In the game of Uhuru Kenyatta (MoF) Vs James Orengo (MoL), something is not adding up. In the mix is the poor of Mau, living in the cold and unsettled. Has Uhuru released the Mau resettlement money for the purchase of alternative land? Has Orengo received any money for this project? Who is fooling Kenyans and why?

Franklin Bett has just ably informed the Public on TV (Citizen @ 1) that Uhuru has admitted that he is holding on to Shillings 1B meant to resettle the Mau invitees.
The PM recently said that the reason IDP's were being resettled selectively was because there was political ploy that is meant to fight him at all costs.
Uhuru has not given any solid reason as to why he has been holding on to that money.

That is not what I've been hearing on vernacular radio. Those who own our ears have been saying that Orengo HAS BEEN GIVEN the money but he was sitting on it. I guess someone wishes that these poor fellows live there until a snap election were called so that they (and their plight no doubt) can be fodder for their bids. Just when will politicians stop playing games with peoples' lives?

Kaburwo All I wrote is what I heard Uhuru say over the weekend in response to the allegation by Raila that treasury is sitting on the money. Actually the people playing with lives are those who should have found the land before claiming the money is being held back!

IDPs are their own worst enemies.
Come election time, they need to rise above ethnic considerations and vote for a government and/or candidates they believe will provide sustainable solutions for their own displament.
Unfortunately, records show that IDPs tend to vote along ethnic lines and for that reason have denied themselves the benefit of having a government and leadership that will bring about permanent resettlement for them and their children.
It is so simple.

Just as Kamale has told you, money has already been allocated for this purpose and the ministry of lands has been tasked with identification of land for that purpose, which Orengo is yet to do. It therefore follows logically that its Orengo who is sitting on the money, for failure to do his job. And may I ask a simple question, why did the PM find it so logical to evict these poor Kenyans from their homes without a concrete plan of where they were going next?

Documents seen by Nation reveal that Treasury is yet to respond to a letter written by the Ministry of Lands last November asking for the funds to resettle 6116 families evicted from the Mau, Chepyuk and Embobut forests. The letter signed by Lands Permanent Secretary Dorothy Angote to her Treasury counterpart Joseph Kinyua gives a breakdown of amounts required to purchase land in various parts of the country with a view to resettling the three groups of squatters. According to the available figures, each family will be entitled to 2.5 acres with families evicted from the Mau complex requiring Sh1.5 billion for resettlement, those from Embobut Sh1.6 billion while those for Chepyuk Sh196 million.

Thanks for keeping the fire burning on this. As we all know parochial politics took centre stage in the settlement of IDPs. In the mau case the decision by Uhuru with the tacit support of Ruto and his camp had three components.
1. Make the IDPs suffer visibly as much as possible to be used as testimony of how Raila is a cruel man who has turned against those who voted for him. What is really cruel is using the suffering of Kenyans as a live political ad.
2. Make sure that everything is done to show that it is Kibaki, Uhuru and Ruto who are concerned about the Mau IDPs and the ODM doesn't care. That is how they came up with the lie that the Minister of lands is sitting on money and has refused to buy land. Turns out that was a naked lie being exposed.
3. Turn the entire IDP issue into political football for 2012.
Those really are the problems we are dealing with here and the poor IDPs are just tools to a political end.
Now I found this very interesting:
"Mr Orengo confirmed that Treasury had earlier released Sh2.9 bion for the resettlement of post election violence victims but added that the monies were being administered by the Settlement Fund Trustees chaired by Mr Kenyatta.
The money was exclusively for the resettlement of the victims of post election violence."
It is funny that when it came to the PEV IDPs, the Ministry of lands was not required to participate as in saw me the land I will saw you the money. In the PEV IDPs case Uhuru formed the Settlement Fund Trustees of which he is the Chairman to administer the moneys allocated by the same Uhuru.
In other words these are Uhuru's own IDPs and he deals with them. In the case of the Mau IDPS that is Orengo's problem and Uhuru's job is to ensure no money is available for them while lying publicly that Orengo is sitting on the money. I mean even political games should have limits.
In politics though things can get dicey. Here we have Uhuru and Ruto minting their Kikuyu Kalenjin alliance and dining in high places yet when it comes to the settlement of IDPs one group of IDPs is been set against the other. It is a matter of the favourite child and the stray one. How does this political math add up?
As for Orengo, I think he should be more forceful. How long has he known that Uhuru did not allocate any money for the Mau IDPs? Why has he been quiet until now? Does he expect people like Uhuru to respect quiet negotiations and action? They don't. You have to scream and yell for them to hear you. We need Orengo to get on the roof tops and scream about this matter until it is resolved.
Today I read a piece about thousands of the Mau IDPs making it clear that this planting season, if they don't get settled they will go back to the forest and farm no matter what. Who can blame them?

The money was used exclusively for the resettlement of the victims of post election violence While Raila's intended objectives (reclaim forest, plant trees, resettle IDPs) was excellent, he couldn't execute this without cooperation from the PNU side of coalition. They led him onto a fiasco -that's just the plain fact. These are the results of a bitterly divided coalition government where subterfuge, witch hunt, back-stabbing, sabotage and back-bitting are hallmarks. This is a case where the Uhuru-Ruto propaganda machine has flogged Raila into a pulp, after Kibaki left him (Raila) hanging high and dry on the forest conservation effort. I seriously doubt Raila saw this political gamesmanship coming. This is one battle (of many in the war) that he long lost. A national forest conservation effort that is supposed to benefit the entire country has succumbed to the mud-slinging KKk politics of retrogression, tribalism, and grid-lock. The Status Quo of forest grabbing, illegal encroachment and degradation has prevailed. That's typical Kenya since independence...rather than developing and growing forwards, we're always rolling on the downward slope.
It will take a miracle to convince the ordinary folks that he actually had the background plan to have them resettled (with Title Deed to boot).
Raila assumed he would reclaim the forest, set off a model afforestation program, then come to the rescue of the evictees with bonus resettlement, while the big fish evictees faced conundrum in compensation. But lo! The fairytale turned into his albatross simply because he fell for the same same trap yet again - trusting Kibaki! Raila's attempts to now see the IDPs resettled will be stone-walled just to ensure the blame (original eviction) remains on him (Raila). And Ruto will keep reminding evictees that it is actually Raila who ordered them evicted..while Uhuru and Kibaki (Treasury) deliberately sit on the funds I can hereby predict that both Uhuru and Ruto are willing to have these Mau IDPs suffer longer to score their political point. That's how caring these leaders are! By the way, just like the Mau case, Uhuru will similarly not release funds for Embobut forest resettlement, and the Chebyuk forest resettlement...all in a bid to blame it collectively on Raila. It's all propaganda warfare but everyone knows who the real loser is. looks like we posted almost at the same time Adongo.

Selective resettlement, yaani ukabila, is the wrong way of doing things. How will the second K in the KKK alliance be expected to continue supporting the first K if this is how Uhuru is treating their people?
I wonder if ODM will capitalize on this matter… you know, make it front page news for the next few weeks… the intention being to drive a wedge between the first and second K. That would be a great rehearsal in anticipation of the upcoming revelations in the ICC trials.
The way I see it, the undressing of the true Uhuru and true Ruto will be the last nail on the KKK coffin. Woe unto those, like Balala and Wamalwa, who are currently clamoring to appear at rallies with Ruto. When the details of his panga and grenade buying missions are finally revealed, even his own mother will disown him.

When Franklin Bett congratulates Uhuru for declaring that there is money, very little is done by Orengo's ministry in obtaining the land and when he goes to Taita and tells them no IDPs/Evacuees will be settled in Taita by the government, he is only playing politics to pre-empt the Kenyattas from selling land to the government. But he still does not get the land from elsewhere and those in places like Nyandarua or Nyeri who have land to sell, the ministry is not even taking up offers which should beg the question why the ministry has not bought land all this time!
It can only be driven by present day "let us save Raila" politics that noise is being made!

What propaganda? Mau IDPs are not PEV IDPs, but people who were strategically and by choice and design thrown out of their homes by none other than Raila Odinga and James Orengo. They should carry that cross to their political graves and you can follow them there if you want to, it is your choice. How many times did we tell Raila and Orengo to first identify and buy land for this people before throwing them out? Did he listen? Did he have a plan for them? As his children sleep in air-conditioned homes in Karen and Runda, these peasants' children are sleeping on the roadsides in Mau as if they never had enough problems before. Meanwhile Kiptagich is still running and ever expanding, what does that tell you?

He is seeking authority from Treasury to divert that money to resettle Mau evictees. We have in the past been told that money had already been allocated for that purpose but it is now emerging that it was never. In my opinion, the settlers were not evicted by Raila, as suggested elsewhere herein, but by the Kenya Government.
