The clamour for more money to be devolved to the counties seems to be fizzling out with each passing day,on the surface the clamour for more money seems to resonate well with the people, however, with only 16 functions devolved against 35 for National Government, the 45% of last audited revenue being asked for does not make sense, easier when you are asking than when you are in Government. The Governors "Pesa Mashinani" seems headed for the headwinds and they seem to have read the signs and are ready to negotiate with the Government on the way forward. The Okoa Kenya initiative being a political exercise seems to be steaming ahead but will meet with alot of resistance since the end-game has been read by the Government.
The caning of Raila in Kwale by member of public who was not amused by the way he was dancing may portend things to come, that it may be a very painful venture to deliver on.In the meantime, positions will keep shifting and shifting again, watch this space.

Omundustrong, I don’t know when all this dancing became the norm but it may have taken root in those heady "Unbwogable" days when we routed Moi. I for one wish it could stop. If indeed the mzee's gripe was only about the "dombolo" style and not policy then I guess he got his wish.
Pesa Mashinani does have its heart in the right place but as you note, funding must follow function. Crippling the national government whilst artificially strengthening local governments even before they have put the right structures in place, not to mention properly addressed the MCA question (the caliber of these "councilors" is still wanting and we need to raise the bar before we give them free range on billions of shillings). The national government should soften it's stance and realize that devolving funds does work in their favor in the long term. Equally the opposition should realize that "fleecing" the national coffers today may have them in a tight spot someday in the future when they form the national government.
I personally believe the best time to have a sober look at what remains a work in progress is when Nyachae's CIC will be dissolved and it provides us with its final report on successes, failures, & challenges in implementing the new constitution and invites us all, raia, Raila, & politicians generally to give our two cents on what we'd like to see happening mashinani. Until then all the rallies are as useful to politics as all the dancing that occurs there is to art...

B6K my senior, thanks for your observations. When the guy was arraigned in court yesterday for causing a breach of peace and inflicting pain,he said that Kenya was saved a long time ago and instead of the politicians eradicating poverty which was bedeviling the people, they were busy agitating for" OKOA Kenya".Now for me the caning symbolically shows the great disconnect between the politicians and the people. It clearly shows the politicians are not in sync with us.These are the same people the politicians claim to be speaking for.My prediction is that "Kiboko Mashinani" will be the order of the day for the politicians if they dont link up with the common mwananchi and agitate for issues that are close to the peoples' hearts.

I couldn't agree more. It's very ironic how the person who caned Raila epitomizes the down trodden. The 40 year "old shamba boy" (he could pass for 60!) should be the very chap Okoa Kenya is agitating for yet he took a cane to Jakom's back because he has seen through the charade. It's all about power, never about the common man in the street let alone in the dusty villages. The ruling elite (& Raila is one of them even though he's temporarily out of power) need to realize people are waking up to the shell game they front for us with all that abominable dancing & political posturing that they do.
Case in point, isn't it rather telling that Fidel Odinga's Range Rover was being driven by Robert Gichuru (son to the former KPLC doyen) while under the influence of alcohol when he killed an innocent cyclist at 6:30 PM on Sunday? These guys & their children socialize together then put up fake contests for the hoi polloi to take literally. 24 hours later Raila got the whack in the back! Karma...

Sorry for the intrusion but,
Wasn't it interesting to see how quickly Raila resorted to the money has been poured angle after his caning? He immediately blamed unseen financiers as being behind his public caning instead of sobering up to the realisation that the people on the ground are tired and see through his shenanigans. These people never learn...
On a side note, I was very happy to see that it was someone from Coast who caned him. Hehehe. My people are waking up.
