You seem to have no difficulties finding a historic figure from that land of Hitler from whom we'd be delighted to transplant patches of DNA to these man eaters that are our (mis)leaders. I din't imagine there was much to love for a land that gave the world Hitler, and still speaks aghastabjag#$&4bjen . As for urinating on the Harvard prestige, I dropped from the list of those who would be offended long time ago ... that was when I got informed that some shamus (not naming names) from the county of yours truly also wields papers in claim of a Harvard experience. But let's go easy on the institution - great institutions give unworthy Africans the opportunity to be part of them for many varied reasons. Brother Mank, Teachers must have long memories, or as the Arabs say, the memory of a camel. You know, the story goes, if your Great x3000 grand father abused a camel in 4000BC, if you go to ride a camel today in the same area, and the genetical line of the camel held through the milenia, the contemporary camel will revenge upon you, carrying on a 40 century feud! ---So long is the memory of a camel! But here is another story for you. A long time ago, I met a Norwegian Girl in Burundi. Her father had been working in a multi-star Hotel in Oslo long ago, when Professor George Saitoti, then finance minister, visited that Nordic land. Saitoti and his entourage had hired the whole five or so floors with equivalent stars! But had come on a begging trip. The girls father had been appaled. In College, a professor of economics used the example to make a point about Afrika. Saitoti was as educated as anybody anywhere could get. Undeniable one of the brainiest anywhere. But there he was, a beggar living like a King! --It was not that Africans lacked intelligence nor intelligent leaders, it was just that, according to the girl according her former lecturer, African intelligence remained a powerful motor packed in the garage gathering cobwebs. And Afrika stayed stagnant. You could say Rotich is the new Saitoti is the new Kibaki. Powerful intellect gathering dust. And Kenya staying stagnant! Jubilee or no jubilee! Aaach, it is just a parable!

PS put to task over spending of donor cash A parliamentary watchdog committee has ordered the Fisheries Principal Secretary Sicily Kariuki to explain how Sh3.2 billion that the donors gave the ministry was used. The Parliamentary Accounts Committee chaired by Budalang’i MP Ababu Namwamba gave the ministry seven days to find the documents and present them to the committee as well as the National Audit Office. The PS, who was accompanied by senior officers, had appeared before the committee to answer questions on the annual report of the Auditor General on the appropriation accounts and other public accounts for the 2010/2011 financial year. Ms Kariuki promised to avail the documents which his senior officers, chief senior finance officer Rosemary Onam and senior chief finance officer Alice Gichu, seemed to be unaware of. Ms Onam said the design of the agreements signed by the National Treasury and donors had made it difficult for her office to access expenditure documents from donor funded projects in the ministry. “The donors always insist on working with the Ministry of Finance despite having projects in other areas while others decline to disclose their records,” said Ms Onam. FUNDED BY DONORS Ms Gichu noted that most of the projects had been funded by donors, including the World Bank and therefore it was hard for the department of agriculture to access the document. “This Sh3.2 billion is for various projects that have been funded by several donors but we promise to look for the required documents,” she said. Senior accountant Moses Gicheru concurred, saying he had no details how the funds were spent. In its response to queries by the Audit Office, the department of agriculture had indicated that direct payments amounting to Sh3.2 billion were not captured in the ministry’s ledger due to non-submission of expenditure by the donors. “Since appropriation in Aid relates to both payment and receipts from the donors, the expenditure of equal magnitude could not be expensed from the budget,” Ms Kariuki told the committee. However, she promised to streamline the activities at the ministry to conform to the requirements of the Audit Office. Mr Lameck Achenga of the Auditor General Office said their attempts to have the records were unsuccessful. The ministry was also put to task for using funds in areas that they had not been allocated, saying that such practices could encourage corruption. “We do not wish to encourage crossing of votes for given projects as we believe it could hide corruption. Which begs the question: what are state receptions and banquets for? How does UK sneak his takeaway steaks in? How are they kept fresh on long haul flights? Would they let him into Australia with lamb chops in his suitcase? Seen Indians get into trouble for trying to take home made curry through Melbourne.
The peculiar habits of our presidents: Moi had a full fledged medical wing at Kabarak, Kibaki loved the blandest beer on the shelf and now the digital one takes steak and fanta on state visits.

At $12 a pop, prezzo engorged himself on lamb chops and fanta on a budget of $80000 for 3 days. Which begs the question: what are state receptions and banquets for? How does UK sneak his takeaway steaks in? How are they kept fresh on long haul flights? According to the article: "Lamb chops, beef steak, fish and Fanta orange were in the travelling bags of the advance team."No doubt things work differently at the presidential level, but that wouldn't have been my first choice. Anyway, for me the big elephants in the room are members of JSC who earned $247000 each in sitting allowances alone last year. They get KSh. 80000 per sitting. Oh the cost of justice! All those vetting interviews...a cash cow. No wonder Shollei is being made to fall on her sword! All this under Mutunga's nose. You cant tell me CJ cared more about the colour of the gown than how 15 billion was to be spent. In Mutunga, I see a continuation of the legacy of failure of former civil society figures in public office. Kivutha, Koigi, Orengo etc...
Can you really blame MPIGS or teachers or doctors or.......you name it, for wanting a share of the pie?

Can you really blame MPIGS or teachers or doctors or.......you name it, for wanting a share of the pie? I say let them all want and fight for their cuts. Let each cooperate in the game of showing that the pie is limited .... definitely not large enough for anyone to get the sizes of cuts they (those commissioners, the MPigs, the president and his Vice) seem to cut themselves.
