I said, further up the thread, that I have sent an email to one of the editors at Der Spiegel (the news outlet exclusively publishing the WikiLeaks cables in Germany). So far, I have not had a reply (surprise! Not.).
There is one other guy, working at the same paper, I could email. I was just about to ... when I started pondering the following question: Will it be helpful or not helpful if whatever the US embassy reported back to Washington (or, indeed, received from DC) is known to a wider public before Ocampo releases his list?
Seriously, guys & gals ... what are your thoughts?
We do know that everything in relation to the Americans - in relation particularly with the elections/PEV — will be most likely much less about the content but about who wrote it (Mr. R. et al). Personally, I think whatever the embassy cabled about the going-ons will be quite plain and as close to what really 'went down' as we will most likely ever get to read. It is their job to report facts - or stuff as they consider it to be fact (which they would word that way).
Maybe this is a rather stupid thought ... to think about yes/no ... wait/not wait. But I have it. And I cannot shake it.
What are your thoughts?

In the larger scheme of things, what you propose to do wont change the course of events much, as "Train Ocampo" has left the station. But YOU WILL have scooped those irrelevant Kenyan dailies, so go right ahead! And by the way, Wikileak is a manifestation of just how IMPOSSIBLE it is to bottle up and cover up mischief by the powers that be. I have read elsewhere that mirror sites are acting as back up to wikileak and that even if the wikileak site is disabled by hackers employed by US Govt etc, other sites have got copies of those files and will release them kidogo kidogo., na pole pole.

And by the way, Wikileak is a manifestation of just how IMPOSSIBLE it is to bottle up and cover up mischief by the powers that be. I have read elsewhere that mirror sites are acting as back up to wikileak and that even if the wikileak site is disabled by hackers employed by US Govt etc, other sites have got copies of those files and will release them kidogo kidogo., na pole pole. correction, its raining mirror sites all over, distributing exact same info this is a case of a good invention (or monster) doing exactly what it was meant to do. ....translation..... internet was designed by the US (military) such that alternate routes would sprout up/be used in the event of a single channel/source being blocked .... go figure at this point in time these hackers are engaging in some form of e-whac-a-mole or should i say e-whac-a-liki, futile exercise i think, but then this is no laughing matter

PM ... you are right, yes. So let's see if - and what - I can get from this other guy. I will just plainly ask him to consider that it would be interesting in relation to what is going on (and that they have already mentioned Kenya specifically in their maiden WikiLeaks postings) to know more NOW.

Yes, there are about 500+ WikiLeaks mirror sites up as we speak. And counting. And certain date is available via torrent to download. It is encrypted, but the key will be released if it becomes necessary to do so. I also have the file. (More irony: I have all the document links here ... but can't access them. Damn!) (But I do think it is good that they try to release the cables only after having removed the names of 'small fry' etc. Just the big fishes names ... they leave in. As they should.)

One more - general - thing about WikiLeaks ...
I don't really mind that American embassy staff wrote whatever they wrote, damnit! I can even see past the Clinton thing re the UN staff. Each country's embassy worth their salt does that.
But what makes me hopping mad it the Americans trying to silence WikiLeaks now that the beans have been spilled! Making Amazon and MasterCard (!) to withdraw their services etc.
Imagine, just imagine!, WikiLeaks would have leaked offical governmental communications of the Iranians in relation to their nuclear program?! Do you think, even for a second, there would have been such a (illegal?) backlash? Right. Neither do I.
The hypocrisy!
(Not that the Americans are the only hypocrites; but there is too little talk about this aspect of the issue at hand me thinks, if any!)

I do not even think the stopping of the leaks is what makes the Americans look stupid! It is their current campaign to apologise for having written those unsavoury things about you.
Just how much damage will a leak for instance saying that Kalonzo is not so christianlike as he poses or that Raila is a known womaniser do to the two gentlemen and will an apology in advance change that? Would Raila ever have the free conscience to talk to an American embassy staffer?

Doubt that instead i think what this has done other than reveal what we already know that US is a master of "double speak" it will only encourage more secrecy on the way these double speak are done and it will encourage a tighter safe keep of such information. But atleast those who didnt know now know! kip.nice to see you and karibu jukwaa. yes, wikileakages continue to humble america and the world leaders/regimes/groupings whose successes/ image/standing /activities they have protected,sabotaged/violated without these leaders and the rest of the world knowing. now that the world knows how hypocritical/subjective/ good or evil america could be to some individuals/states/groupings, i think we can exhale and cleanse ourselves(read rest of the world) of the doubts and fears that have dogged our existence thanks to wikileaks and from henceforth safe in the knowledge and assurance with discretion and caution, we know what to make of america engement with the rest of the world. checkmate may be the word i am struggling to clutch on. am i making sense?

Leaked cables claim Kenya sent tanks to South Sudan It was not a secret, was it? Jukwaaist knew about this immediately when the ship was reported hijacked. Where is Bw. JK aka Kamale to defend Lt. Gen Karangi and his cursed godfather who misused the Kenya government official seal to place an illegal order on behalf of the Government of South Sudan? That illegality places a huge compromise on Kenya's national security, violates UN security council sanctions on Sudan while making a mockery of Kenya's official foreign policy. It also corruptly enriches a few individuals at the expense of tax payers. Who will put an end to this madness, majameni?

For example, at one time, newspapers and TV Stations ran headline stories questioning the authencity of a drug cache being held by the Kenyan Police. They even alluded that the drugs had been stolen and sold. International, including United Nations experts, came and publicly ascertained the drugs were all there despite the previous media propaganda that had been quoting so called “reliable” sources. Media never spoke of how wrong they, media, were.
We are all aware of the various allegations made during the last elections and the Kreigler Commission’s report showing no evidence to back up some of the serious allegations.
We, therefore, all need to be careful when we make serious allegations, and, especially, not just ask leading questions that confuse Wananchi. If you have proof provide it, and say what you are sure of, but it is wrong to hide behind questions, most of which are at times based on propaganda from discontented individuals and/or at worst terrorists.

South Sudan ----------- ¶31. (S) Van Diepen recalled that when the U.S. had raised with Ukraine in July 2008 that an additional shipment of T-72 tanks, BM-1 GRAD armored vehicles, small arms, and other military equipment planned for a late June or early July shipment to Kenya was being purchased by the Kenyan Ministry of State Defense for South Sudan, Ukraine had assured us the arms were for the Government of Kenya. Ukraine had informed the U.S. that it had received an end-user certificate from the Kenyan government and receipts acknowledging the arrival of the earlier tank shipment in Kenya. Subsequent to our discussions, the M/V Faina, which was carrying another weapons shipment from Ukraine, was hijacked, and it became clear that cargo was also intended for South Sudan. Van Diepen asked if the GOU had investigated.
¶32. (S) Valeriy Lysenko, from Ukraine’s Export Control Service, said that the T-72 tank shipment was intended for Kenya. He said Ukraine had not transferred any military equipment to South Sudan. All of Ukraine’s contracts were checked.
¶33. (S) Van Diepen gave the Ukrainian side a copy of the contract that clearly lists the GOSS, and asked if the GOU side maintained that the export was for Kenya. Lysenko held to this line, questioned the authenticity of the contract, and asked if the U.S. had any better evidence. Van Diepen, regretting that the GOU had forced him to do so, showed the Ukrainians cleared satellite imagery of T-72 tanks unloaded in Kenya, transferred to railyards for onward shipment, and finally in South Sudan. This led to a commotion on the Ukrainian side.
¶34. (S) Van Diepen continued that he appreciated the sides could have different export control policies, as was their sovereign right. But not being told the truth was something the United States did not expect from a strategic partner. There was nothing for Ukraine to gain from lying and a lot to lose, he cautioned. Since South Sudan is on the U.S. terrorism list, the U.S. would have to consider whether to impose sanctions over the transfer; a factor in U.S. deliberations would be whether the GOU the truth.
¶35. (S) Lysenko said that Ukraine would study the U.S. information and he asserted that Ukraine only had a relationship with Kenya, and did not have a relationship with South Sudan. Ukraine could not be held responsible for the actions of a third country. This matter was a common problem for the U.S. and Ukraine to resolve. He said Ukraine’s special agencies might need to get involved to find out what had happened. Nykonenko said that Ukraine would study this situation in the light of a partner relationship so hat the U.S. would know that Ukraine is a reliable partner. ==

When ruto made his about turn on the KATIBA its very easy to show what a chamelion the dude can be. When the Hon Prime Minsiter made those anti gay remarks, the Utube clip clarified them. I fully support Kenya's importation of tanks on behalf of the beleaguered people of South Sudan. We can not have it both ways people. We can not on one hand support S. Sudan while condemning Bashir for belligerence against the South , and then turn around and condemn South for arming itself against possible threat from the north. It is the height of hypocrisy.
There is no morality in politics and the armed struggles across Africa should be a lesson, whether it is Zambia arming ANC (considered a terrorist by many western gavas including US), or Cuba aiding MPLA to kick out S.Africa (roundly condemned by the US). Anyone who thinks the two examples were wrong is right to criticize Kenya's action but if you agree with the 2 examples and still think this was wrong - then I dare say look up hypocrisy or inconsistency or both in the dictionary.
I do not think what riles many here is that this happened but it seems more about the characters in Kenyan military and gava. So it was illegal, but on whose behalf? Who benefited? Kenya did the right thing by helping out South Sudan to import the tanks. I am actually proud of my govt. You can not have N. Sudan importing all kinds of weapons from China and then expect a fair deal making. You can not negotiate from a point of weakness and Kenya had to do what it needed. We need a strong S. Sudan.

Titchaz: Same respect my friend. I do not see reason on your side other than the shout of "illegality!", but who benefits from embargoing the south? South Sudan has lost millions, never again, they must arm themselves.
So, you would rather that they be embargoed for what puporse? Whom does it serve? One of the fallacies of such embargo is the notion that the south's ability to arm itself will be curtailed. Also, I do not know whether Kibaki supports the north or not, in fact what I care about at this time is the south. There are hundreds of thousands of Kenyans in the souuth. Our interest and the future of the south is more imperative to us. Therefore, I prefer a strong south and if it means helping to arm it, so be it.
What you need to answer is: why should Kenya not help arm the south? Please do not cite the legal stuff - that is tired argument. Do you think they have a right to arm themselves as an autonomous region? What if Bashir scuttles the referendum process? You ask. That is a good hypothetical, let us across that bridge when we get there, it is like asking me what would happen if kalonzo was president? Fascinating but immaterial question here.
