FASCISM: A NOTE.
In an effort to achieve a comprehensive picture of thIS monster looming on the 2nd republic, I would deem an extensive examination of fascism paramount; all the more so that adequate responses can be brought to bear on the beast.
A clear diagnosis normally leads to a decisive therapy.
A clear understanding of fascism, will also prevent us, opponents of any fascist regime anywhere, from under estimating the popular element of fascism as a crisis-responsive ideological infrastructure. Such an underestimation is usually punished by loosing elections, free and fair, or not, to fascists.
Fascism as it emerges in any historical context, is a tough, mean customer. It is because nobody else in the wider political spectrum is proposing a convincing solution to the clear and present crisis, that fascism emerges; and more, propagandically wins, since nobody else seems to have the grit necessary to respond to the immediate or perceived direct national threat, save the Fascist Strong Man! –-his opponents can thus be portrayed as * less than sissy boys! (soft on terrorism for instance!)
In Kenya as we argue these patriot laws, it is imperative to keep in mind, that Sir William Ruto, the current co-president, was the leading campaigner against the new constitution which is now being reversed. Uhuru Kenyatta was lukewarm, what we dubbed WATERMELON.
We therefore have hyenas in sheepskin, taking care of sheep business in the pen/shed. –-That parameter is important to ponder.
ON THE DESTRUCTION OF NGO's.
Why is the Uhuruto regime reigning the NGO's in?
1. Straightaway, it is easy and cheap expropriation. Cannibalisation. Scavenger instinct of the comprador. There is no goose laying golden eggs they saw they did not slaughter.
2, Fascism as an ideology needs to destroy alternative centres of thought, even if those belong to the same class, and are subscribed to the very same economic model, and therefore ideological twin mates. That is an important universal rationale in the –-authoritarian-- monopoly of power by a small clique, which in own delusion, possess the secret wisdom that must guide the nation, alone.
3. –-and this one requires some good thinking: NGO's as they are currently structured, have nothing liberational to contribute to the future of Kenya. They are a sedative to help mask the real pillage. [see this###] This INSTINCTIVE recognition that NGO's are anti-people in the long run, is the authentic popular element in fascism. In its ruthless search for live links to the genuine nationalist plights –-which is it is destined to betray historically, fascism will have a few hits, or homing sessions: moments of union with the peoples aspirations.
That is why populism is never an electoral non-starter. It can respond to authentic grievances.
WHY DO I DISMISS NGO's?
First this: NGO's are just the mirror image of the African governments --a double act, like the famous good cop bad cop trick. Their development model is a dependency complex. Charity. They author fictitious solutions, and are the softening brigade, the distraction, while the governments can practice evil, neglecting their brief and all the duties they collect taxes to perform!
Consider this report, about capital export from Africa by Western companies in the last decade in Africa. Greater than the FDI (foreign direct Investment account). Foreign investment by the West as a sham, because Africa is skinned alive in the process. We bleed all the more.

You catch the game: good cop bad cop!? so who are the NGO's working for? Wanjiku!?
Leet us see what blessings the NGO's bring?
–-Health services in Turkana? (Medicines sans frontiers)...
–-Anti-aids drugs –-500m/year USAID funded; disabled orphans support
–-DANIDA and OXFAM allied NGO's, building toilets in Nyanza beaches, teaching TP use!
–-Telling Pokots to stop circumcising their girls; teach paddies use; ... mosquito wars
–-Others telling Luos to stop inheriting wives and conducting fish-for-ding-dong business
–- You name it, you have an NGO for it. Even planting trees, or not shouting at your wife! even civic education: go vote, even if elections are always rigged!
These are kid-stuff a government, local or national should do –-the money Iringo and Kimemia stole, reported ksh.2.8 bn in one financial year, --how many orphan bursaries is that? How many houses for Luo widows!? How many bags of maize for starving Turkanas!? how many needles to remove jiggers from feet in Nyeri?)
And if one looks at the calibre of Kenyans employed in these NGO bullsh!t things, one notices it is a proud CV-enterprise. They got education alright. Only they are nothing doing.
So what is up? The NGO racket is a deliberate method of engaging very able African minds in useless endeavours. Dissipation. Paying them huge salaries to make their education FINANCIALLY WORTHWHILE, but expending their brains on ABC'S which every illiterate knows instinctively.
It is a stupid way of deploying ones best cadres. It explains Africa's marginalisation, and inability to author an own path. Brains quit research to be either in the high-paying political offices where sycophancy is their quality, or NGO's where the pay is equally high, but no worthwile productivity.
The best have become parasites.
I do not have to go to Harvard to know shouting at my wife when drunk is bad manners! My fisherman dad instructed me that long ago. And here is poor Jakaswanga called to an NGO workshop in HomaBay, organised by Harvard-Princeton Luo alumni, and the agenda is: 'don't inherit your dad's wife, omera!'. (And, behold! she is younger than me for goodness sake, and, hee hee yawa, in his death bed, my devilish father himself whispered in my ears, ''Nyarginecha is one piece of a.ss am gonna miss. If I were you, boy, I would go for it before your other brothers do! I love you most! I would you inherited my hottest earthly possession! –-got that boy!?'')
Then some Dr Otieno, brandishing his Princeton tops, summons me to a posh hotel where his low mileage harem collections are, wetting themselves, lounging in the wait, and proceeds to warn me off thus: thou shall not obey that thy Luo custom!
What am I suppose to think, except this is the trouble with Africa. Distinction brains derailed! Marooned in useless endeavors –-for good pay though!
And I really think USAID can better spend American taxpayer's money giving afro Americans Medicare. When Hurricane Katrina hit the Big Easy, New Orleans, and exposed third world USA, does anybody remember how nearly every Negro on camera did not have a full set of teeth!? Gosh, every black guy in that damn rotten town needed a dental surgeon/prothese! Obama should stop sending anti-aids drugs to his distant kinsmen in Nyanza, but better mind the American electorate first, especially his Negroes in their godforsaken slums! (not to mention spending some dough on educating white killer cops, that blacks need a life too!)
Africa, mesays, recognises the NGO racket as derailing her best brains. Expending them in useless mediocre activities. Preventing them from ground-breaking research. And this feeling, in some perverted form, too, informs the hostility of the emerging fascist regime toward NGO's.
NB: Note the paradox, that the fascist regime itself, a neo-colonial subservient government, is itself a historical aberration. –-(Can I give examples of the Uhuruto neo-colonial subservience?
1. Obeying a Swiss court order to pay up Anglo-leasing or else. Kenyatta threw away Kenyan law and ordered a foreign direct transfer. That is His Excellency as a running dog. No two ways about it.
2. China and the SGR: we Chinamen paying everything, so you Kenyans do exactly as we say. –-Transport cabinet secretary Kamau in parliament, honestly throwing in the towel.
3. Aah, secret and classified security clauses! Like rendition of Al-Shabaab-suspected Kenyan Somalis to imperialist-run dungeons abroad.
–-I will forego Rotich and his hotcakes-sell-out Eurobonds, in his puppy role at the feet of Christine Lagarde at IMF.
LAST BUT NOT LEAST FOR THIS POST:
It will be important to ponder the material conditions that precipitate fascism. One will remember the radical French revolution banned slavery. A giant step for mankind. But within half-a-decade slavery was back with even more ferocity.
What had happened?
–-The economic system had no alternative to slave-labour! So, the hell with free Negroes! Back to the chains, the whip!
Therefore one has to open his eyes to the possibility that, while the new constitution was a spectacular historical feat, the material economic conditions of Kenya do not sustain it. And worse, a new upgraded economic meethodology has not crystallised So, like the re-introduction of slavery after its revolutionary abolition, Kenya has to retard back to the KANU dark days.
That [atavism] step can not be taken without a MASSIVE STATE OPERATION TO TERRORISE THE POPULATION.
What real option does a comprador ruling class have to effect such an eventuality, than an infantile fascitoid regime?
(In the new bill one needs police permission before posting a the photo of a road accident on social media!) that is comical and infantile; but the three year jail sentence is neither comical nor infantile.
Obviously the Uhuruto regime is politically bankrupt. But what is our alternative? This stalemate risks chaos.
Consider Egypt today. She has a duly elected president, and a legitimate government. But she is so dangerous no one really wants to go there unless a life and death matter. She is at peace yes, but underneath is a low-intensity civil war. A deadly internal argument.

Multinationals rob Kenya of Sh78b in tax evasion, says US research firm
Multinationals rob Kenya of Sh78b in tax evasion, says US research firm Kenya Revenue Authority Commissioner John Njiraini Kenya was conned of more than Sh78 billion through corruption and tax evasion between 2003 and 2012, a US-based research firm has reported.
Researchers from Global Financial Integrity (GFI) compiled the losses, which they describe as "modest" considering gaps in information, but could be bigger than all mega-scandals, including Goldenberg, combined. The findings could mount pressure on Kenya's bilateral partners whose companies and individuals are accused of perpetrating the crimes while the proceeds end up in foreign banks.
The losses were much larger than the combined foreign direct investment (FDI) and aid given to Kenya, and for all the other developing countries. "These outflows — already greater than the combined sum of all FDI and aid flowing into these countries — are sapping roughly a trillion dollars per year from the world's poor and middle-income economies," said GFI President Raymond Baker, a specialist on financial crime.
Huge effect Tax evasion by big firms has a huge effect; hurting ordinary households that have to be taxed more to support road construction, among other development projects. While Baker's report did not identify any of the companies, perhaps for fear of litigation, most of Kenya's big corporate firms have European ownership.
The report released on Sunday evening pegs cumulative illicit outflows from developing economies across the world at Sh600 trillion (US$6.6 trillion) between 2003 and 2012, the latest year for which data is available. Some 151 countries that are categorised as poor or emerging economies were surveyed, with 2012 coming up as the worst year. Kenya's outflows were grossly under-reported because researchers were able to find data for only four of the 10 years under survey.
In 2003 alone, Baker's team reports that Kenya lost Sh24.5 billion through illicit means, including tax evasion, corruption and crime. The findings for the first time offer an indication of how much the poor and developing economies are suffering from the plunder, and the real shocker in how fast the theft is worsening.
Alarming rate
"Most troubling, however, is the fact that these outflows are growing at an alarming rate of 9.4 per cent per year — twice as fast as global GDP," the report says. Dev Kar, the lead researcher, reported that in all the cases, including Kenya illicit outflows "significantly outpaced economic growth". "These findings underscore the urgency with which policymakers should address illicit financial flows," Dr Kar said. Kenya has particularly been grappling with huge budget deficit and widening revenue collections, which authorities attribute to tax evasion by multinational firms that are operating in the country. The Kenya Revenue Authority (KRA), as recently as two months ago, reported that multinational firms had cheated the Government more than Sh30 billion.
