The principals are shedding the appointees who have not toed political lines. This is the time that loyalty counts over merit.
On the ODM side the pentagon as we knew it.....is gone. Balala had been for long a reluctant nuisance. And an example is being made of him for others like him to make an early stand. He is now free to find his voice but first he needs to find a home, an uphill task in the current scenario. Wapwani may not buy into the prayer rally charade even if he joined it.
On the PNU side it is a realignment borne of ICC necessities.
Wamalwa will wobble into the legal affairs docket to find a good friend in Githu.... erstwhile the sole the judicial spanner boy for the Ocampo 2- saying 4 is a misnomer. It will be a tough one, challenging facts with half baked arguments and innuendo is never easy. And the 2 are not exactly the sharpest tools in the tool box. They can now jointly panel beat the anti ICC crusade bus.
Thankfully it is the last days of this handpicking chess game with cabinet seats, the constitution has done away with it.

On second thougts, I believe Wamalwa is an "excellent" choice for that position: He is likely to bungle things in a way that will make matters worse for the Ocampo 4.

Thanks to the new constitution this cabinet reshuffles will cease to exist...all this reshuffle shows is who has been ‘good’ and who has been ‘bad’ to the powers that be nothing at all to do with how well they ran their ministries....

My reading is that Wamalwa and Mutula were not towing the Kibaki line just like Balala was not. But Kibaki opted to keep them in cabinet rather than sack them whilst his partner thought it best to just sack Balala and get a new face.
Whilst Kibaki had 2 kikuyus to replace for Uhuru and Michuki, he gave up one post to the Luhyias to increase their presence in cabinet and only gave Jamleck a post. In essence it is like Uhuru gave up his position of a cabinet portfolio to Eugene and at the end of the day the PNU side of government has one more person in a new 35 member cabinet as Uhuru is still a substantive member of the cabinet (even without a portfolio)
So whoever suggested that Raila should out Mudavadi may have a point by taking away the portfolio from him to give another crony a ministerial flag!
Looking at the changes, Kenya is the loser as the dismissal of Balala from Tourism is a hard hit for a one that worked very hard as is the loss of Mutula at Justice where he perhaps served the Kibaki government better than Kibaki will ever know! So on these two, Kibaki and Raila come out as real fools!

Besides his tirades over the ICC and ofcourse his immature decision to work with those who condone impunity, Eugene is a very intelligent lawyer..in the days of A' levels, he got 6 points. So, he will not bungle things at all..if anything, he will work meticulously to see that his "BOSS" gets the best out of ICC. Notwithstanding, it is really sad and disappointing - I mean the road Eugene has chosen to travel politically.

Did you mean O' levels exam? Well, let me remind you that getting six distinction 1 at O level has never translated to mean one is intelligent in life. Cramming for an exam and living life intelligently are two separate things, so far Eugene Wamalwa has been been a living disaster as far as the choices he has made in life. He just look foolish even when he walks, and the company he chooses to walk with is even worse. From being associated with the drug trade in the country to finding comfort in the company of mass murderers and impunity barons, where else will Eugene acquire this anticipated wisdom from? I thought they said the company you keep define ones character and for me, i don't consider Eugene Wamalwa as a cabinet material let alone a politician worth listening to.

I read Job’s comments with interest. My 50 cents:
1. It is correct to say that effectively, PNU now has more ministries than ODM contrary to the NARA, which calls for ‘portfolio balance’ and distribution according to party strength. This is by reason of Uhuru Kenyatta retaining the ‘Deputy Prime Ministers’ position…. a ministerial position without portfolio but a minister nonetheless. Perhaps this state of affairs should be allowed to continue. It will be a continuing contradiction and embarrassed as the ICC case unfolds. As a taxpayer, I am keen to know for what services is Uhuru being paid as DPM every month?
2. Raila was only responsible for the change in ODM side of things. The reasons for that change are self-evident.
3. We should assume that Uhuru Kenyatta and NOT Mwai Kibaki is effectively running the government.
4. The whole reshuffle was an ICC defense strategy. The next elections and the PEV impunity are now morphed for the G7. The culprits are preparing for the possibility of non cooperation with ICC. There will also be a massive diplomatic and legal offensive in the coming days and weeks. The last few weeks have showed us what to expect. Watch this space.
5. On the face of it, the selection of Eugene Wamalwa may appear like victory but it is likely to prove pyrrhic. He is not very smart. He is also inexperienced. He is a virtual nobody in legal circles. He will likely be reliant on civil servants, the AG or other shadowy advisors and might make all manner of mistakes. Ultimately he will have to pronounce himself on issues related to corruption, impunity, PEV, ICC etc. He will need to make tough statements based on law. If he, on the other hand, thinks through G7 lenses, then he is doomed as he begins to clash with CIC, CIOC, Judiciary etc. Other than the political calculations, the selection of Eugene (and jamleck kamau, and njeru githae) shows just how shallow the depth of talent available in PNU is. These are junior politicians and intellectual lightweights with weak oration and no political skills.
6. The appointment of Eugene is also a political response to the political activation of Mudavadi which had snuffed out the propping of Eugene as an alternative in Western Kenya. A complex game is being played here. We must take a careful look at Mudavadi. He is not necessarily a PNU project.
7. Wetangula made the mistake of saying his options were open for the next elections. He was also not very keen on using the foreign ministry to lobby for the ICC defendants. He has been warned.

Guys it's only for a brief period, the elections are are with us, those realignments, particularly the appointment of E.Wamalwa to replace M.Kilonzo clearly exposes the determination and the extent the forces of impunity will go to protect their interests.
The world is watching, this kind of reaction is typical of " final kicks of a dying horse" desperate for survival, it's meant to protect "one of our own"
Our poor brother from western, a .45 special is pointing at the back of his head, the Mafioso message is clear " you want to be part of us"? then prove yourself!! do the dirty work, subvert justice!
This is definitely a WRONG MOVE!
It's also a thunderous SLAP on the face on VP kalonzo Musyoka and the Kamba people. In essence they have done what the VP could NOT or was reluctant to do i.e. Squash the nuisance gnut by making him voiceless and toothless in the Education ministry.
Here is the Good News.. ITS FOR A SHORT TIME AND TWO IT WILL BACKFIRE....

Is itot strange how Mutula suddenly becomes an important person on the constitution but the moment he is seen as a Kalonzo lieutenant and at that time becomes the enemy of the people.....!
As regards Job's comment about lack of depth, has he looked at what lies in ODM...Replacing Professor Simbili with who?

Besides, I have been looking for what the ODM geniuses have done for the Kenyan people in the last four years and got very disappointed. Start with the professor at the ministry of health, the Daktari at the ministry of youth and sports and end with the principal at BP house. It is all tittles and nothing to show for them. Did someone say we can actually cram for exams and achieve highly?

CABINET RESHUFFLE: Balala sacked, Eugene Wamalwa (Justice), Ongeri (Foreign Affairs), Mutula (Edu), Mwazo (Tourism), Wetangula (Trade), Githae (Finance), Mwakwere (Env), Jamleck Kamau (Nrb). President Mwai Kibaki Has Once Again Flipped Kenyans The Middle Finger, omwenga.com/2012/03/26/president-mwai-kibaki-once-again-flips-kenyans-the-middle-finger/... By appointing Eugine Wamalwa, the errand boy among the so-called G7 as Minister for Constitutional, National Cohesion and Constitutional Affairs, President Mwai Kibaki has once again flipped Kenyans the middle finger. In essence, Kibaki is telling Kenyans I may not have you pending over with your hands on your toes as I did in 2007 but I am going to screw you the next best way I know how and that is by making these appointment that makes no sense to most of you and I know you know doing so is clearly not in the interest of the country but I do so with delight because I know there is nothing you can do about it. He may be right; in fact, he is right. There is nothing even as a beep from anyone about this strange and in your face appointment other than from a few astonished netters expressing their disgust on these fora including yours truly. It is reported Prime Minister Raila Odinga was consulted on the reshuffle but there is nothing even he could say or do to stop Kibaki from doing what he has done with this appointment, given the portfolio falls on the 3/4 side of his loaf. Here is some news for the president, though: If by appointing Wamalwa his intention is to bolster G7 and vicariously implement their agenda and schemes through the ministry of Justuce, Kibaki may be in for a rude shock in that no one would be more watched and every move scrutinized and brought to fore than Wamalwa and, more importantly, no single person or group of persons are ever again going to flagrantly thwart the will of the people ever again if the people have anything to say about it and they do. As for demoting Mutula Kilonzo, this is more so the president flipping Musyoka the middle finger than anything else and I am unaware of anyone who would feel sorry for Musyoka about that, even though Kilonzo has suddenly found himself the hapless one in this whole saga whichever way one looks at it. Musyoka’s stock has been barreling south from the south it has been teetering since his disgraceful day he betrayed our nation with his selfish and reckless rush to legitimize Kibaki’s stolen presidency anymore drop will find him totally useless and irrelevant. The irony of it is it may be its only Raila who can now save Musyoka from total anihilation from the political scene.

Lakini jameni, he should have been replaced with a fellow Muslim balala said that he quit ODM. he should ask his new party to sponsor him back to cabinet office else he quits and waits to be selected as cabinet secretary under the new dispensation.

...Look at all the people shedding crocodile tears over the sacking of Balala...all of them are G-7 (G-1 + Gullible 6), pretending to mourn the great loss of a good minister... ;D Raila is not the appointing authority, remember...? This is a political appointment and the appointing authority can dish it out to whoever they please... Anyway, Balala has been daring ODM to fire or sack him for the last 3 years or so...parading groups of crooks as the next government, participating in and attending the launching of many political outfits to oppose ODM, refusing to attend party functions, attacking ODM at every opportunity, etc... He is just like Ruto except that he has no political base to rely on to launch or take over briefcase political parties...kwisha yeye.... Yet look at how Raila has come to Balala's rescue after he had been defeated during party nominations...! Thanks less Balala... Let him now lay on his bed, he made it himself... You would think tourists come to Kenya to see Balala from some comments here, yeah right... Now that he is gone the tourists will stay away, yeah right... Besides, the tourists can stay away if they want to, we now have petro-dollars to worry about....

Everyone keep saying Raila is not the appointing authority, if the National Accord, says Raila has the other half of bread, he only has to pass the names to Baba lucy, for him to announce. RAO is the appointing authority, nusu mkate ni wake, and this still shows you, he is still a politician, not a statesman. It is all about election, if you are not supporting me, ka kando, lakini Balala ana mweleza TUTAJIBU wakiwa na Baba Ngida....

okhunyanyeYou said; "oh no, he didn't do that. or did he?" Read more: jukwaa.proboards.com/index.cgi?board=general&action=display&thread=6757&page=3#ixzz1qHYAbPoaThat picture with Balala won't fly. You need to take it down. Homophobia will not justify any opposition you have against anyone. Also, a few days ago RR wrote something and I paraphrase here, we know what you do at night talking about Uhuru. I took note but forgot to go back and take him to task for it. It's cheap to hit at people because of their alleged sexual orientation. Mind your own sexual orientation and stay out of other people bedrooms. Sexual orientation as does gender, race, gender identity, have nothing to do with a persons goodness or lack thereof. You didn't choose which sexual orientation you are and neither does anyone else.

Kibaki’s legacy is already uncertain and it appears he is determined to leave it in shambles by the time he exits in March next year. Actually it isn’t far fetch to visualize masses throwing mud at him at “Uhuru Park Exit Rally’ as they did to his predecessor 10 years ago. By appointing a greenhorn Wamalwa minister for justice, he has effectively disrupted focus of a ministry which could arguably pass as the best performing in terms of driving reforms. Like Moi before him, he has demonstrated that he doesn’t care about the welfare of people as long as his personal political needs are met.
At this point I feel like breaking into the ‘ BADO MAPAMBANO’ song.
