Abdulmote, Yup!,..welcome to Kibaki's government,...the so called laid back or brains-off style of governance. Kibaki's loyalist Ministers have once again armtwisted him to increase their salaries,......the Kombo, Ngilu way. I insist that the first approach to help get out of this mess Kenyatta, Moi and Kibaki have put us in,........ is instituting genuine constitutional reforms. Devolution is just a must for Kenya. Resource distribution must be fair and equitable. Kenyans must fight to eliminate political patronage and the "siasa mbaya maisha mbaya" policies. However, that is precisely what Kibaki does not intend to facilitate. Have you noticed the SILENCE with regard to the KATIBA? Have you noticed the intolerance towards the pro-devolution Bomas draft, by the elite in power?Bomas draft places obstacles in the path of the Exchequer looting, siphoning and embezzlement networks. The draft calls for institutionalized resource and power sharing. It leans on decentralization and distributes power between Nairobi, and other regional centers. It is an option we need to seriously think about, now that Anglo-Fleecing bulldogs and Bomas saboteurs Murungi, Mwiraria, Murungaru et al are "besieged" on corruption charges. We know there are still obstacles,....The current anti-devolutionist rulers (Kibaki himself included) would rather have all Kenyan resources centralized for their free "taking". Kenya's procurement system is rotten. The Privatization efforts are shrouded in corrupt and opaque motives. We shall forever remain slaves, in economic chains, toiling to enrich (further) the few Billionaires unless we make some radical and drastic changes. These changes begin with Constitutional reforms,.....and in my view the changes should continue to ideological shifts emphasizing on social justice. Kenyan masses have been used as the stepping stone for the enrichment of a few who belong in the exclusive political class. The class that milks and plunders our Exchequer through sophisticated networks. Under the current system, Kenyans are forced to make two tough choices,....either a) sacrifice your democratic freedoms and rights to question government on issues affecting your life (play the loyal sycophant's role) in exchange for paltry resource allocations based on loyalty...........or b) exercise your right to critique government and demand your full right and resources with the result (risk) of economic marginalization (exclusion from development allocations). Political patronage drives resource distribution in Kenya. If Musikari Kombo wants two more of his sycophants to be appointed Ministers,.....costing taxpayers another 50 million shillings a year,....Kibaki will simply approve of it,........the use of taxpayer money to satisfy egos of loyalists,.......that's simply what's going on fellas. The increase is another form of "legal corruption". My guess is the allowance increase will be used for the 2007 campaigns. If you do the math you see that over the next 18 month the increase alone to the Mins and their Assts. will total approximately a cool Ksh300,000,000.
That my friens is enough money to run a successfull campaign and in the words of Kiraitu 'shake all corners of the country.

The PS treasury last night said he has not made any allocation for such an increase nor received any such request. He said that even if this was true, he did not think the country could even afford it timing notwithstanding.
As I always say, Kanu Sometimes is incapable of a scoop and remains a third rate publication not worth the trust some people seem to have in it. No reason really why people should be twisting their knickers on a non-event such as this!
As for the other third rate 'rag' called the Standard with the story of MP's increasing their allowances, the PSC vice chairman Oloo Aringo indicated that this review being quoted by the Standard was actually undertaken in 2004...nothing new here once again.
Perhaps if you really want to vent, then you should direct it at the Maina Kiai outfit which is now at the centre of investigation. Whilst he is happy to lambast ministers for profiligacy in vehicle spending, hie office spent a cool 28.7 million on new Honda CRVs for each of the commissioners and the Secretary and allowances of 2.9 million paid to themselves over and above their salaries.
So when a PS asks, as is typical of politicians, they are now being witchhunted for their loud mouths 'in defence of Kenyans'!!!

It is good to be critical of journalism, Kamalet (these guys need to be kept high on their toes), but you are a bit too harsh. The Kenyan press compares very well e.g. to the abominations that uncivilized Americans nowadays still presume to call "newspapers". First rate publications (according to your high standards) are few and far in between.

we all bombarded kenyan media outlets, orstarted one of those chain e-mails to go around with people's names opposing this move and then fwwd it to the relevant office, there might be a change. fat cats in parliament!!!! Its real sick.

Mossad, My point is that this information was in the public domain in 2004 as was clarified by Oloo Aringo to the media, and the increases in allowances was only in respect to foreign travel! Releasing that information in 2006 is only intended to achieve a certain political agenda which seems to have backfired once the parliamentary service commission made this clarification! As Aringo said, no MP salaries were increased!

Are you trying to act clever, or simply a fool? Who would you rather take seriously; the head of civil service, or a mere PS? Besides, the PS hardly seemed to 'contradict' Muthaura! All he said as you put it, is toobserve that the country cannot even "afford it" should the increase be as suggested! That does not mean the head of the civil servants did issue those instructions! I think sometimes you really like to insult our intelligence. Hardly a fair way of dealing with fellow matured beings!
Believe kamale, the end to these mischieves is certainly getting nearer by the day!

I think you are the one trying to play the fool here! So now Muthaura is believable because KT said he wrote a letter and Kinyua is not believable? Why did you not believe Muthaura when he said there was no scandal in ALF and absolved PS's?
In you case of selective amnesia, Muthaura is now very believable simply because he has said something that suits your fancy of complaints! You get your knickers twisted for absolutely no reason.
