I surprised that the jukwaa crusaders against corruption have not taken this NHIF massive theft saga in the same gusto they take thievery or its allegation when the culprits are the thieves of central Kenya!
Someone has been caught with their hands in the cookie jar and the names being circulated range from the minister to his prefect! Strange how new thieves have no idea of how to hide their loot!

Care to substantiate your outlandish allegations? Phil, The NHIF saga has all the ingredients of a scandal of Goldenberg or Anglo(F)Leasing proportions. It points to a fragrant attempt to misuse the hard earned funds deducted from millions of lowly paid workers. When the NHIF enhanced deductions were proposed a while back, many people saw it as a noble idea, given the increase in scope of coverage to almost universal coverage, but there was a lot of resistance from workers and workers reps especially COTU, resulting in the just concluded court case in which COTU lost. However, it is worth noting that even in the middle of protests, NHIF went ahead and commissioned a pilot scheme mainly involving Mumias Sugar and its environs. A source involved in the pilot indicates that the pilot scheme was a failure. Despite this, NHIF went ahead and decided to implement the scheme, resulting in more protests from COTU's Atwoli, and in anticipation of winning the case by COTU. It is not clear how the medical services providers were sourced. At the centre of the scheme are two chains of clinics namely Meridian Healthcare and Clinix Healthcare. Once the clinics were identified, they entered into an arrangement where NHIF would allocate clients (civil servants and their dependents) and inform the clinics of their (the client's) location. NHIF then paid in advance Ksh 2,800/- for each client p.a. to be treated at the clinics. They are calling it capitation. This was in early 2011 The problem is that the so called 'clients' were never consulted to express their preference. Therefore some of them living as far as Mombasa were 'allocated' to say, a branch of Clinix in Nairobi. Also, the service providers did not have enough capacity in all the locations they were allocated. In some cases, they operate in makeshift containers. Due to the rapid growth in 'demand' for their services, they sometimes found themselves without enough medical personnel and supplies, then having to turn some clients away. There is also evidence provided to the Parliamentary Committee on Health suggesting that most of the clinics were established between January and April this year, after the funds for the first quarter were disbursed. This essentially means that the clinics are using taxpayers funds for expansion rather than to provide service. What would happen if the funds run out before the stipulated period? Then there is the issue of ownership. Clinix seems to be owned by some shadowy individuals and 99% of the shares are owned by a company registered in the Virgin Islands...... During the Labour Day celebrations, Atwoli was quoted as saying that he had been approached by some individuals he threatened to name who offered him a large cash payout if he agreed to the enhanced NHIF deductions. There are rumours that officials in the Ministry of Medical Services and NHIF have received large cash payouts...a source quoted 50 million given to one official...to basically ensure the smooth sailing of the scheme. There have been questions as to why there is a rush to implement the scheme without securing the concurrence of all the parties involved. A total of Ksh 320 million ($4 Million) has already been disbursed to these two entities. They are just waiting for the enhanced deductions to commence to be allocated billions. What is interesting is that facilities such as Kenyatta National Hospital, with all its advanced facilities, managed to be allocated only Ksh 1 million. P.S. Now accusations of nepotism have started flying around claiming Atwoli has influenced employment of his relatives in NHIF and NSSF... Robert Alai @robertalai Atwoli's daughter called Julie Atwoli was corruptly employed at NHIF. Lavi and Philip Atwoli are his two sons at NSSF.And now... Take responsibility over NHIF saga, Nyong'o toldMedical Services assistant minister Kambi Kazungu has collided with his boss Prof Anyang Nyong’o on the controversial NHIF civil servants' insurance scheme and demanded the latter takes political responsibility for the saga. Mr Kazungu said Friday he was ready to help a parliamentary committee unravel the mystery surrounding the ownership of Clinix Healthcare Ltd, one of the health providers at the centre of the controversy. He criticised Prof Nyong’o for suspending NHIF Board chairman Richard Muga saying he should instead have addressed himself to the issues of concern and put the CEO to task over the same. “I have talked to the minister who is my boss and I have told him when it comes to corruption, I am not with him. We cannot steal from the poor and I am prepared to be sacked if that is what it takes to stand with the people,” he stated.The Kaloleni MP said he was ready to quit as Prof Nyongo’s assistant, demanding that the minister and all who were involved in rolling out the contentious programme must step aside to pave way for investigations. “Let them all go home if possible, including the minister. They should step aside to give way for a probe,” he stated, adding that he would rather leave the Ministry "than be part of a corrupt team". Mr Kazungu, who is backing the suspended chairman, has demanded that the Chief Executive Officer Richard Kerich must explain how contracted health providers were picked and how funds were authorised and released. The clash between the assistant minister and Prof Nyong’o came a day after the country was treated to drama after the NHIF Board sacked the CEO who was immediately reinstated by the minister. Prof Nyong’o instead suspended the Board chairman. On Friday, Mr Kazungu claimed he had been sidelined in discussions on the implementation of the scheme now in the spotlight over alleged irregularities in its roll-out. “I have never been briefed on the NHIF issue, yet in the principle of collective responsibility, I am there as an assistant minister and not as a messenger,” he stated. "I have been asking the Chief Executive Officer this question, I have asked him to show how he has been spending the money and whether he has the capacity to handle it but I have never been given answers,” he claimed. "The intention was wrong from the start, how can you sign agreements with non-existence facilities? The CEO must explain who authorised the monies,” he stated. They should not watch out, let them continue being those content sitting ducks in the former juggernaut that was ODM. The good old PM should have heeded Miguna's free advise that he be wary of that clique that hears no evil and sees no evil as far as the party is concerned. Of course that's now water under the bridge, more loyal lieutenants continue to flee from this sinking Titanic. The political hemorrhage is so much that if ODM was an animal, the Vet would have ordered it be put down. My bet is that the the explosion will happen at the same time Miguna's VOLCANIC book hits the shops. Balala, Gachoka, Mudavadi, Magara, Miguna, Nyaga, Ngilu.....Will the last person to person to leave ODM please turn off the lights?

I wonder why RAO's name has to somehow appear negatively in some people's statements. Is it possible for an issue like this to go by without some people roping in RAO. How does Balala, Miguna, Mudavadi, Nyaga,etc get their way into this thread? I guess they have now become heroes for jumping out of ODM. I am sure Midiwo will suddenly become a darling for the likes of Kamalet and Destiny if he jumped out of ODM now. Can't some people be objective for once? I know many ODMers who will applaud the current PORK or even UK for a good deed here and there!!

I watched the clip on NTV and could not help but shudder at some of the puported clinics Kenyans are supposed to receive "quality" care paid for by tax payers money. Now you understand why the Minister went to the US in his hour of need- but how many Kenyans can afford to fly whenever they need care? Ideally, capitation arrangements are not illegal, these are arrangements used especially in the west where healthcare providers create a network and accept payments for members enrolled in the network to receive a bouquet of health services subject to co-pay or other limits or conditions. The healthcare provider, commonly known as HMO receives the money whether the enrollee seeks services or not. Alternatively a group of doctors/dentist can come together to form an association, commonly called IPA in order enter into a capitation arrangement with an insurance company-mainly for pricing. In most cases, the health care provider/IPAs will enter into a capitation arrangement with a healt insurance company who inturn will enroll members either individually or through their emplyoers or the government for cases where the citizens cannot afford helth insurance (Seniors and children) The main reason you have three players, is so that there is clear seperation of the financing, services and quality control. The insurance company reviews each healthcare providers systems, premises, equipments, proffessional qualifications and capacity to offer services they are paid for. At the end of every year, accounts are prepared, capitation premiums are compared to claims paid and depending on the services provided and the agreed rates the healthcare provider or the insurance company settles amounts over/under paid. It is apparent that the way the payments were made, this was a scheme to steal money and people should go home and be taken to court, starting from the Minister, the PS, the Chairman (if it is true that his clinic was one of the beneficiaries), the board, MD, all the legal officers, FC anyone who approved any of the shacks on TV. Hmm, I think I will go back to my youth, when philosophy, experience and instrospection had not yet hijacked my mind and anesthetized the wreckless audacity of the young. When we moved into the Congo as Rwandese and declared we would go with Kabila all the way to Kinshasha and kill Mobutu, or we would die in the 3000 km march anyway. 3 years later we were the middle of a genocide in East Congo, and fighting for our sanity --those who still survived.
I now see Kenya rotting in corruption like Mobutu's Zaire, every public good eaten with impunity. And I think: Hmmm, pray you are dead when the fury of young men get organized and claim their country back which ever which way. You ministers, you parliamentarians, you lords of graft! you have no idea of the things young men can do for their country when the time comes!
I hate corruption, for it shall keep Afrika at the bottom forever. No plan, even --(grandiose nuclear projects aside)-- building a simple hospital, or water-tank, or public toilet can work if the money will be lost to graft. Now, to stop that, and chart a new course, that Kenya arise, if the price is total murder on those who insist of theft, so be it. Then the most terrible price be paid then. I warn, because I have seen. This level of calloussness on the part of leaders: be dead when the bill comes.

The Prophesor will not quit despite him being caught hand in cookie jar. He is famous for being quoted that he easily spends 2000 bob on Lunch at Serena. At least ODM related corruption surfaces so quickly because it is done by ameaturist instead of hard core PNU operatives. ODM should learn how to conceal corruption lest they loose poor wananchi votes in next election. ODM skill in corruption is improving.

I said it here in jukwaa and please let me repeat- ODM and PNU are two sides of the same coin, its case of two hyenas fighting over a kill,they cant fight and wil not fight corruption,poor kenyans we are alone. We pay 4 Nhif,we pay taxes-mps and other big pple dont pay,if they do they cheat in the returns,if they are caught they pay as to demonstrate. If you are observate you realize pnu and Odm are/were silent when kenyas are suffering. For instant all or most were silent on mps tax,recent increased there gratuity-even our 'solomon' could not make a solomonic rulling.. Løok at maize scandal,triton,money printing,embassies,work permits,FPE/FSE. and now nhif. At our hour of need these who matter were mute,frm kibaki,raila, wiper,uhuru,ruto,mudavadi, all. Lets look outside the current crop of leaders

On the discredited and disbanded board of the NHIF, sits two high-rank bareaucrats to represent the ministry, Francis Kimani the director of Medical services, and PS Mary Ngari. Monda questions whether it would be appropriate to have these or other officials from the same ministry --who may have been implicated in the scam, sitting in the new caretaker board to be named next week! Given that even the minister himself has credibility issues to put in mildly, I think it would be wise if he were prevented from having a hand in the appointment of the caretakers! Yet, it is his legal mandate! [as he reminded Muga during the altercation!]. I am waiting to see if professor Anyang' caught in a quagmire, will do better than fellow professor Githu Muigai in his moor!
