CULTURE: OF THE RAPIDS BETWEEN CABRAL AND GOEBBELS . When I hear the word culture, I reach for my gun! --said Joseph Goebbels the German NAZI propaganda chief. In a landmark essay from the above link ---the essay was delivered in 1970 during a symposium at Syracuse University, New York, as part of the Eduardo Mondlane Memorial series--- Amilcar Cabral would achieve notoriety as one of the foremost theorists of national liberation, module cultural resistance to classical colonialism. I was scouring for further insights and twists which can be developed to encompass or be applicable in parts on some contemporary conflicts. Well, from that abstract it does not take a leap of consciousness to manifest my NYANZA analytical PIVOT, on which I am emotionally involved. Thus all Pro Deo! Kenya is of course on the Devolution Pivot. And I, swimming on the devolution craze, is on to a Luo Nyanza Pivot. A geo-political fashion, an emotional compulsion. NB: Pesa Mashinani has been a tectonic shift of the Kenyan political infrastructure, and we understand corruption has pivoted to the local county government with a vengeance. Meanwhile, my Nyanza pivot has proved so interesting, so much so that ' 'Nairobi'' to me has taken the shape of an alien, colonial city. It is culturally alienated, unresponsive to local concerns, and it is noisily led by ''mimics''; Nairobi is bigoted, full of political debauchery, odiously corrupt and thieving politicians. The city is a pandemic of incompetent institutions and bureaucrats kept in place by a formidable security operation. I said Nairobi looks like the power centre of a colonial or apartheid regime, debased and exploitative and oppressive. --Please do not press me on this, people, since I am brittle and a bit like the lines on THE MESSAGE of the notorious Grandmaster Flash. In a ground-breaking rap song while wondering why he kept going under, the New Yorker said thus: ' 'don't push me, coz am close to the edge; I am tryin' not to loose my head!'' Now, for me, if you press me what I will loose is my temper, and then will I haemorrhage data and a barrage of factology to PROVE current Nairobi is decadent and should expire like a rotten empire. Softly softly said. Anyway, Nairobi and her retrogressive cultural mores underpinning the dazzling REPUBLIC of DECADENCE, are only of secondary interest to me. The purpose of this onslaught would be to inculcate in them a dependency, --a permanent inferiority complex, so that they can forever defer to the superiority of the colonial order. That deference would, on universal acceptance, constitute a self-perpetuating mechanism for the colonial system. ''Killing the pride of a people''! suggests eradicating their dignity and sense of worth. An epidemic of self-hate is envisaged therein, a people ''devoid of inner pride in the self!''. That [depersonalisation] I think, is how it can come to pass, that an overwhelming majority of highly trained, professionally clever and, on the face of it, very competent people, can, whether in low or top public office, without fail reduce themselves to personifications of mediocrity, theft, inefficiency, and become corrupt and nepotistic show-cases of abysmal failure. So what is it exactly that the ODM has done to OUR people, to warrant such a charge from our chair at the drinking club at Mum Mbogas? (Our people understood as The Luo.) In times of a crisis, a culture in its search of role models forages far and wide. Whether the crisis is brought about by (a form of) foreign domination like colonialism or precipitated by an auto-generated rot like internal bad rule, the spectrum of role models range from resistance to collaboration. (I should say the choice of response occupies the continuum in-between those two oppositional poles.) The culture -that is to say the individuals acting within that social set up--- has to reach an accommodation with lived reality. This lived reality will be an interplay between resistance and surrender to the status quo, ie domination by the existent power. For the majority this is a delicate act of navigating a socio-political minefield. Becaue the consequences of resistance are usually known and publicly displayed as deterrence. PART THREE: COPING WITH 'OCCUPATION'. (Subtext: From colonial domination to imperialism: the Politics of the Public Space.) One of the most powerful ideological rationalisations of surrender, is this phrase: join them if you can not beat them. I believe this is not the same thing as ' give and take', which, in my opinion, is the split personality behind the behavioural patterns which the majority will manifest daily, as they navigate the minefield which is the public space officially 'owned' by the oppressing/ruling power. This -Solomonic give and take-- is the visible giving to Caesar what belongs to Caesar, and, invisibly, the Future what belongs to the future. Or, to put it another way, the colonised acquiescing by day in the face of the dominant power, but plotting its doom in the shadows of the heart, there in the darkness beyond the reach of colonist power. This is a kind of ' cultural schizophrenia', where every observed act can be a subterfuge. This invites the oligarchic profiteers and rulers to slide into paranoia. (the genesis of a security state) In a free dispensation, the culture of a people is inherently anti domination by alien, corrupt practices. The public space under conditions of occupation is a realm of farce. This farce is a method of mediating an otherwise explosive situation. When there is no farce there is truth in the public place; truth in the public space means, under occupation, order has broken down and there is honesty; the resistance will be open and violent so the riot police must enact its presence; the masks are off and the real relations bare back. Exposed to the bone. But oppressive orders like colonialism do last long, so farce becomes public culture, just like resistance becomes private culture. Marginalised but hardened. Permanent dishonesty is really a high form of depersonalisation. The odd small lie here and there is of course the oil that takes away the friction of social intercourse between people. - When somebody asks how you are, the purpose is not that you start reeling your litany of sorrows his way -poor wretch! And when my great happily-married friend Otishotish came back from Patpong in Thailand and his better half asked him how the business trip had been, he certainly was not exhibiting depersonalisation when he told her it had been a triumph, detailing the commercial success, but leaving out the Patpong part, where he had not only observed rarely mentioned anatomical parts munching bananas in bouts of wondrous peristalsis, but also had himself munched to pulp! with weird gurgles evoking his apish ancestors as the soundtrack. NB: If I lie about that episode at Patpong -the learned friend was drained to a wimp not munched to pulp, i will of course not be diagnosed depersonalised. It is a small lie which hides not the truth, nay, it is a device that enhances curiosity of man to go and unearth the whole truth. Back to the mains: Let us investigate some more then, whether currently in Kenya, corruption rules. Let us wonder if its raw impunity, is the power that dominates the public place, defining public culture. Ideologically ruling, occupying Kenya. I think without a doubt we can ascertain that at the pinnacle of social power, those succeeding most -- finance and public career wise, are those who have made the decision to join and serve His Lordship The Impunity. Lord Impunity thus boasts quite an impressive array of choice concubines: Uhuru Muigai, William Ruto, Evans Kidero ... and now you can fill the list by googling corruption Kenya. (Wikileaks -the looting of Kenya under President Moi, comes first usually!) By the time you chance the Ndung'u Land report you will probably believe the word politician is synonymous with rotten in Kenya! And the more successful the more decomposed. Yes, Lord Impunity rewards his loyal mistressess with bounty unspeakable -if you can check out what a theft-rate at 30% GDP works out to per year, shared out amongst these Honourable brothel inmates. The young ambitious mind will also have to give meaning to events like the unpunished murder of the likes of Erastus Honest Chimorei, the sacking of types like Jacinta Mwatela (who this week would likely have succeeded the grafty and crafty Professor Njuguna Ndung'u at CBK), and the apparent irrelevance if not total memoriae damnae of many a moral stalwart -like Alexander Muge, officially forgotten. (See the proprietor of Jukwaa struggling with the memory of one, Pio Gama Pinto trashed by his friend Gathara.) Such an apolitical youngster, calculating his risks, would in all likelihood fall prey to the persuasive logic of incumbency, that is he would succumb to the institutionalised methodology of success, follow the examples deified in the contemporary public space in the Kenyan political reality. Be corrupt if you wanna get anywhere. It is a public space narrative controlled by .. I guess this is where we bring up the concept of comprador national bourgeoisie. NB: footnote# [we will come to the contradiction later, that while graft is institutionalised at the top, petty thieves will be hanged or lynched or shot on 'site'! This shows it is universally understood in the 'hidden' culture of Kenya, that theft is bad. So the rulers are merely monopolising power to get away scot free with massive theft. BUT THEY KNOW THEY ARE GUILTY ALREADY. Ths knowledge is a key point, when we finally come to the reckoning, and concept of innocent until proven guilty, in a trigger-happy environment.) --Uhuru sure has given enough warnings!BACK TO OUR YOUNG MAN WEIGHIN OPTIONS: There is no second guessing him. TEMPORARY DISCLAIMER: But of course this is the Luo Nyanza Pivot, therefore, in essence, the issue of His 'Kenyan' Excellency Uhuru Kenyatta being neutralised in office, as if his kitchen cabinet feeds him tranquilisers to keep his mind busily asleep on duty, is --for the moment-- more of an academic abstraction in a foreign country! All around is hard evidence the Uhuruto republic is surrendered to a future-crashing gang of graft practitioners while the President, sidelined and dazed, spectates with his tail in pheromonized wagging. Which reflects out to: How long can Mr. Odinga continue his farcical, quixotic charges at corruption, ever pointing a condemning finger at State House Nairobi, while back in Luo Nyanza on his bright watch, we boast some of the - financially speaking-- most rotten counties in the rising empire? NYANZA CORRUPT? Give and take, given it was a WORLD BANK ranking report that scathingly tore Nyanza up. Elsewhere, the same World Bank of course reports Kenya is a rising star, an emerging economy soon to play in the big league of World Greats. That surely cannot be if her constituent counties are non performing, nay, my native caliphate is no horror scene like Haiti!? Unless the World Bank is like the US-dominated rating bureaus Moody's, Fitch, and Standard $ Poor, which were trashed in Eurozone because of deliberate falsification. So World Bank statistics are not gonna be God's word you know. When we break that down some more and do a statistical comparison to how the expenditure tables of others looked (when countries like Singapore,Taiwan, Korea and Malaysia were taking off in the late 60s last century), we will get a fair idea at how profitably busy we are. Or how irrelevant and self-defeating. Industrialisation, I always insist, has already been formularised, and so one has precedents to ponder. Very Hot guys like my BiL Mank, you owe us one on this. PART IV. CULTURE IS A BEAST! GET YOUR GUN! But even as an ambitious young man will be dazzled by the wages of sin and join the gravy train of impunity, culture is a temperamental Beast. A dangerous beast. Because it is a dynamic of raging conflict, not only in the public space but within individuals too, in the realms of conscience. That makes it a double-sided sword ever cutting within and without. That is why the paradox that, even as theft is everyday and universal, there is no culture that celebrates it officially. (And so our own paradox in Kenya, that the greatest of thieves in control of the state are also the ones condemning corruption the most in public!) It would appear then, that the debate is long won. Theft is bad. Universally. The argument may be what constitutes theft. For instance: The colonials declaring the landmass Kenya a Queen's private property: did that constitute theft? (Surprise surprise! There is no consensus on that! So the issue is sorted from the negotiation table!) All thieves deny they are thieves and protest their innocence. This implies we all know right from wrong then, even if 'know' and 'do' are worlds apart. All the corrupt of Kenya and Luo Nyanza know they are wrong, and doing wrong. All that remains is just a question of illuminating the mitigating circumstances. It is the tale of Obi Okonkwo! Circumstances, Mr. Green, circumstances! Culture in its historical wisdom banked in the people, knows corruption breeds mediocrity, and that in the long run corruption defeats the purpose of a people. Corruption pauperises the majority and impoverishes national dignity. ###This is why I was giving the disclaimer: The World Bank is writing blurb proclaiming Kenya can shoot to the top of the world economic rankings simultaneously as it is one of the most corrupt run. They do not think this [corruption] trait is a national grave for the aspirations of our people. Now, I consider the world bank mistaken, at best setting us up for a killing*** -luckily Culture is not mistaken, and is out to ensure our future, as a bastion of resistance to social rot. Culture within it, recognises that when corruption rules like it does in Kenya and Nigeria or wherever, it is a race to the bottom of the compost heap. Two hundred years of Haiti. But Culture does not order anyone to be brave or a coward, nay, it just throws up the two concepts with distinct meaning, leaving individuals to define themselves for themselves in the complex of circumstances called life. Actually if corruption is in moderation, it would be a live and let live affair, with internal and external self-regulating checks and balances working out even to neutralise debilitating extremes. Resignations would suffice when one is spotted in minor misdemeanour --like Jack Straw and Malcom Rifkind recently. Excesses would see appropriate jail sentences, by routine and order. There would thus be no need for radical steps like show executions, or animal caging like Putin with the fallen oligarch Mikhail Khodorkovsky, below in court. But as we know and have said above, no one resigns in Kenya. Even at a totally extreme misdemeanour, they stay put in office. Not Kidero over Mumias, not William Ruto over Land, Not Kimemia nor Iringo over illicit withdrawals from secret security accounts, Not --treasury errors-- Uhuru over wilful incompetence; and definiely not MPIGS over ubiquitous bribery to derail inquests into graft, nor the JSC phat bats over this and that! No, just like no jigger ever left its nest under your toe of own volition, our scum they stay put. they are like worms hooked to the rich contours of our national intestines. Parasites in paradise, our crop of elites. Then it is crisis time... for normal, rational options are a dead end. There has been a switch in historical personality. There is a pathology, Impunity is entrenched, and is beyond soft entreaties, deaf to reason in the public space. LUO PIVOT FOOTNOTES. UHURU KENYATTA STEALS MY HEART IN KISUMUAn idea whose time has come pushes out like a foetus ripe for birth. That is the trick here which makes me love Ouru Kenyatta. Meanwhile today, instead of the Vermin running Kisumu discussing how to develop and implement the Uhuru-Kibera-Nyalenda pilot scheme in a LARGE SCALE project, they are murdering themselves in the Kisumu Legico: Omino Pamela left unconscious in the melee. No, we did not get the leadership we deserve. We got shaitan! But devolution, brought by Amollo Tinga, is gooooood! You wouldn't know there were once WATER MELONS amongst the now very prominent, would you! Unemployment? Idle youth? The problem has been solved. The model simulated. When, regardless of high sound names like differential derivatives, all these complicated stuff proved fake and failed, Main street was tapped to bail out Wall street. Triggered by a 'subprime mortgage crisis, the house of cards came down and showed itself for what it had been. A scam. The subprime tipping point was when enough people realised drunks are a good market for drink and drink loans but hopeless payers, to make a decision based on this fact. The carpet was pulled from under the pyramid scheme. All those complicated financial products had just been scams. The rocket-science brains authoring them merely con-men. And there, after engorging themselves with the bail out kitty, they still needed cheap money, free money, interest free money, and they got it in the so-called quantitative easing, to create another bubble at the stock markets. It is looting by other means. It is subtler, more hidden, more complicated; it requires a bit of head in depth to deconstruct and see through. This is unlike the periphery where be it the Eurobond or the NYS, it is straightforward theft. And even the laundering is like the comical x-mas shopping done in Hong Kong for 27M. In Nigeria how did they loot $10Bn from the state oil company? They did not bother to hide it much. They just transferred what they needed to direct accounts. No fictitious names! No wonder an Buhari advisor caught, defended himself thus: 'We are not hypocrites. There is no record of us pretending this is not fraud! We are honest thieves! Everywhere else in the world thieves deny what they are!'retired general Muhamadu Buhari, president elect of the federal republic of Nigeria, a man not known to enjoy wicked humour, is reported to have cracked at this. Looking at the old sage standing beside young Muigai mourning Kenyan soldiers perished to terrorists, I wonder whether he brought up the subject of honest thieves to his host. Kenya and Nigeria do tend to swim the same muddy waters. This –-covert or overt looting by the elites in whatever world---- is the historical context in which Kidero looted Mumias Sugar, So$So looted Kenya Railways, Kenya Airways; Kenya Ports, Kisumu municipal council; Nairobi city council; KNH; NSSF; Treasury errors (of Uhuru and Oburu fame), Goldenberg, Angloleasing …. and the endless list of parastatals which collapsed under the custodianship of the current Prime Minister Joseph Kinyua. And we haven not mentioned the helicopter scandals at the police department; nor the defence contract tenders, not to think of fake submarines and rotten F15s from Jordania. It is a looters paradise, Kenya. But significantly, the story is the same most African countries, from Egypt to South Africa. It is a systematic phenomenon. There is a four year period in which the Dos Santos family is reported to have looted $30Bn from Angolans. That should set him at par with the evicted Ben Ali of Tunisia, and the Sunny Abatcha.That is the historical context in which characters, essentially pimps, like Kidero operate. If those are the sharks, Evans Kidero is a tick, or to keep the imagery Luo, those are boa-constrictors and Kidero is a baby boa. His evolutionary path is to be a monstrous constrictor. He is beyond class suicide. The second context to understand Kidero and his Judge, is the well-known all Kenyan fetishism for cash. Regardless of how money is made, Kenyans kneel before the loaded god dispenser –-gonya we call it. This at a first glace, pinpoints to a disturbed, malfunctioning moral compass. For it would seem Kenyans condone and excuse theft, or even seedier methods of earning cash –-say even running juvenile brothels for rich tourists. A healthy historical personality of a people recognises the CRIMINALITY OF THEFT, inculcates instinctively it is sin, burns and kills pick-pockets without trial! Does not mind killer-cops on the prowl shooting robbers dead on suspicion. Yet, and this is a contradiction I love to marvel at, countless research on our youth tell us they worship thieves! Something is wrong somewhere! Perhaps we suffer a multiple personality syndrome, as condition of a post-colonial, botched liberation socio-political reality? patriot is a thief. ruto with cash. A cultural take allows for no mental laziness. That is the beauty of it. Anyway loyalty does not come cheap in a commerce-driven love market. The first generation of the lot, the LOCAL elders of primitive accumulation in Africa so to say, is the list of the Kamuzu Bandas, the Mubutu Tse Tsekos, the Jomo Kenyatta's, the Omar Bongos, and, to name a few from afar for the context, Ferdinand Philippine Marcos, Indo Muhammad Suharto, or the ostentatious Shah of Iran, Palavi of the peacock throne. (The heart of darkness, the primitive accumulation in the Congo under Leopold of Belgium is of course a chapter apart! That is why I said LOCAL elders. Leopold is white scum, I will do black filth first.) The 'table manners' of this gone -local-- generation was of course monstrous. WHAT IS HAPPENING HERE, APART FROM A POLICEWOMAN BEING ASSAULTED?
Where is the historical identity of these Kenyans? I know the police are a high-handed criminal force wont to treat Kenyans as insects, but that these young Kenyans do not lynch this white vermin on the spot, is the point to culturally ponder. Even in corrupt Nigeria, a whiteman who as much as shouted at a police officer would die on the spot, shot by other police, burnt by the Nigerians around.
This video reveals a horrible truth about Kenya. And then, only after social media protest is action being taken! In other words, the police force itself saw nothing wrong! Imagine how far things have gone! --culturally speaking.

What Luo Nyanza greatly need is an idea of democracy on the part of its "leadership". A lesser reputation for hooliganism would also help.
* Remember the Men-In-Black episode? There were cries of "outside interference", that all this would be revealed, that there would be proper elections (after a committee investigation and report) within 90 days, blah blah blah. And then? Everything was "quietly settled" in the dark, as one might say.
* Whether it is party office or "primaries" for elected office, the pattern is the same: mindless hooliganism, followed by some "specially selected" people quietly slinking into various positions.
* Neither Raila nor any of his "big guys" have ever bothered to strongly speak about, much less do anything about, the endless and mindless mayhem that is associated with ODM politics.
* And so on, and so forth. Etc. etc. etc.
