shifting to other sources of energy. And they got Bull-dug for an answer, I hope they know this and will stop this embarrassing thing going on shamelessly sucking the Taxpayers pockets dry.
Mr. Ayako said there are already 15 master’s degree students at University of Nairobi and another six undertaking advanced nuclear-related studies at Korea International Nuclear Graduate School, South Korea in partnership with the government at a cost of Sh140 million. The master degree isn’t experience and which of the two Government is paying the sh140 million…actually can somebody get a report with facts and figures of all what the committee told the parliament? Last month, the government also entered an agreement jointly with the International Atomic Energy Agency to fund a 2.3 million euros (Sh252 million) training programme for the required experts. JA sure…What for do they need extra training when they are being trained in Universities and have masters? As I mentioned above I want to see facts and figures. The language they are using here isn’t understandable…Mara, they have scholarships…Mara they have masters from them…lakini Mara they need extra money to train the masters to be even more mastery….Ala! Share This Story My Conclusion…through this baby explanation from the kenya nuclear team, you see how Kenya has being dubbed, yet again into another fiction Project....An Atomberg?

Just having the Nuclear Electricity Project Committee appear before the Parliamentary Committee on Energy, Infrastructure and Communication was a big step forward to answering the good questions you rise.
As a tax payer one can access the report the Parliamentary Committee does. Unanswered questions can result in more sittings of the Committee to clarify and get light shed on gray areas.
Also you can contact your Parliamentary representative with the same issues you raise and ask for clarifications.
When the Freedom of Information Bill will become law one can also request for information from the Government officers.
All in all this is a positive step towards the journey of becoming a nuclear energy State in the future as Kenya aspires to become a middle income economy. Only when we will have in excess of 40,000 MW electricity generated/consumed by Kenyans will we be on the path of achieving Vision 2030

Kasuku, All is not lost as 'time, natural processes and countermeasures have significantly reduced radiation hazard compared to the time immediately after the accident some 26 years ago in Chernobyl'. Rehabilitation can also occur in areas once contaminated and they can be of human use again. A round of comments have come from Ukrainian leaders today ahead of tomorrow's 26th anniversary of the Chernobyl accident. Speaking to parliament, prime minsiter Mykola Azarov announced extra funding for Chernobyl programs amounting to UAH3.7 billion ($460 million). The pensions of the 'liquidators' that performed emergency clean-up are to be increased and there will also be more money available for other people badly affected by the accident. Azarov said he is doing so 'despite huge payments on debts, despite the frantic overpayment for Russian gas', and because he does not want to make empty promises. At the same time, Vladimir Kholosha, chairman of the State Agency for the Exclusion Zone (DAZV) gave a briefing at Government House. He gave the results of radiological surveys carried out last year in 2155 of the 2293 settlements in the Exclusion Zone. He said this is because time, natural processes and countermeasures have significantly reduced radiation hazard compared to the time immediately after the accident some 26 years ago. Approaches to evacuation The Exclusion Zone around Chernobyl was drawn to limit additional radiation doses from the accident to 1 millisievert per year, compared to the 2.4 millisieverts per year people receive from all sources. This resulted in a very wide evacuation area, affecting hundreds of thousands of people. By contrast, radiation experts in Japan have said that Fukushima residents should be able to return home to areas where additional doses would be up to 20 millisieverts per year, although their wish is for additional doses to be as low as possible. Some areas have already been opened during daylight hours for residents and workers to make repairs ahead of a permanent return. Kholosha also connected the towns with potential socio-economic development, which Azarov separately said was the only way to alleviate the chronic 'state of poverty' that hampers some of the affected regions. A draft bill towards a definition of the 'concept of state policy on development activities in the Chernobyl Exclusion Zone' was published by the DAZV on 7 December last year but Kholosha did not reveal any specific areas he may be considering for potential development. The only area specified in documents available from the DAZV is the Chernobyl power plant site, where other industrial activities could take place to make better use of the labour force maintained in the worker town of Slavutych. DAZV will work with local authorities and labour unions to promote volunteerism and development of supporting civil society groups. One concrete measure will be the creation of a radio station for the region, which is due to begin broadcasting before the middle of this year. Belarusian example Belarus lies close-by to the north of the Chernobyl site and was badly affected by contamination spread on the wind during the accident. In 2010 that country announced a multi-year plan to promote basic economic activity in its evacuated Gomel and Mogilev regions. The official plan begins by reducing fire risk by clearing overgrown areas and then properly disposing of buried contaminated items. Infrastructure work can then follow - the rebuilding of roads and reconnection to gas and electrical grids. Among the first self-sustaining industries in the Belarusian regions could be forestry, with schools and housing provided for the families of specialist workers before broader development begins. One time, when this NEDP idiots visited Europe, a Kenyan in diaspora asked Mr Otwoma what the plan is for disposing off Nuclear waste...the guy said that should not be an issue because even countries like US have been using it for almost 40 years and they have not yet thought of waste..............shows how shortsighted and corrupt these thieves are

All is not well with the Nuclear Electricity Project which is embedded in the Ministry of Energy.
What is threatening to derail the Nuclear Electricity Project revolves around certain questionable practices directly linked to the Executive Chairman, Mr. Ochillo Ayacko who is a former cabinet minister and ex MP of Rongo constituency. Mr. Ayacko appointment to the position of Executive Chairman was overtly political because as a lawyer and politician is definitely not qualified to head and supervise such a technical project and process whose key members are highly trained scientists with hands on knowledge of the key issues, concerns and challenges on matters to do with nuclear energy.
Despite this patent unfamiliarity with issues pertaining to the operations of the Nuclear Electricity Project, Mr. Ayacko has pounced one of Kenya’s most experienced technical executives with a solid background vouched for by none other than International Atomic Energy Agency. As we write these lines, the Executive Chairman has instituted a process to charge Mr. David Otwoma with “gross misconduct” as a prelude to terminate the latter’s services as the Secretary to the Nuclear Electricity Project. He has already been dispatched on forced leave even as the dubious inquisition process against him is set in motion.
What drives the Executive Chairman’s vendetta?
It turns out to be a memo from Mr. David Otwoma raising concerns about some hiring of staff which appears to have been done without following the proper channels.
Our new constitution makes it incumbent on public servants and officials to adhere to and comply with the provisions of the supreme law of the land especially encapsulated in Chapter Six of the document which covers leadership and integrity. Virtually all the ministries of the Grand Coalition government are subject to performance contracts.
Followed to the letter, the constitution, along with the Public Service Commission Regulations and The Public Officer Ethics Act-pieces of legislation passed prior to the passage of the current constitution- provides a framework and template guiding the day to day activities of public servants, from the most humble junior clerk to the most powerful permanent secretary, nay the ministers, prime minister and president himself.
Prior to 2010 confidence in the country’s institutions-both by its own citizens and the international community-was at an all time low. The Kenya Police routinely made it to the top of the most graft ridden institutions in the periodic corruption indices and surveys; the judiciary was notorious for its corruption and influence peddling; ministries like Lands, Education and Finance made front line news, not for their sterling performance but rather the involvement of many of its officials in scandals.
It must be said that even in the worst dens of corruption you can still find honest, hard working public servants who did not demand “kitu kidogo” every time they executed a public duty; there are those who do not rush to employ their relatives, mistresses and friends as ghost workers in questionable back door deals;there are officials who can be relied on to keep their departments and ministries functioning without regard to personal gain.
We have in our position a cache of confidential documents that blows the whistle on blatant and rampant abuse of office within NEP.
The Nuclear Electricity Project is housed under the Ministry of Energy.
The very name of this department evokes hope for sustainable development. Given the dearth of alternative energy sources and the inefficiencies in exploiting what is already available in the hydro-electric and geo-thermal arenas, one would have thought the setting up and running of the Nuclear Electricity Project called for and demanded a team of dispassionate, focused, highly skilled professionals devoted to making the Ministry and the government attain the goals and objectives of Vision 2030.
Indeed, based on a scan of the staff in that department we verified the credentials of the employees with many with advanced degrees in their specialized fields. In addition to that, they had been sourced from the most competitive places and were a credit to their respective professions. The internal planning documents and the public media releases spoke to a department which was highly aware of its mission.
As with all government institutions, there are some political appointees at the top of the Nuclear Electricity Project who are not in sync with what the technical and professional functionaries are doing. They are driven by personal and political interests and some of them are desperately looking for campaign money to finance their electoral bids later this year.
Our team has uncovered a dastardly plot in which Mr. Ochillo Ayacko, the Executive Chairman, has bulldozed other officials at the Nuclear Electricity Project to artificially pad the payroll of the NEP with unqualified and possibly invisible ghost workers for the purpose of beefing up his war chest in preparation for the 2012 electoral contest where he is said to be gunning for one of the top political positions in Homa Bay County.
Among the documents in our position is this written note tabled at a Nuclear Electricity Project meeting held sometimes in January 2012:
Matter Arising from Min.3 10.01.2012 Anomalies in the conduct of pre-feasibility study Following the Management meetings held in 10th and 24th January 2012 one particular topic will need more explanation. Minute of 10th NEPC meeting titled Anomalies in the conduct of pre-feasibility study has in part endeavors to reduce what the Executive Chairman (EC) attempted to respond to as concerns the three (or is it 4?) types of staff recruited at the Nuclear Electricity Project i.e. executive (2), seconded (10), competitive (16) and unknown (14). See below. EC is reported to have “noted that everyone working with NEP had been was hired through a process and found to be competent for the duties hired to perform”. After attending the National Economic and Social Council meeting held on 20th and 21st January 2012, it may be prudent for the EC to elaborate more on the process, especially for the unknown staff as regards:- (a) Were advertisements made, if yes when if no why not? (b) When (day and month) was the short listing done by whom? (c) What criteria were used to interview and hire them? (d) When will they be introduced to the Secretary so as to be integrated to the Pre-Feasibility Study exercise? (e) Who vouches for their competencies? (f) Is the future recruitment exercise in NEP going to follow the unknown route? If yes why? If no why not? Finally as 3 months come to a close since the newly recruited staff joined NEPC Secretariat it’s my wish to do a quarterly performance appraisals which will feed in the yearly one. Noting that we have not signed a Performance Contract with EC it’s my wish to sign with the lower staff i.e. Directors and below a PC, as EC organizes/finalizes one with the Permanent Secretary, Ministry of Energy. David Otwoma (Secretary, Nuclear Electricity Project)
According to impeccable sources within the Nuclear Electricity Project, the reaction of Mr. Ochillo Ayacko was one of blind fury towards Mr. Otwoma. He sprang from his seat and hurtled towards the Secretary of the Nuclear Electricity Project. The Executive Chairman had to be physically restrained by other staff members and officials present in the meeting from assaulting Mr. Otwoma.
Recognizing the potential negative consequences from this unprovoked, unprofessional and criminal outburst Mr. Ochillo Ayacko desperately cobbled together in haste a face saving damage control exercise to shift the blame and cover up for his own behaviour. Mr. Ayacko fired the next salvo by dispatching the following letter to Mr. Otwoma who had already been sent on forced leave:

Use of abusive and insulting language towards fellow public officers c/s 44 (1) (d) of the Employment Act 2007 i. On diverse dates sending rude and insulting emails to the Hon. Ochilo Ayacko. ii. On diverse dates copying rude and insulting emails to the Hon. Ochilo Ayacko and copying the same to all the staff of NEPC iii. On diverse dates sending rude and insulting emails to Philip Mutai. iv. . using abusive and insulting language in a management meeting to Philip Mutai v. On diverse dates using insulting and abusive language to fellow public officers: a. Hon. Ochilo Ayacko b. Catherine Kianji c. Esther Musyoka d. Moses Katua e. Dr. Jane Dwasi f. Prof. Malo c. Treating fellow employees with disrespect c/s 9 (1) (b) of the Public Officer Ethics, Act Cap 183 Laws of Kenya. i. 6.2.12 Persistently speaking back to Hon. Ochilo Ayacko in a management meeting without being allowed to do so, or asking for permission to address chair. ii. 6.2.12 - Insisting that the management meeting was taking too long hence a waste of time. iii. On diverse dates sending rude and disrespectful emails to the Hon. Ochilo Ayacko. iv. On diverse dates copying rude and disrespectful emails to the Hon. Ochilo Ayacko and copying the same to all the staff of NEPC v. On diverse dates sending rude and disrespectful emails to Philip Mutai. vi. showing disrespect and contempt to Prof. Malo while he was chairing a Technical Sub Committee Meeting. vii. 27.6.11 showing disrespect and contempt to Dr. Jane Dwasi while interviews for staff members were being conducted. d. Sexual harassment c/s 21(1) of the Public Officer Ethics Act and 6 (1) of the Employment Act i. On diverse dates seeking sexual favours from committee member ii. On diverse dates demanding sexual favours from a member of staff iii. On diverse dates use of sexually offensive language in meeting against XX
It is our understanding that a committee was duly formed to investigate the allegations against Mr. Otwoma. However most of the members of this body quickly bowed out. None of the women alleged to have been victims of sexual harassment were willing to step forward, amid credible speculations that they could have been coerced or promised incentives to bear false witness. Some of the individuals mentioned to have been “treated with disrespect” by Mr. Otwoma disassociated themselves from these accusations.
Our attempts to contact Mr. Otwoma via his official email, telephone and other addresses were unsuccessful so we are at this point in time unable to report on Mr. Otwoma’s reaction, opinions or views on this matter.
What is clear to our team is that there are forces within the Ministry of Energy who seem to be hell bent on using unorthodox methods to abuse their positions and powers within the Nuclear Electricity Project to advance personal and political ambitions instead of contributing to the development of a viable and sustainable long term alternative to hydro-electric power source in Kenya.
This is just the tip of a very deep iceberg.

What quality of people, the ones you met? Did they impress or you were aghast?
It may be interesting to find out if we have cops and military people as they are the ones who are liberal with foul language. Or is it populated by K street products whose mannerism begs your observations!
On nuclear viability transparency is important, and proper understanding of technicalities involved is paramount. Passion and/or politics alone will not give confidence to realize nuclear ambition. Building local capacity and international collaboration with stakeholders, mainly Kenyan public is key to this exciting venture.

Well, well, well,.....as i said before, i have met this Otwoma man in Europe before, and if the language he used at Grand Hotel Vienna in August 2011 is anything to go by, then am not surprised he is being investigated for foul language.... for Otwoma's foul language, i can bear witness! Ochillo Ayacko is a politician, so am not surprised at all if he is corrupt Kenyan Patriot:
I have TWO important things to tell you:1. I happen to know David Otwoma PERSONALLY. He happens to be a very good friend of mine. I have known him for OVER TEN YEARS. We first met online years ago when I was living in Toronto and he was working for the International Atomic Energy Agency. We were then both members of Kenya Community Abroad. I met him face to face for the first time in July 2003 when we were attending the KCA Conference in Whippany, New Jersey, United States. When I relocated to Kenya in October 2005 we hooked up again. I can vouch for his character. Apart from being one of the sharpest Kenyans I know, he is a mild mannered, quiet, polite and very disciplined guy. He is a very good listener something I witnessed in a public context recently when I attended his seminar at Chiromo almost a month ago when he was presenting his PhD dissertation. After his lucid and powerful presentation which was based on some field work he had done to see the effect of radioactivity in the communities around Homa Hills in South Nyanza, he was bombarded with all kinds of questions. He listened keenly, meticulously taking notes. After which he proceeded to systemically answer each question calmly, politely, factually and concretely. He graciously accepted valid criticism when it was warranted. Therefore I am simply APPALLED by your characterization of Otwoma as "rude" and "dismissive"-based on a single encounter in a European hotel. 2. My second point has to do with your postings here on Jukwaa. I am 100% SURE that the post just before the one I shared the info was done by a Jukwaa member going by the name "barmasaiengkeiyo". Yet that posting now has your name, your handle. That matter puzzled me. But you know I am the administrator here so I can verify from the security logs if something fishy has happened to previous postings. Guess what I found out: Now that is VERY VERY VERY INTERESTING. If you are NOT "barmasaiengkeiyo" and you are CERTAINLY NOT Onyango Oloo, HOW WERE YOU ABLE TO DELETE barmasaiengkeiyo's postings?More than that, you deleted those postings and REPLACED THEM with EXACT replicas which means you copy pasted barmasaiengkeiyo's postings and replaced them with "Kenyan Patriot".It gets even STRANGER than that, when I SEARCHED for barmasaiengkeiyo's postings IT WAS YOUR NAME WHICH CAME UP!
So my questions to you are: (a) Are you barmasaiengkeiyo?
(b) Are you a room mate, spouse or twin of barmasaiengkeiyo?
(c) How come you have access to that member's account and can modify their postings at will?

If technical expertise were a prerequisite to being a CEO then all presidents would be trained political scientists. You dont need to be a nuclear physicist in order to head this project. All you need is to surround yourself with good technical advisers, whose input you can use to make decisions. Technical people like Otwoma and his henchmen at the Nuclear Electricity Project should learn to respect their CEO's decision. I can vouch for Ochilo Mbogo Ayacko's character. He is rational, sober, extremely intelligent, respectful, a people's person....... The email painting him in a bad light looks to me like the handiwork of disgruntled technical employees who can't stand to have someone with different sets of expertise, other than nuclear science, being their boss. @okhunyanye....i smell a rat in that letter tearing into Ayacko....the vultures have suddenly realized that this white elephant called Nuclear Electricity Project has a lot of floating money...i can already guess who Kiraitu and Nyoike want to install as Chair of NEDP....if you know the membership of NEDP, then you can also guess OtishOtish....this nuclear thing is a cash cow...nothing will come out of it. developed countries have ran away from it and us, poor beggars are running at it (if indeed it isn't a white elephant) at a speed of light...

Mr Moderator 1. If you go to "modify profile", then you can change the display name 2. I changed my display name yesterday, then today, when i logged in, i used my new display name as my username and i couldn't log in...so i was thinking may be yesterday i changed my password inadvertently.... if at all you can be able to see password, you will know that i didn't change the password. when i received the confirmation, i discovered that my username remains the same and the password is unchanged..... Any further explanation you need? may be you should also clarify if it is illegal to change username!!! As for deleting my own posts, i have done that before! whenever i discover a spelling or grammatical mistake, i correct it and delete the old post. I usually do that even before anyone has commended on it....more questions? ?
