A lot has been said about the tribalism of Kibaki and his government and detailed lists given of posts held by his tribesmates! The problem with these as I have said is that people constantly see tribe first even before competence!

Now Mzalendo Kibunja has laid out the statistics and they are quite telling:

The Kikuyu lead the pack with 22.3 per cent of all civil service jobs, followed by the Kalenjin (16.7 per cent), Luhya (11.3 per cent), Kamba (9.7 per cent), Luo (9.0 per cent) and Kisii (6.8 per cent).


So is the figure of 22.3% representative of the population of kikuyus? They represent 17.16%

But in the condemnation of Kibaki, several details are constantly and conveniently forgotten! Here is a minute detail:

Honestly speaking, Kamalet, you come out sounding very stupid at times. The PMs office may be dominated by Luos, but it is just an office. It is the same way the OP may be dominated by Kikuyus or even Nyerians for that matter, but it is just an office. What matters most is the overall picture of the whole civil service. When you look at that, it is not pretty to you, no wonder you decide to concentrate on an office that employes <200 or so people in a civil service that employes hundreds of thousands. If you really care about details, break down for us office by office, dept by dept and you will be shocked that statistics have a way of telling the truth. You will realize that for every office or dept dominated by Luos, 3 or more are dominated by Kikuyus. Then your argument will simply fall flat.

It is vague, generalized and meaningless. We do don't even know how Kibunja determined who was a Luo, a Kikuyu or a Rendile. We not need generalized nonsense from Kibunja. Kenyans must demand the full audit and the complete report with a complete breakdown of all servants in every office and every department. Since he has already collected all the audit that should not be a problem.

I will bet my last penny that Kibunja has not done any audit. He most likely has perused lists here and there and asked civil servants to give him some numbers then he runs around to produce a half baked piece of nonsense. This kind of shoddy work ends up promoting tribalism and not addressing it.

Then he was challenged to do a complete audit on all public servants. Now he comes up with this joke of a report. he must think Kenyans are fools.

We want the whole report deparment by department, parastatal by parastatal so we can judge by ourselves. Stop fooling around with Kenyans. This Cohesion Comission is a heap of dung just like the TJRC. May be they should stick to being speech police. Bure kabisa.

Thing is we need to see a breakdown of these statistics. What is it that he is hiding by generalizations?

NAIROBI, Kenya, Apr 6 - An audit by the National Cohesion and Integration Commission (NCIC) has revealed that ethnicity is still prevalent in government jobs three years after the National Cohesion and Integration Act came into effect.

According to the study, the Kikuyu, Kalenjin, Luo, Luhya, Kamba, Meru and Kisiis take up 70 percent of all government jobs.

NCIC chairman Mzalendo Kibunjia said on Wednesday that some 20 minority communities have less than one percent presence in public employment.

“Six communities’ share of civil service jobs exceeds their population size by between one and four percentage points. Another five communities are under represented by similar margins,” he stated.

“Up to eight government departments are in clear breach of the law because more than 33 percent of their staff are from one ethnic community. Another seven communities are close to breaching the law because they each have numbers of one ethnic community holding thirty percent of jobs,” he said.

The National Cohesion and Integration Act stipulates that not more than one-third of employees in any government department should be from one ethnic community.

"This Act makes discrimination on the basis of ethnic or racial grounds a criminal offence. It bars comparison of persons of different ethnic groups and makes it is illegal to harass another person based on his race or ethnicity,” he said.

He is recommending that administrative action be taken to ensure that all appointments are not more than a third from one community in ministries and other departments.

“We are also suggesting that the relevant law should require that once every quarter, the Head of Public Service should make a report on ethnic composition of civil service or whenever a wave of employment occurs,” he pointed out.

He stressed the need for regular reviews of how each ministry and department was addressing the problem of ethnic inequality and that performance contracts should include entrenching diversity as a major indicator of performance.

He said there was need to accelerate affirmative action to build the human capital stock in areas which have historically been marginalised.

Mr Kibunjia observed that the statistics painted a bleak picture of the civil service since they point to a crisis of ethnic exclusion.

He said that it indicts the country’s leadership system and emphasised the need to strengthen institutions.

He pointed out that the composition of the civil service was important not only because it is the face of the government, but also because the jobs are an important source of income for many people.

He stated that the skewed composition of the civil service not only distorts incomes but excludes large populations from driving policy about things that matter to them.

“Kenya must not allow itself to operate an informal apartheid system that could perpetuate an inter-generational transmission of inequality. We must not shy away from a candid debate of the issues because in it shall be found the solutions of our problems,” he said.

“In future, we hope that diversity can become a criteria for qualifying how money from the Equalisation Fund as well as allocations to the county governments should be portioned out.”

Let the National Cohesion and Integration Commission (NCIC)
post that report on their website.

That will be the baseline. Every 3 to 6 months let them up date it and up date the infor on the web.

Kibunja should cut the crap. This deceit and fraud by the so called Ethnic Cohesion Commission is unacceptable. We need the departmental breakdown because the devil lies in the details. For instance, the preponderance of lower cadre Kalenjin in the Police and Prisons doesn't mean the Kalenjin are necessarily over-represented in the civil service.



Kibunja is trying to spread blame to encompass both Moi and Kibaki. Why not let the light shine upon Kibaki's unprecedented, super-tribalistic record of Kikuyunizing the civil service - especially top positions.

Now, why I'm I not entirely surprised by these statistics? We all know Kibaki and Moi are cold hearted old tribalists who are allergic to change. So what if the office of the president is dominated by Gema tribes? Big deal! It's like expecting the grass to be blue. But I must admit I cringed when I saw Prime Minister's office is dominated by brothers and sisters from the lake. That will make the headlines from this report, nothing else will matter. We are talking about a reformist democrat here, not the aloof I Have Only One Wife Mwai. Some people demand the truth, but when given, they can't seem to handle it. I must say the Rt Hon PM has greatly disappointed many of his admirers. Doubt he will ever have the guts to condemn tribalism from today. What they can do, I can do better!

We want the whole report deparment by department, parastatal by parastatal so we can judge by ourselves. Stop fooling around with Kenyans. This Cohesion Comission is a heap of dung just like the TJRC. May be they should stick to being speech police. Bure kabisa.

Actually, this is more or less nonsense. He explains (part of) his method here:

Some time last year, we began to audit how public entities were complying with this requirement. We analysed the Integrated Personnel and Payroll Data System for March 2010 against the population census report of 2009, as well as other official documents.

Further, ethnic identity was probably determined in the usual way: by district of birth of the respondent, or district of birth of father or mother where the respondents were born in Nairobi, Coast or Rift.

The survey results broadly match the findings of other scholars (such as Karuti Kanyinga) whose reports have previously found favour on Jukwaa.

Let the National Cohesion and Integration Commission (NCIC)
post that report on their website.

That will be the baseline. Every 3 to 6 months let them up date it and up date the infor on the web.

I would have thought that Job's findings were of sufficient quality to sastisy your thirst for statistics. Evidently not. (But if you don't believe your own propaganda, who will?)

In any case, there's a nice study by Karuti Kanyinga which has been mentioned on Jukwaa a few times, and to which I may have posted a link. It has a departmental breakdown, as well as some historical comparison. I may, still, have it somewhere.

Please don't just throw words like pathetic and your usual insults. We heard enough of that. First of all you claimed to give a link to the method used by Kibunja to prepare his report. I checked the link and it is just kibunja giving his story.

We simply need a break down of departments which is what job has done and it looks awful. We have most key ministries and departments some with 90% and others 100% of all senoir staff from one community. Predictably as Kikuyu wannabe you have nothing to say about that. Talk about pathetic.

Kibunja needs to breakdown his data if he has any and produce a credible report. We also need to see who is really running things in terms of decision making, policy development, executive authority.

Take gender balance for example, for those obsessed with tribes. If we have a department with ten males in management roles and ten women as office messengers, it is a fraud to compare those numbers and say there is gender balance in that department. Analyzing that and having a credible method to discern that is what we need, not vague useless numbers from this fraud called Kibunja. He needs to do a professional job.

In fact it is amazing that Kibunja did not even bother to factor in issues of gender discrimination. I did not that his commission was solely formed to look at tribes and no other aspects of nation cohesion. There is a reason it is not called the Commission for Tribal Cohesion.

I think we should ask a breakdown of staff names in the PM's office as well. Otherwise spare us your usual antics. Let's just talk about the job Kibunja has done or pretended to do. It is very shoddy.

statistics or rather numbers such as these are totally misleading without comprehensive notes and therefore provide inconclusive information for processing

save for defence and security, it does not hurt to publish actual detail including names, designation and stations of civil servants. these are public servants and not some shadowy cult

secondly if statistical summaries are to be provided they should include many permutations such as dates of employment, ages etc

the public should know if certain periods demonstrate mass exodus or influx / exclusion or inclusion of certain communities, gender, physically challenged, minorities etc. this should not be a witch hunt but a means to enable a newly composed PSC plan better so that if there is need for affirmative action, then its all clear

unless all the details are put clearly in the open then sadly career employees are bundled together with beneficiaries of corrupt and tribal appointees which leaves a bitter taste for everyone

kibunja and his team are incompetent and playing strategic mind-games with the public, choosing various platforms to issue politically correct statements with appeal for that time frame/audience - exactly what ringera was doing with KACC

This man Kibunja Mzalendo needs to do Kenya a serious favour.

His commission seems to do loopsided piecemeal work.

I have not seen anything comprehensive from this commission out of their own initiative. They have to be pointed to a direction. Always firefighting. That is their curse.

I have a knack that the efforts by Miguna Miguna and the ripple effects of the list that job has posted here on Jukwaa on more than one occasion could have stirred the NCIC to act.

Unfortunately NCIC did not broaden their audit to include other crucial aspects of their national cohesion mandate such as gender. Adongo pointed this out here. Now that Adongo has faulted NCIC on this front, I would not be surprised to see NCIC’s belated response on this matter. Talk of a reactive rather than a proactive commission.

NCIC should have taken a cue when the illegal Kibaki nominations were challenged in Court on the basis of gender.

Gender activists should pick an issue with this biased audit and must take this commission to task over gender discrimination in civil service jobs.

Surely Standard Media, since when did 21% become majority?

A simple analysis tells me that if Kikuyu and Luo make up 42% of employees at the PM's office, how can Raila, a Luo, be accused of tribalism and ethnicity? Exactly who are the balance 58%, Arabs?

Raila's own driver and gardener all the way to the PS are not Luo. There may be some Luo staff in there, but does that mean Luos are 2nd class citizens not worthy of serving in the PM's office.

If 21% is majority, so what precisely is Kibaki's 99%? This is horrific tribalism by Kibaki, ati 361 of 373 are Agikuyu, not even GEMA???
