It would appear now that the project will be cancelled due to the theft. The amount of at least 37.5 million has been literary stolen on account of non-existent seminars as was the case in the FPE scam. Another allegation is that a relative of an ODM MP working at the PM's office as a senior official (how does she really end up there?!) was being paid a consultancy fee for the last 13 months from the same fund! For someone who may have some insider knowledge on the genesis of the kazi kwa vijana program - how it was conceived and the fight involved in moving the project from the Youth Ministry to the PM's office, I must say that I am frankly not surprised as the reasoning then was the political mileage this would give the PM. Perhaps there are those who can see this through the Mau saga where the PM took over the 'project' from Michuki for political reasons rather than environmental reasons. As the say the chickens have come home to roost and some heads will need to roll. The cancellation of the fund would be an extreme blow on the lives of thousands of unemployed youths who were the targets for the972 million fund. At this early stage, I would be calling for political responsibility (and we have heard that word too often) on the part of the Prime Minister not much for the little money lost, but the threat to the project being cancelled and its impact to the youth of Kenya.

I hear the Okiya Omtata is holding a press conference at 3pm to declare his intentions of chaining himself at the PM's office as from tomorrow until the conman resigns.
My bet is he will start another political brouhaha to deflect attention from this (maybe question why kenya is attacking somalia)

According to the Nation article, 12 billion was granted for the project to 6 ministries. How much was allocated to the PM'S office? How about the other ministries? I can see a figure of 972 millon somewhere. If the PM office squandered 37 million out of that, then its less than 4 percent of the total amount given. Some ministries squander way higher than 4 % of their funds. This is in fact meager. Ongeri saw a loss of more than 4 billion under his watch. Without supporting the PM, lets get some clarity in the numbers.

Looks like whoever called this Government a ‘swamp of corruption’ was very right. It is very unfortunate public officials are feasting on public coffers and will continue doing so as long as there is no political will to stop it. Perhaps N.C.C.K leadership was spot on when sometimes back they talked of 'moribund presidency and ineffective PM'
I also can’t help wonder why PM has an official to advise on ‘climate change’ ( I mean the fellow who is reported to have spent 1.3 m on a trip to Paris). Why does the ministry of environment exist if it can’t advise on climate change and related issues?

Kamalet, Actually, Kazi kwa vijana was implemented by 6 ministries. The PM's office was actually meant to coordinate these ministries, a role so meager than what the public has been meant to believe. A big junk of this fund was channeled to individual ministries directly from UK's office with the approval of the PM's office. The whistle blowers again are people on the other side of the coalition who are wary of the 2012 outcome. They too want a share of their youths and if the PM has them engaged in some economic activity, nobody will be flashing out older folks to go and vote. These guys would rather see Kenya lose this fund than risk causing an increment of the PM's voters over mere 37M.
We all know the Mau issue was particularly implanted in the PM office with PNU strategists in a bid to draw out the Ruto faction from ODM which they have succeeded. They later tried with Luhya's with the cemetery saga but failed miserably. The PM actually did execute the Mau eviction to the letter, till again the other side of the collation realized it was according him more political mileage and international recognition, they then methodically cut its funding through you know who.
This implies that the youths are free to be used and misused by some of political personalities who are keen to win the next general elections rather than being engaged in some social-political activities. You will soon hear youths from different areas of the country proclaiming who they they support at the top of their voices. In other words, the campaign for 2012 is officially on.

When Michuki gave ultimatums on vacating the forest, it was the PM who stepped in to provide a humane way of evicting the people as opposed to the Michuki edicts. But any one with a pea sized brain will know that Raila's motivation was a lot more political than environmental. He wanted to protect his support base from evictions. If you search the archives of Jukwaa you will find the debates on political motivations of Mau and the PM! Unless of course you want to tell us that the DS working in the PM's office and who is related to a Nyanza MP should not be in trouble and that the PM should not step aside! The size of a brain has no direct relationship to how much political propaganda one propagates. A box Jelly has no brain yet it can tell what is directly ahead of its path.This is a scientific fact. Some people have extra large brains - only to use them to either confuse, castigate or kill people while many others have actually caused more harm in Kenya with their brains.
The Kenyan political landscape is full of parties whose interests and goals are not always what they say or seem to be. The fourth estate is often intertwined in these murky machinations. The so called facts are therefore relative rather than absolute. Mainstream media in which you draw 'your facts' from is controlled by you know who. If you are privy to the real government, then you must have picked word going around about why this audit had to be conducted in the first place and who begged the WB to pull the plug. I can assure you, this was done for much more than 37 million shillings. It is glaringly suspect that the WB could do this over such a small amount. You can choose not to see this or out rightly group yourself with the loud mouths who want the PM to step down, or pretend not to know what this all about.
Either way, we both know the PM will not resign over this. We can bet on this. Atakaa pare pare. Lest you wanna hold an election today in which case you already know the results. Ruto and Co can take this line as their new slogan for political purposes, they seem to lack good lines anyway other than anything revolving around the PM,but it aint going anywhere. It wont even alter their ratings in the next Infotrack Poll. Omtatah may chain himself to the PM's leg, it still wont change a thing. By tomorrow you should hear the ODM brigade up in arms ready to defend their own. Then maybe the real facts of what conspired will being to see the light. However, there are those who will see this as political hypocrisy whilst others will see it as an opportunity of stealing in their ministries and expect that nothing will be done! Whenever you preach water, you must drink water and the only variation allowed is the choice of city council water and Keringet water! Wine then becomes a no no!

My concern more than the stealing is this silly programs that have very little effect on the infrastructure building other than ruining it further. This programs are designed to supposedly create employment for the youth but even one looks at return on investment, its negative. Case in point is eastleign where the kazi kwa vijana jobs actually ruined the little existing infrastructure left. Kazi kwa vijana money is paid by taxpayers who aren't getting anything of value on this populist projects. Why not zero rate capital investment, abolish VAT and replace it with a national sales tax so that goods aren't taxed at every production, encourage small business to start paying taxes by offering incentive to be mainstream( It doesn't make sense for a small welding shop to be paying VAT on its electricity bill since electricity is one of the main inputs of such a business. The only way to reduce youth unemployment is for the private sector to create sustainable jobs. This short term ill conceived solutions are only making the situation worse by forcing the government to borrow more money while return on investment is zero or negative.

Raila has been and will continue to be at the forefront in fighting corruption and has established a clear policy of corruption intolerance in all ministries, including his own office. When matters of corruption have been brought to his attention, he has taken action all Kenyans support, including the corrupt who are not involved on the particular case at hand. My hunch is, this matter is being investigated and once all the facts are gathered, the PM will address it as he should. Any objective, fair and impartial person would wait for that to happen before rendering an opinion or judgment on the PM about the matter and certainly rushing to judgment based on preconceived notions is neither helpful nor desirable. Accountability and fight against corruption does not mean suspension of the rule of law and the rule here is, if a matter is brought to an executive's attention that needs action, the executive must take the action, if the information provided is sufficient and calls for the action, or he or she must investigate and take appropriate action upon conclusion of such investigation. That rule applies in both the government and private sector. Actually applies even at home, especially one with children. One will be a lousy parent if you go about punishing your children willy-nilly based on unproven or false accusations, even from among and between themselves. It behooves a good parent to try and ascertain the facts are, if possible and punish only if there is sufficient basis to believe such punishment is warranted. …… I will have more to say about this in the course of the day or so but let me point out an error in your analysis (asking Raila to resign or step aside pending investigations): You cannot ask a CEO or Manager to step aside every time there is an allegation of wrong-doing by staff and employees under their direct or indirect supervision. To require so would by definition do away with the position of CEO and Manager. However, if the CEO or Manager is implicated in the wrongdoing, then it is appropriate to demand that they step aside pending a full and complete investigation. The latter is exactly what the PM did relative to Ongeri and Ruto, and even his PS Isahakia and private secretary Caroli Omondi who later were cleared by none other than the anti-corruption Tsar himself, PLO. To therefore ask that the PM resign or step aside over matters he is not implicated at all is not only unfair, it has no legal precedent or basis upon which such a demand can be made. One cannot pretend to respect and honor the rule of law by violating it at the same time. The allegations that have been made are on the face of it serious and if true, the proper accountability is for those responsible to be held accountable. They are not worth throwing the country into elections now but as I have already noted, if it's elections people want now and now, bring it on for this "footloose errand boy" believes Raila would win in a landslide. Let the footloose errand boys for other candidates, especially those who have none but are only obsessed with having Raila not elected for personal reasons tell us why not, given he is leading by almost 20 points in all major surveys conducted thus far.

Perhaps you can quote the guilt that was attached to Ongeri for the PM to ask him to resign and take political responsibility for the theft of FPE funds in his ministry.
No one has accused the PM of stealing a penny of the KKV funds...but the most important thing is that the theft happened in his office and the amount has even been identified including those involved. None of them are in the ministry of tourism or water development...it is the PM's office!
Tell me why on this simple basis the PM should not take responsibility and then tell us he will not resign! In any case, Ongeri is still in office but he acknowledges money was stolen from his office.
I hope when activist Omtatah was chaining himself outside Jogoo house and gettng arrested for making noise demanding Ongeri's resignation, you cheered the authorities that arrested him for if you did not, then you are the typical Kenyan hypocrite who sees things in one angle only. Bure kabisa.

In any case, Raila has made away with so many scandals. He is racking in billions of shillings from the molasses plant which he took from us for nothing through his friend Moi for nothing. He ate our maize and made lots of money out of it and now the kazi kwa vijana.

In this statement, I would like to address the allegation that the staff of the Office of the Prime Minister misused a large amount of funds that were made available for Kenya by the World Bank under its Kenya Youth Empowerment Project (KYEP). 2. I am informed that the World Bank has issued a statement which clarified some misunderstandings and misinterpretations that may have been present in the article that appeared in Sunday Nation yesterday. Consistent with the clarification by the Bank, I would like to bring to the attention of the public the following: 3. First, there is no basis to conclude at this time that money has been stolen or lost. The allegation is that some of the expenditures may have been ineligible for financing by the World Bank under this project. What this means is that some monies may have been used for purposes that are not consistent with the objectives of the project or World Bank policies. Why shouldn't staff at PM's office "eat" when everyone is busy eating?
Don't we still have Goldenberg, Anglo Leasing, FPE, Maize, Oil, MoD, De la Rue, Grand Regency and Tokyo embassy fraud suspects still in office and no one is saying anything?
Even if this money wasn't eaten right under Raila's nose by his staff, hell the cash would still have been eaten elsewhere.
Let those who have eaten be let off, as long as they promise never again. Prosecuting them will not solve anything. Suing can cost millions more of our taxes.
Besides, the president never seems to mind whenever cash is diverted from mouths of dying babies to pockets of greedy bureaucrats!

Or better lets' first deal with tribalism in Govt where all the sensitive dockets are held by one tribe (where's Job to paste that long list of tribalism in Govt) after tackling the monster called tribalism, then we can come and tackle corruption. Why are some people screaming murder just because Raila's office is concerned in this case? Ama it's because he comes from the lake? Raila has never been involved in any corruption and he will not take any responsibility since he's not the accounting officer in that ministry. Or have you just remembered that there were other scams?
