Kibaki, please wake up and smell the coffee.
Mwai Kibaki must be told... and we shall tell him.
Every Kenyan is free to hold a position on the constitution. That is a sovereign and inalienable right. It is only second to the right to life. There should be no such thing as a government position on the constitutional content because the government is itself created by the constitution. It is the people individually and severally who must have positions and views.
Conscience cannot be a matter of collective responsibility. It cannot be the subject of cabinet decisions.
A few months ago Kibaki was taking some people into court for putting public money in shaky banks. Their defence was they were just following presidential orders. And we all agreed that it was no defence at all. You cannot obey illegal orders. We cannot allow a president to order us into hell.
Now Kibaki is asking ministers to ‘toe the line’ in a matter that is not within his jurisdiction. Should they sell their rights to vote according to their conscience and conviction wishes in exchange for cabinet seats and a constitution they do not believe in?
Mr Kibaki, where did this ridiculous, illegal idea of using the head of public service for partisan political errands come from? Who sent Muthaura to Kalonzo Musyoka and others? This is misuse of public funds and constitutes abuse of office under the Officer Ethics Act.
What about Permanent secretaries, PC’s, DC’s, DO’s, Chiefs, employees of ministries and public corporations? Should they wait for that phone call or circular from Ambassador Muthaura before deciding how to vote at the referendum? Will government planes, choppers, lorries, vehicles, bicycles, office supplies, phones, radios and radio stations be mobilised for the ‘yes’ vote? We are aware of government employees facilitating meetings with church and political leaders to push for the yes campaign.
Hello? Muthaura is the head of Public Services and not head of Political Services.
This incredible subterfuge and use of public resources to support political agendas must stop. We have not commented on the recent trip seeking funds from China to campaign for a yes vote lakini spare us ujinga and leave our public resources alone.
