it is not lost to those of us with interest in uganda and who frequent our eastern neighbour that the centre is increasingly loosening to the man who ought to be at the apogee of his political career.museveni is the longest serving ruler in the region, a distinction that also makes him the oldest and most experienced(as he wont to floss)power player in the region.
and whats more? museveni happens to be the chairman of two strategic regional bodies:(comesa and east african community)- that brings together 500 million people and 20 economies in the continent.his wife and mother of the his powerful son, gen muhoozi, is also an elected politician.
the siasa moto moto bit is that the leader of oil rich nation,buffeted by corruption and political repression, must hand over power in a couple of years time yet some of his most cherish dreams are increasingly a mirage. first he has made the strategic mistake that is common with expansionist ideologues like the historical hitler who rued the day he defied his general warning on the russian winter.
we are talking about the legendary military strategist and suave political power player who would grab migingo and get away with it, a neighour who would take to a global media outlet(bbc) to insult the jarous yet bend backwards to win their heart as he drove through the nightfall off the shores of lake kabale(victoria) to pay homage to jaramogi and agwambo here in bondo.
we are talking about some egocentric big brother who sees our 51 years old president as a green horn as is in the frame of his local appellation kamwana, a wily operative who warm his way into the hearts of kenya's key political protagonists (kibaki-agwambo) and formations(cord and jubilee)
the contradictions
....but the musenjini as we call him here in bondo appears to be as hopelessly weak at where it matters most: his core constituency. if you doubt me read the latest issue of regional newspaper the east african which hits the streets of zanzibar,dar-es-salaam,kampala,dodoma, nairobi,kisumu and mombasa tomorrow.it takes us through uganda's security and political fault-lines and why museveni is exposed.
i can tell that besides the torment from his general, museveni's waking nightmare and y far the most injurious of his inflated ego and credential, is the mockery that one joseph kony has shown the world to his fabled acumen,military might, geopolitical leveraging and standing as a statesman.
i can also tell that museveni's interest in kenya has been premised not only on his anti-nilotic tendencies anchored on the kony phobia (as demonstrated by spat on a kenyan nilotic tribe at a public event in nairobi where he spoke on behalf of all african leaders)but also his desire to be succeeded by his son.but if kony is the chink in his armour then we can imagine worse in the choppers that crushed in kenyan soil while en-route to somalia where he ravished a military expedition.a story for another day.
the idea of speaking on behalf of african leaders like zuma who wield more clout than him given that south african is a member of the brics or uganda's kagame whose economy is much impressive than uganda and who also hold the un security council presidency appears to be recognition of the role museveni played in kibaki succession matrix and also expectations by nairobi given his brash comments on icc.
museveni has been active in championing the anti-icc cause behind the scene and through the likes of david matsanga who jukwaa framed here not because he means well for these young boys as he calls kibaki successor and his principal assistant but because of his self preservation.
he is aware that agwambo has strong ties with some of his influential political opponents in uganda and also commands grondswell of support in segment of ugandans who view him as a panafricanist and therefore agwamboo's ascendancy in the long term would have been inimical to his ultimate dream which i am about to attend to.
i am saying that museveni have all along looked forward to the day when he would use the kibaki's power grab as his template for uganda succession. the argument goes that if the likes of obama and putin and zuma and cameron and kagame not mentioning the african union and sadc and comesa where he had leverage, could condone,recognize and validate the kibaki's power grab then he could pull another one in uganda.
he sees other african leaders like kagame and joseph kabila as his lapdogs given their historical ties and he is keen on using the energy and terrorism(security) for geopolitical aggrandizement.yet the weakest link is not at the foreign sphere where he seems to be playing his cards perfectly but at the home front where he is determine to entrench his hegemonistic rule.
i have it on authority of a respected un diplomat(readers discretion is strongly advised as i cannot independently verify this) that the idea of agwambo retiring from politics to assume a diplomatic role came from museveni.according to my informant, the assignment is basically the shuttle diplomacy that kalonzo was doing and agwambo's global respect would be harnessed for this purpose.a poison chalice i tell you.
museveni's must be told that his biggest threat is not the army general and the increasingly disillusioned ugandans whose support he is lately buying publicly with sacks of american currency but joseph kony whose existential threat is the very metaphor of his contrived but selfish agenda for kenya.

For me the test case for Museveni's dream of EA federation is how he handles the Mastermind company case where the Company has been denied access to other markets in Southern Sudan,Rwanda and Burundi because of fear of competition.The local company in Uganda is being given unfair advantage against the Kenyan one where its popular brand of supermatch is denied access to the markets.
The Kenyan Government needs to make its position clear on this issue as this is a test case on the much vaunted EA integration and common market.

The Kenyan Government needs to make its position clear on this issue as this is a test case on the much vaunted EA integration and common market. omundu strong, there you said it. kibaki's successor has his job cut out.the mastermind story is just but one of the juicy tales that the east african newspaper had on the regional challenges where museveni's signature was evident.there is the sugar import row between kenya and uganda in which kra has impounded some uganda bound sugar that were allegedly being diverted to kenyan market.also published in the paper is the story about some comesa and sadc member countries(tanzania,uganda,rwanda,drc congo and burundi) ganging up against kenya by investing in a more costly,lengthy and logistically challenged alternative cargo clearance and transport route.according to the informant, the chinese are putting up what is to be the largest cargo port in east africa's coastline in tanzania. the contradiction, as someone points out is that all these are happening at a time when museveni is pushing for political federation and economic integration in a model that would enable the region bargain collectively with the west over energy,security and its vast resources. how far the tanzania alternative to kenya become a success as the museveni led grouping pushes will determine on how museveni manages his centre.

Nereah ,thanks for the info on other goings on behind the scenes.I think there is too much talk about EA integration and little in terms of consensus on the necessary legal and political infrastructure to actualise the co-operation between the states,all the East African states seem to fear Kenya's dominance and may just be giving the talks lip service.
If you ask me,we are much better consolidating our strength as a country and concentrate on improving lives for our people than engage in endless talks that are not genuine and which will not improve our lives.Whereas we talk about integration we need to consolidate our gains as country,ensure we cushion the poor in our country,according to statistics Kenya is the third most unequal country in the world after Brazil and South Africa.
The new regime will do well to concentrate on adressing this than engage in lofty ideals that will not translate to better lives for our people.Tanzania is already sceptical of Kenya's dominance,backed by what you have just said in your thread about other countries following suit,then where does this leave us other than literally carrying the baby!
The decision to build a port several times the capacity of Mombasa port is meant to undercut our business edge in the region.So which way Kenya?my prescription would be to go slow on the integration,concentrate on improving the lives of our people by making them self sufficient on food production,enact laws and policies that promote cushioning the poor then we shall be home and dry.As for EA community ,continue giving it lip-service like other countries are doing.

KAMALET: It is a thought, Kamalet, were it not that Museveni is one of those African leaders like Mugabe who have overstayed their welcome, and have become embarassing jokes like the village mad man when he strips naked during a wedding reception, and boasts of .. emmm .. his in-rastafarian-dreadlocks -drowning member!, stroking it and promising the newly wed a ravishing, endless night!
That is the way I see Yoweri Museveni these days.
