The mediocre neo-colonial elite has never bothered to instil supreme competence nor belief in the professional authority of local bodies. Sorry, even for academics, when is the last time somebody went to a local university for FURTHER studies!).
So it is not just the political elite in question here! But, I am sorry, they are the visible bosses of the land, and so the bull's eye aim they be.
Kenneth Matiba's broken leg had to be flown to London for repair;
John Michuki's common old age ailments were considered too complex for local doctors;
Lucy Kibaki --after local doctors told the truth
she was as good as gone--- was still flown out to expensively die abroad.
Raila Odinga's eye was operated in Germany, and if you ask the police off the record, you would be stunned to learn the rich of Kenya do not, unless emergency, let local doctors do their families! They fly them to
better doctors abroad!
Something wrong with the local medical faculty graduates one asks!? --Given they start internship at a salary of
50K all-inclusive, while a semi-illiterate
MCA starts at 200K plus several allowances including an interest-free car-loan of 2M; and a
MPig is a cool +2.5M/month, there could be something said about the
propensity to negligence by local doctors, perhaps in addition to a lackluster attitude borne of desperation, demotivation and dejection.

THE POLICE FORCE LAUGHS BACK!
Officially, the police force appears to be a citadel of incompetence. The tongue of their official spokesman had barely stopped wagging on the circumstances of Juma's execution, than the gathered press core burst into ridicule and laughter. The Police has since changed stories several times, as more facts
come in of course. Extra-judicial killings are not that unique in Kenya. Unique would be if the Kenyan police officially solved one! ('officially' I stressed!)

another plausible explanation to this apparently sickening and negligent incompetence, one which saw the police trample upon the crime scene like they were
deliberately destroying essential clues.
Many a competent man operating in a broken system soon learns to never bother. And if the pay too is unfair, that becomes a
double alibi to do only sh!t at work. It is therefore not that the Kenya police detective do not know the
first rule is to seal off the crime scene and painfully, meticulously without contamination, do a thorough forensic of the crime scene. That is ABC, you do not have to be a cop, let alone a practicing homicide detective to know that a crime scene stays undisturbed until the forensics are through. The meat in the bone is therefore why Kenya Police do not bother with such niceties as sealing a crime scene.
Forensics need
compliant laboratories. Compliant is like 'technically adequate'.
Last time the Police Force commissioned a state of the art Laboratory it became a scandal. The Kenya Police were not involved, no, it was Harvard graduates and Oxfordians who populate the Higher Echelons of state who derailed the 'compliance'! Some Kenyans may have had business to do at police stations. They may have noticed but hopefully not surprised at the policemen asking them for
'credit', pen, paper and other 'technical facilitation!' Like transport to the scene of the crime!
When those at the top steal with such impunity and go unpunished, why do we expect the lower ranks to do their best!? Are they not only human like the rest of us?
I therefore do not think the carelessness displayed by the detectives at the alleged scene of Jacob Juma's murder is a mark of incompetence. I think it is an
I DON'T FWACKING CARE NO SH1T!. ---IT IS Just like the
structural engineers who inspected and
certified habitable, the collapsing buildings of Nairobi. They of course technically knew the six-storeys were mud-houses waiting to crumble in the forecasted El-Ninhno. They just did not care!
Neither did the people living there themselves care! -otherwise why pay rent for a death trap!?
The system sustains and has ingrained that behaviour as the normal. Competent people ever displaying incompetence.
The police and relevant detectives -like other Kenyans--- are better off concentrating on other money-generating activities than their non-earning jobs. That is the priority, money money money, not just Kiganjo curriculum priority, but Harvard business priority too. --I mean this is a country where bank directors on the inside, loan themselves, their families and their cronies all the banks money without collateral.
Then the banks go under, ruining the lives of thriving business people across the land, only for the thieves to use the law to escape Scot free! That kind of top
'work ethic' is noticed at the bottom. Also noticed at the bottom, is the nefarious web of top corruption which ensures such top white collar criminals escape. --No state of the art forensic laboratory for the police, no culprit indicted, a decade later.
The Kenya police are said to be the most corrupt state institution. But there is another thing
for sure: the police force is the most informed organ of state of just how corrupt the whole state machinery is. That is natural. The police are everywhere, like hair on a body. There is nowhere for instance, where the intelligence service can make a moonlighting run without the police knowing. Undercover or not, the police will 'unofficially' know.
I suspect the ranks of the Kenya police
already 'unofficially' know those who killed Jacob Juma. Perhaps they even knew ahead of the hit. This too could explain their total lack of professionalism in handling the investigation.
The people lower down the food chain have better things to spend their time on than in ritual farce. For them, life is a daily struggle with the harsh reality of poverty, and they do not have the financial reserves of the top people,
which can allow them to participate in comical investigations whose results are already known. Frontline soldiers do tire of the pantomime of office politics up the sky, and then show it. They can not always pretend, keep up useless appearances, going through the motions for public relations exercises.
One must be very rich to have a lot of that time to waste. Or one must be highly paid to do nothing and thus is fain to show cause. Or one must be a born idler, unemployed forever. And, howbeit, there is the
ruthless cynicism of the foot soldier too:
If Jacob Juma was that rich and feared for his life, he could have spent more of his money on his safety. He could have hired two or more ex KDF who beat the sh!t out of Shabaab all the way to Kismayo, or, lacking confidence in locals like all them elite bros, imported former SAS (James Bond like graduates of the IRA killer-hunting school) to be his body guards.
These days I like to remind I am just kidding!
