I have previously written on this topic and had the view that in providing for two houses and not clearly defining the roles of each, the drafters of the constitution made a grave mistake that keeps haunting us.If the model we adopted was meant to make Senate the higher house and Parliament the lower house this did not come out clearly from the roles that were assigned to each.The duty of Senate is to represent the counties and serves to protect the interests of the counties and their governments. This is as per Article 96 of the constitution.All the other legislative functions have been vested in Parliament.This makes parliament more powerful and subordinates senate to parliament.In view of the above my argument has been that we dont need the houses forever being at each others throats like spoilt brats.We either dissolve one and remain with the other or define clear roles for each.
A case in point is the allocation of revenue to the counties where the two houses are reading from different scripts and one house even goes ahead to slash the budgets of Judiciary,SRC,And Senate unilaterally,this spells doom for devolution.Parliament seems to wield alot of unchecked powers that makes it misuse some of the duties it is tasked with.Who will check a rabid Parliament?Iam sorry if i may have duplicated this thread because of my long absence from the forum.
